STATEMENT OF OBJECTIVES
4 Apr 13
1. DESCRIPTION OF REQUIREMENT: The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires delivery of Gaseous Nitrogen (GN2) f.o.b. destination into a Customer owned pipeline in support of Pratt & Whitney at Jupiter, FL. The Contractor shall provide all product, materials, supplies, management, tools, equipment, transportation and labor necessary for the delivery of GN2.
2. PRODUCT SPECIFICATIONS AND TESTING REQUIREMENTS:
2.1 GN2 (NSN 9135-00-823-8115) shall meet the requirements of Type I, Grade A, MIL-PRF-27401F, dated January 10, 2008, Propellant Pressurizing Agent, Nitrogen with the following modifications to the specification:
2.1.1 Paragraphs 3.3 through 3.3.2: Replace with “Filters. The GN2 shall be filtered through a dual filtration system. The primary filter shall be rated at 2 micron nominal and 10 micron absolute. The final downstream filter shall be rated at 0.4 micron absolute.
Both filters shall be located downstream of the compressor and/or converters and the final downstream filter shall be located as close to the user’s interface as possible. The filters shall remove from the gas all particles greater than 100 micron in any dimension.”
2.1.2 In-line continuous monitors shall be installed by the Contractor so that product samples are drawn immediately prior to entering the dedicated GN2 pipeline that supports the Pratt & Whitney facility. The in-line continuous monitors shall be capable of testing for water, total hydrocarbons as methane and oxygen content. An alarm system to indicate when any contaminants (water, total hydrocarbons as methane or oxygen) exceed specification limits shall be provided and monitored by the Contractor on a 24 hour basis. The tests identified as optional in Table I of MIL-PRF-27401F (to include particulate testing) are not required.
2.2 In addition to the reports required elsewhere within the contract, one copy of a certificate of analysis for each sample required by the specification shall be sent to DLA Energy Quality within three days after the analysis of that sample. The analysis report shall be emailed to tech.prop@dla.mil or faxed to the attention of DLA Energy Quality at
(210) 925-8048.
3. PRODUCT PRESSURE AND FLOW RATE:
a. Pressure: 3,600 – 5,000 psi mailto:tech.prop@dla.mil
b. Low Flow Rate: 10,000 – 11,000 scf / hr
c. High Flow Rate: 100,000 – 120,000 scf / hr
4. PRODUCT ORDERING: The DLA Energy Contracting Officer (CO) shall issue Delivery Orders (DD Form 1155) for obligation of funds for orders to be issued during that specific timeframe by the appointed Ordering Officer. The individual orders placed by the appointed Ordering Officer will designate the specific quantity to be delivered at the customer location specified in the contract.
5. PRODUCT DELIVERY: This contract calls for uninterrupted delivery (with the exception of coordinated downtime for maintenance of pipeline) of GN2 product, 24 hours a day, 7 days a week. Delivery is f.o.b. destination into the pipeline interface at Pratt & Whitney, Government Engines & Space Propulsion. Product shall be delivered to the following address:
Pratt & Whitney Rocketdyne (FL) Attention: Area E Fuel Farm 17900 Beeline Highway Jupiter, FL 33478
6. SPECIAL REQUIREMENTS: The Contractor shall furnish and install a meter at the custody transfer point for determination of gas quantity delivered. Contractor shall maintain the meter and perform calibrations in accordance with the quantity determination clause of this contract. Prior to calibration, the Contractor shall notify the Government in order that the Government may choose to have a representative present to witness the calibration. On a biannual basis, the Contractor shall remove/inspect the orifice plate aperture diameter concurrent with the meter calibration. A representative from the Government and Contractor shall simultaneously read the meter on the last normal workday of each month. Delivered quantities are determined by a meter reading.
This reading is used in conjunction with the previous month’s reading to determine current month’s net quantity delivered.
7. DOWNTIME: Downtimes shall be coordinated with and agreed by Pratt & Whitney through DLA Energy-QEM to accommodate run schedules. A minimum of 30 calendar days advance notice is required for planned downtimes. If equipment fails, regardless of the cause (including, but not limited to, force majeure events), the GN2 supplier must be able to maintain a supply of product at a minimum flow rate of 10,000 scf per hour and pressure of 3,600 psi.
8. SITE AVAILABILITY: There is not a pad on Pratt & Whitney property available for installation of equipment to provide pipeline GN2.
9. INSPECTION AND ACCEPTANCE: Inspection for quality, quantity determination and acceptance shall be performed at destination.
