DISCUSSION:
What are the Quality Assurance Requirements and where to find them:
Who is DLA Energy Quality Assurance Representative (QAR) and what they do;
What is a Pre-Award Survey;
What happens when a contract is awarded.
What we are going to discuss: Give a little snapshot of each point.
QA requirements are identified in the solicitation showing specific specifications and inspection requirements that are expected to be fully adhered too under the DLA Energy contract.
DLA Energy QAR is going to be the POC if awarded a contract and are the eyes and ears for the DLA Energy Contracting folks. They assure that the contract requirements are being adhered too.
A PAS is an inspection of your facility, your equipment and your records to assure that you meet or can meet the requirements stated in the solicitation.
When a contract is awarded, the QAR will come to your site and perform Post Award meeting and go over all the requirements to assure you understand what is expected. If there were issues found during the PAS, the QAR will address those as well to verify the problems have been corrected.
Quality Specification/ Inspection Requirements
QUALITY ASSURANCE PROVISIONS OVERVIEW:
C2, Specifications (Into-Plane);
C16-.08-3, Turbine Fuel, Aviation (Jet A) and C16.08-2, Turbine Fuel, Aviation (JET A1);
C16.64-4, Turbine Fuel, Aviation (JP8) (Into-Plane);
E17 Contractor Inspection Responsibilities.
Discuss where the quality requirements are found: The parts of the solicitation that covers Quality Assurance is Section C: DESCRIPTION/SPECIFICATION/INSPECTIONS and Section E: INSPECTION AND ACCEPTANCE.
C2, the MAIN into-plane requirements quality assurance provision.
C16.08-3 (Jet A), C16.08-2 (Jet A1) and C16.64-4 (JP8) as applicable, are the product requirements. These quality assurance provisions will indicate the military standard and the EXCEPTIONS to those standards;
E17, states the contractor inspection responsibilities and the assignment of acceptance responsibility.
Quality Specification/ Inspection Requirements C2 Specifications (Into-Plane):
Calls out MIL-STD-1548H, Into-Plane Servicing of Fuels at Commercial Airports;
Identifies specific ATA 103 (US “CONUS”) exceptions;
For Into-truck, into-bladder or into-tank requirements, will also include JIG 2 & JIG 3 requirements (Overseas “OCONUS”) NOTE: EI/JIG 1530 replaces JIG 3;
When applicable: Requirements for Fuel System Icing Inhibitor (FSII) and Static Dissipater Additive;
Requirement for Certificate of Quality.
Go briefly over C2 requirements.
MIL-STD-1548, Into-Plane Servicing of Fuels at Commercial Airports (latest revision, which is “H”) is incorporated into the contract.
C2 shows EXCEPTIONS to ATA 103, which is called out in MIL-STD-1548. Exceptions include:

Allowing to use NIST Handbook 44 calibration requirements in lieu of ATA 103 stated calibration requirements;
Adding specifically stated JIG 2 & 3 requirements for OCONUS contracts that have into-truck, into-bladder or into-tank contract line items. NOTE: EI/JIG 1530 is replacing JIG 3.
C2 also states that if contract includes product with FSII, that the FSII must be analyzed every 30 days on storage tank or aircraft servicing unit samples.
If fuel is received without FSII, the FSII injectors shall be calibrated every 30 days in accordance with the manufacturer’s instructions to meet the FSII content requirements;
If fuel is received with FSII, % by volume shall be tested in accordance with ASTM D5006 with appropriate equipment (B2 tester and refractometer);
FSII content shall be 0.04 to 0.15 percent by volume;
If SDA is required by contract, C2 states that the conductivity level shall be between 50 and 700 picosiemens per meter and shall be tested every 7 days.
C2 states that all Fixed Base Operators suppliers shall make available to the government (upon request) a certificate of quality representing the most recent fuel deliver into the FBO supplier’s fuel system.

Type I follows the US commercial standard ATA 103. MIL-STD-1548 requires Type I to follow the commercial safety standard of NFPA 407.
Type II follows the overseas standard JIG 1.
Section 4 in -1548 addresses the General Requirements for CONUS (Type I) and OCONUS (Type II), which states which commercial standards they are to follow(Type I, ATA 103 and Type II JIG 1).
