ONTINUED FROM PAGE 1, BLOCK 14

A. The purpose of this amendment is to provide answers in response to questions received regarding the solicitation.

B. The following are the questions that have been received by the Contracting Officer and the Government’s responses to those questions.

1) Question: When is RFP SPE60118R0301 - Hazardous Material Disposal - Off-Specification & Excess Hydrazine Propellant Due?

DLA Response: The closing date/time in the RFP is always located in Block 8 of the SF1449 unless it is later modified by an amendment to the solicitation which is then posted to the FBO site. In this instance, the closing date/time is 15 NOVEMBER 2017 at 4:00 PM Local Time.

2) Question: The FBO website and page 2 of the solicitation state that this is a Small Business Set Aside, but Form 1449 states Unrestricted. Please advise which is correct.

DLA Response: The FBO synopsis and Page 2 of the solicitation are correct. This procurement has been Set Aside 100% for Small Businesses Only. Our System does not mark the Standard Form 1449, Block 10 correctly.

There should be an “X” in Small Business and filled in “100%” for the Blank. For questions regarding Small Business or Small Disadvantaged Business Affairs, contact Mr. Greg Thevenin of the DLA Energy Small Business Office at 703-624-5495.

3) Question: The packaging "4BW" is referenced several times, however, there are many different sizes and configurations for which 4BW containers can be manufactured. Therefore, please provide the specification sheet, (1) overview image and (2) image of each respective 4BW valve configuration.

DLA Response: The drawings that we have on our 4BW configurations are attached to this amendment.

4) Question: Would the facility be open to entertaining the concept of allowing us to place the containerized Hydrazine back into the respective rail cars for transportation, content disposal and rail car return. We believe this would in turn reduce handling, costs and allow us more disposal flexibility.

DLA Response: While we agree that transporting and disposal by railcar would be more efficient, it may not be feasible unless the contractor could provide the railcars and transportation. The Government railcars are very old, and have been used as storage vessels for at least the last 15 years. All of them are not currently “in-test” and most are not rail worthy and will have to be scrapped in place after they are emptied. For the couple that could be made rail worthy, there is not adequate time to have them tested and repaired, if needed.

5) Question: Would it be considered this material be subject to open burn open det?

DLA Response: That would be up to you as the disposal experts to determine if this method will work. We have not heard of destroying it in this way. Please address how this would be done safely in your technical proposal/disposal plan.

6) Question: Please provide a packaging breakdown of each of the three (3) waste types.

DLA Response: This information has been provided in the Statement of Objectives attachment, paragraph 4.2, which reads:

4.2 The products above are stored in the following types of containers.

MMH- 1 ea Rail Car Totaling 25,000 lbs and 55 55gl Drums Totaling 16,367 lbs UDMH - 3 ea Rail Cars Totaling 81,517lbs and 6 ea 55gl 4Bw’s, 1 ea 119gl 4BW Totaling 1,562 lbs A-50 – 6 ea 55gl 4Bw’s, 1 ea 119gl 4BW Totaling 2,300 lbs

7) Question: Are the containers of hydrazine packaged under water? If so, what percent water?

DLA Response: All of the containers of hydrazine are “blanketed” with a few pounds of gaseous nitrogen to maintain a positive pressure. There is no water in this process. If this is not what you mean, please re-address this question.

8) Question: Will the Government be providing transportation for all of the hydrazine, or only the bulk? Is the contractor to provide transportation for the material in drums and other containers?

DLA Response: This information has been provided in the Statement of Objectives attachment, paragraphs 4.3 and 4.4. The Contractor will provide the transportation for the material in drums and 4BWs. For the bulk product in the rail cars, we are offering the use of the two specialized Government trailers for movement of the product. If you opt to use the Government-provided trailers; for liability purposes, the Government must transport the trailers themselves. Regardless, the loading, transportation and off-loading will have to be closely coordinated with DLA Aerospace Energy’s Hydrazine Manufacturer POCs and the DLA Aerospace Energy Transportation office. A tentative milestone schedule of the movements should be provided in your technical proposal/disposal plan.

C. Any other questions regarding the requirements of this solicitation shall be submitted in writing to the Contracting Officer at Barbara.Peterson@dla.mil. All questions submitted by offerors and their answers are required to be published in an Amendment to this solicitation. All Amendments to the solicitation should be acknowledged by signing and returning each amendment as part of the proposal.

D. The Solicitation Closing Date and Time remains unchanged on 15 NOVEMBER 2017 at 4:00 PM LocalTime.
