NOTICE TO COAL BIDDERS
The US Army TARDEC Petroleum Laboratory (USAPL) in conjunction with DLA Energy has the responsibility of providing a mine qualification program for Government coal procurements. The purpose of this program is to assure that bidders on Government procurements have available to them, coal of the necessary quality to meet the specifications of a particular coal requirement.
Cost to the bidder for mine qualification are:
(1) A fee paid to the commercial coal lab chosen to collect the certification sample
(2) A fixed fee of $264.00 per sample submitted to USAPL for analysis and related costs.
This fee should be paid by certified check, money order or bank draft and it must be made payable to: “US TREASURY”. Check must be mailed to: US Army TARDEC Petroleum Laboratory, 5085 U Avenue, Bldg 85-3, New Cumberland, Pa 17070-5008 and should accompany the completed “Request for Coal Testing” form. Checks must have the entire name and address of the coal company annotated on it.
USAPL will provide:
(1) The “Request for Coal Testing” form. This form is to be completed and returned to the USAPL at the above address and must be attached to both the sample and check.
(2) A hard copy of the analytical results to the bidder with copy furnished to DLA Energy.
Results are electronically transmitted to DLA Energy at the close of business each day. Results to bidders can be faxed upon request.
Analysis for Mine Qualification includes:
(1) Air Dry Loss
(2) Total Moisture, As Received
(3) Volatile Matter, As Received, Dry
(4) Ash, As Received, Dry
(5) Fixed Carbon, As Received, Dry
(6) Sulfur, As Received, Dry
(7) BTU, As Received, Dry
(8) Ash Fusion Temperatures
(9) Free Swelling Index
(10) Hardgrove Grindability Index

PLEASE NOTE:
COAL SAMPLES RECEIVED AT THE USAPL FACILITY WILL NOT BE
ANALYZED WITHOUT THE COMPLETED REQUEST FOR TESTING FORM AND
THE PAYMENT TO COVER ANALYSIS.
SAMPLE SUBMISSION REQUIREMENTS
(1) Samples submitted must be prepared to No. 4 or No. 8 mesh in size. USAPL is not equipped to stage-crush stoker size coal.
(2) Sample amount should be 2-3 lbs (900-1400 grams).
(3) “Request for Coal Testing” form shall be sent with both the sample and the check.
(4) Coal samples submitted must reach USAPL prior to close of solicitation date. Analysis turn-around is normally 10 working days after receipt of the sample. Bidders should allow for this 2 week period before inquiring on results of analysis.
