2. PRODUCT REQUIREMENTS:

2.1. LOX (NSN 9135-00-965-2527) shall meet the requirements of Type II, Grade A, MIL-PRF- 25508H, dated October 27, 2011, Propellant, Oxygen. The filter outlined in paragraph 3.3 of the performance specification is required.

2.2. LH2 (NSN 9135-00-611-1347) shall meet the requirements of Type II, MIL-PRF-27201D, dated February 7, 2007, Propellant, Hydrogen. The filter outlined in paragraph 3.3 of the performance specification is required.

2.3 Contractor shall provide at time of delivery, a Certificate of Analysis (CoA) specifying the product, sample location (tanker, bulk storage, or other) for which analysis was performed, sample date and date container/tanker was filled. This certificate shall provide evidence that delivered product meets all requirements of the specification. This certificate must be reviewed and approved by a customer’s representative prior to container/tanker connection to customer’s facility. If individual tanker product contents delivered are from the same facility bulk storage volume, then a single CoA would be valid for all tankers containing the same certified propellant after initial tankers are certified. A bulk storage sample for a planned quantity of tankers extending over several days would be acceptable if bulk is not replenished. A fresh bulk storage sample would be required if a significant change has been made to the plant storage tank or 30 days has elapsed since the last delivery.

2.4 In addition to the reports required elsewhere within the contract, one copy of a certificate of analysis for each sample required by the specification shall be sent to DLA Energy Quality within three days after the analysis of that sample. The analysis report shall be emailed to tech.prop@dla.mil or faxed to the attention of DLA Energy Quality at (210) 925-8048.

2.5 Inspection for quality shall be at origin. Quantity determination and acceptance shall be at destination using calibrated weight scale certificate. Unit of issue for LH2 shall be LB (pound) and for LOX shall be TN (ton) for all documentation. Conversions: Quantity determinations by weight shall use a conversion of one gallon of LH2 equals 0.591 pounds and conversion of 210 gallons of LOX equals one ton.

3. PRODUCT ORDERING:

3.1 The DLA Energy Contracting Officer (CO) shall issue Delivery Orders (DD Form 1155) for obligation of funds for orders to be issued during that specific timeframe by the appointed Ordering Officer. Contractor shall deliver within 7 days of issuance of the delivery order unless a longer period of time is specified on the delivery order. Telephone or e-mail orders issued for emergency deliveries will be placed with the Contractor within 24 hours prior to the need date and will be confirmed in writing within one business day.

3.2 Changes or modifications to the commodity delivery date and time or the volume of commodity delivered may be made no later than 6 hours in advance for launch and wet dress rehearsal (WDR) scrub replenishments, due to usage variability.

3.3 The Contractor shall provide DLA Energy a list of personnel available on a 24-hour a day basis regarding shipments. The list shall include full name, office telephone number, home telephone number, direct distance dialing number, fax number, and e-mail (if available) and shall be kept updated with changes.

4. PRODUCT DELIVERY:

4.1 Product shall be supplied in Contractor provided tankers and will be in support of Delta IV vehicles which utilize LOX/LH2 as the propellant for the engine systems. Delta IV launch facility is located at Space Launch Complex 6, (SLC-6) at Vandenberg AFB (VAFB). The LH2 storage tank gross volume at SLC-6 is 850,000 gallons. SLC-6 has a 300,000 gallon main storage tank plus a 90,000 gallon auxiliary storage tank on site. All tanker offload areas for SLC-6 feature 5 offload bays utilizing local control for offload valves, vent line purges, and flare stack (for the LH2 storage areas). The LH2 areas also feature flame detection and fire suppression.

4.2 LOX and LH2 shall be delivered to the following address at Vandenberg AFB, CA:

Aerospace Maintenance & Operations Center United Paradyne Corp. Bldg. 7525 Vandenberg AFB, CA 93437-5398

No detention costs shall be charged for delays caused by the late arrival of a tanker at VAFB. The

Contractor shall allow up to 3 hours detention time for LOX deliveries to VAFB before charging for detention costs. A schedule of any applicable fees assessed by the Contractor shall be provided to the customer. The number of tankers identified for each customer site below will be required to support 6 launch attempts in 9 days. The final acceptance of product shall occur at point of off load into the customer’s storage tank.

The customer launch site communication POC will be responsible for notifying the Contractor of any changes for non-WDR/launch attempt operations prior to tanker departure from Contractor facility. For WDR/launch attempt operations, the customer launch sites communication POC will be responsible for notifying the Contractor within 12 hours of any WDR/launch schedule changes. Contractor shall confirm notification of WDR/launch schedule changes within 2 hours.
