N2 for Port of Al Duqm, Oman & NSA Bahrain
STATEMENT OF OBJECTIVES
27 Jul 15
1. DESCRIPTION OF REQUIREMENT: Defense Logistics Agency Energy (DLA Energy), as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires delivery of Nitrogen (N2).
The Contractor shall deliver product f.o.b. destination to Port of Al Duqm, Oman and NSA Bahrain with the necessary equipment, tools, supplies and labor to convert the contractor supplied nitrogen into gaseous nitrogen and charge gaseous nitrogen (GN2) directly to the ship’s 4,500 PSI N2 banks via the off hull connection.
This requirement can be met by supplying liquid nitrogen (LN2) or gaseous nitrogen (GN2) per the below conditions.
2. The following conditions apply to both liquid and gaseous deliveries:
2a. QUALITY CONTROL: At time of delivery the Contractor shall provide Laboratory Test Reports to certify the quality of the N2 being delivered. The Laboratory Test Report shall contain the following information:
1. Full Name of the Contractor / Company
2. Quantity of N2 being delivered: Unit of issue shall be annotated in accordance with the type of product being delivered, i.e. gaseous (MC) and liquid (GL).
3. Full Name (Identification of company that conducted the tests) and date test was conducted
4. Test equipment used to conduct testing
5. Certification standards used for testing
6. Signature and date of certifying activity representative
2b. PRODUCT DELIVERY:
2b.1 Product shall be delivered and loaded within 5 days after receipt of an order from DLA Energy.
2b.2 Delivery time, day, and specific pier location shall be identified by the ordering POC at the time of order.
2b.3 Product deliveries shall be made to either of the following addresses:
Port of Al Duqm, Oman Specific pier location at Port of Al Duqm to be provided by U.S. Navy customer
Khalifa Bin Salaman Port Hidd, Bahrain Specific pier location at Khalifa Bin Salaman Port to be provided by U.S. Navy customer
2c. PRODUCT ORDERING: Product delivery shall be accomplished against a Government Delivery Order issued by the DLA Energy Contracting Officer.
2c.1 Order Cancellations: The Government may cancel orders 24 hours prior to scheduled delivery at no charge to the Government. If delivery cancellation is made within 24 hours of delivery and prior to product being shipped from the Contractor’s fill point, the Contractor may charge the government an event fee under the contract line item titled “Delivery Cancellation Fee”. If product has already been shipped to customer location and subsequently cancelled, the Contractor is entitled to bill the Government for the full quantity ordered under the “Aborted Quantity” described in the below paragraph.
2c.2 Partial Quantity Deliveries: Partial quantity delivery payments under the contract liner item titled “ABORTED QUANTITY will only apply when the customer receives 50% or less of the quantity originally ordered and delivered. Though unplanned, there may be occasion that only a partial delivery is offloaded (a quantity less than what was originally ordered and shipped). In event the Contractor makes a partial delivery of 50% less of what was ordered and delivered (outside the VIQ terms), the Contractor may charge the government for the quantity of product delivered plus an additional product restocking fee (on a per-pound-basis for LN2 or per-MC-basis for GN2) for quantity originally ordered minus quantity received. This service which would include all delivery costs for the quantity not taken by the customer and would be priced as a cost-per-pound fee for LN2 or cost-per-MC fee for GN2 and invoiced under the contract line item titled “Aborted Quantity”. For partial deliveries where the Government pays the aborted quantity fee, they will not be charged a delivery cancellation fee.
2d. EQUIPMENT CLEANLINESS REQUIREMENTS:
2d.1 The degree of cleanliness for charging lines and fittings shall be “OXYGEN CLEAN.” The surface must be free of all loose scale, rust, grit, filings, other foreign particles, oil, grease and other organic materials. The acceptance criterion is, no visible particles using a white plate visual inspection method and the quantity of hydro-carbons does not exceed 5 ppm. Equipment not made or treated specifically for oxygen service must not be used.
2d.2 All connections prior and up to delivery, must be sealed with metal plugs and then appropriately bagged with “oxygen clean” stickers applied on the poly-bag cover.
2e. GENERAL CHARGING OPERATION SAFETY:
2e.1 Commencement of any charging operations must be coordinated with and approved by Ship’s Force.
2e.2 Slowly pressurize the charging line at a rate not to exceed 200 PSI per second. If the charging equipment cannot supply N2 against a dead headed system, inform Ship’s Force that the leak test must be performed while the ship’s flasks are charged in lieu of conducting the leak test first prior to charging. The Contractor shall provide delivery system that can achieve the required 4,500 psi gaseous nitrogen charging pressure.
2e.3 Soap-test all mechanical joints of the temporary charging line when pressure has been brought up to 50 PSIG and then when full charging pressure has been obtained.
Conduct soap test at intermediate pressures as deemed necessary.
2e.4 Secure the charging operation if there are any indications of leaks, pump malfunctions, icing of the charging line, abnormal conditions of ship’s systems or any other failures.
2e.5 After the ship’s flasks have been charged to the required pressure, secure delivery system stop valves, equipment operator depressurize the charging line and disconnect as required. For planning purposes the Contractor should be aware that typical submarine gaseous nitrogen charging operations can take an estimated 6 - 8 hours to perform.
2f. INSPECTION AND ACCEPTANCE: Inspection for quality shall be performed at origin. Quantity determination and acceptance shall be at destination.
2g. METHOD OF MEASUREMENT: Quantity determination shall be performed by use of a calibrated flow meter or calibrated weight scale. For GN2 deliveries made by cylinder or tubes, pressure temperature fill charts/calculations may be used for determining quantity.
2h. MISCELLANEOUS SERVICES: The Contractor shall deliver and load the required product which includes the mobilization, setting up and dismantling on completion of the requirement.
2i. SECURITY REQUIREMENTS:
2i.1 For Oman, truck drivers will need access to Port of Al Duqm and will be subject to any and all screening performed at the pier entry point. Supplier will coordinate the delivery with U.S. Navy customer to arrange delivery time and place and to facilitate any required escort to the ship.
2i.2 For NSA Bahrain, truck drivers will need access to Khalifa Bin Salaman Port (KBSP) and will be subject to a K-9 screening at the ECP on the pier. Truck will be met at the ECP by Ships Force and escorted to the ship.
3. Product Specific Requirements: Pending the type of product to be provided, requirements specific to each product type (gas or liquid) on the Schedule are listed as follows:
LN2 Requirements:
3a. PRODUCT SPECIFICATIONS: Liquid Nitrogen (LN2), NSN 6830-01-630-6061 shall meet the requirements of Type II, Grade B, 99.50% minimum purity, Commercial Item Description A-A 59155 dated 5 March 2003, Nitrogen.
