PR 13-0026

STATEMENT OF OBJECTIVES

1. DESCRIPTION OF REQUIREMENT: DLA Energy, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires delivery of liquid helium in support of the Department of Defense, universities, and commercial programs. The Contractor shall provide all products, materials, supplies, management, tools, equipment, labor, and transportation necessary for the delivery of liquid helium f.o.b. destination using Contractor-owned dewars.

2. PRODUCT SPECIFICATIONS: a. The Propellant Pressurizing Agent, Helium (NSN 9135- 00-142-9362), shall meet the requirements of Type II, Grade A, of specification MIL-PRF- 27407C, dated 29 Nov 2006. b. One copy of the Certificate of Analysis for each sample required by the specification shall be sent to DLA Energy-QA/QT within three days after the analysis of the sample. The analysis report shall be emailed to tech.prop@dla.mil or faxed to Attention:

DLA Energy-Q, (210) 925-8048.

3. CONTAINER SIZES: Contractor shall have the capability to deliver liquid helium in 30 liter, 60 liter, 100 liter, 250 liter and 500 liter dewars as specified on the delivery order. Empty dewars shall be available for pickup, at the delivery location, by the Contractor usually within 2-3 weeks after the initial delivery. The Contractor shall responsible for picking up the empty dewars within 72 hours of notification by DLA Energy. (NOTE: Each location listed uses a variety of dewar sizes, but the 60 and l00 liter are more widely used. Two locations in the Utah area and one location in Arizona use the 250 liter, and on rare occasions, the 500 liter).

4. PRODUCT DELIVERY LEAD TIME: a. The Contractor shall make routine deliveries within seven (7) calendar days of receiving an order from the designated Government Ordering Officer.

The individual orders placed by the designated Government Ordering Officer will specify quantity, date, and locations for the delivery. b. The Contractor shall provide DLA Energy with a list of personnel available on a 24-hour per day basis regarding shipments. The list shall include the full name, office telephone number, home telephone number, FAX number and email address (if applicable). Further, the list shall be kept updated with changes at all times.

5. EXPEDITED SHIPMENTS: If the Government has a requirement for product delivered to a customer in less than seven (7) calendar days, the Contractor shall use commercial best efforts to deliver the Dewar(s) to the individual customer location. The price to be paid for the expedited shipment will be negotiated on a case-by-case basis by the DLA Energy Contracting Officer.

However, if the Contractor is unable to deliver, the Government reserves the right to obtain the liquid helium from another supplier.

6. INSPECTION AND ACCEPTANCE: Inspection for quality shall be performed at origin.

Quantity determination and acceptance shall be at destination.

7. SECURITY REQUIREMENTS: For entry clearance to U.S. military installations, the driver must be a U.S. citizen and must possess a photo ID that displays the driver’s full name, social security number and date of birth. Driver must also provide proof of insurance and vehicle registration. The installation may require the driver to be escorted while making deliveries and the delivery vehicle is subject to search by security personnel prior to accessing and while on the facility. There are no security requirements for deliveries to universities.
