REQUEST FOR INFORMATION – FUEL OPERATIONS SUPPORT on the Island of Guam
DLA Energy is seeking information on industry capabilities/interest/potential sources for the Receipt, Storage, additive injection, and Issue military specification grade Aviation Turbine Fuel Grade JP-8/JA-
1. Within the following geographic area: On the Island of Guam. This announcement constitutes a Request for Information (RFI) only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this RFI.
CONCEPT OF OPERATIONS
Fuel operations would primarily consist of Receipt, Storage, and Issue of U.S. Government-owned JP- 8/JA-1 at a single location.
AREA OF CONSIDERATION: On the Island of Guam.
CAPABILITIES SOUGHT:
a. 2,000,000 Aviation Turbine Fuel Grade JP8/JA-1
b. minimum amount product, 2,000,000 barrels
c. Ability to order, receive and store Fuel System Icing Inhibitor (FSII) in quantity to inject 1,000,000 bbls per year.
d. All product must be held at a single location
e. Over-the-Pier Transfers
f. Ability to connect to U.S. Government cross island pipeline
g. Receive tankers between 620 and 800 feet
h. Vessels can be U.S./Non U.S. flagged
i. Berthing and mooring facility shall be capable of handling a minimum 46,000 dead weight ton (DWT) vessels with an overall length of 800 feet, with a minimum draft of 45 foot draft at mean low water from the berthing and mooring facility to the open ocean.
The offeror shall provide a detailed description of any port restriction/requirement.
j. Facilities shall be capable of receiving U.S. Government Owned product via ocean going tanker or U.S. Navy Vessels on a 24 hours per day, seven day per week basis.
k. Pumping rates minimum 8,000 barrels per hour for both receiving and shipping compatible with the mode of transportation tendered
