SPE600-15-R-0807: REQUEST FOR INFORMATION:
JA5, THERMAL PRODUCTION AND DISTRIBUTION SYSTEMS
General Questions:
1) Did the combination of requirements (e.g., power generation, boiler operations, steam distribution, chilled water) identified in Section JA5, Thermal Production and Distribution Systems, impact the proposal submittal decision for this solicitation?
2) Was enough time and information provided to adequately respond to Section JA5, Thermal Production and Distribution Systems, taking into account the changes issued via Amendment 0004, dated December 15, 2015?
3) In an effort to potentially re-solicit the Thermal Production and Distribution Systems, described in Attachment JA5, the government seeks to understand the issues and perceived risks that prevented industry from submitting proposals for this requirement. Please provide any suggestions and recommendations on how to re-frame the requirements within Attachment JA5 to promote participation.
Initial System Deficiency Corrections (ISDC) Questions:
4) ISDC# 5, New Cadet Barracks (NCB): The NCB is currently under construction at West Point. To support this project, a chiller has been installed in the central plant and distribution system components are being installed during the construction phase. ISDC #5 called for five 700-ton chillers to be installed within the first five years of the contract, as needed, to support the Cadet Barracks Upgrade Program.
A) Does this ISDC lack sufficient description or time frames such that a proposal could not be submitted?
B) Are there any suggested improvements to this ISDC?
5) ISDC # 5, NCB, The Government is strongly considering removing this requirement from the solicitation. The installation is pursuing construction of needed capacity and it is expected that a complete system would be operational prior to transfer of the system: If the Government completes the system installation and removed this ISDC, please describe if it would generate additional interest in submitting a proposal or why it would lessen potential interest.
6) ISDC # 8, Distributed Generation: The Government incorporated this ISDC into the solicitation under Amendment 0004 dated December 15, 2015.
A) Did the Government allow industry enough time to determine the operations and maintenance and repair and replacement costs?
B) If not, please indicate an appropriate time period to address significant ISDC changes/additions of a similar type.
7) ISDC # 8, Distributed Generation: The Government is strongly considering removing this requirement from the solicitation. If the Government removed this ISDC and the associated system descriptions from the solicitation, please describe why it would generate additional interest in submitting a proposal or why it would lessen potential interest.
8) ISDC # 9, Central Heat System – Buffalo Soldiers Field Area: This ISDC consists of installing a district hot water heating system to replace a portion of the existing steam distribution system.
A) To what degree, if any, did the pre-design work limit the attractiveness of providing a proposal?
B) Are there any suggested improvements to this ISDC?
9) ISDC # 9, Central Heat System, The Government is strongly considering removing this requirement from the solicitation. The installation is pursuing construction of needed capacity and it is expected that a complete system would be operational prior to transfer of the system: If the Government completes the system installation and removed this ISDC, please describe if it would generate additional interest in submitting a proposal or why it would lessen potential interest.
Point of Demarcation (POD) Questions:
10) Reference Table 1, page JA5-11: PODs include a shared wall between the “North Power Plant” and the “Laundry Plant”.
A) Did this sharing of a building impact the decision of whether to not to submit a proposal?
B) Is there a preferred POD, or alternate language within the description, that would minimize perceived disadvantages to this demarcation scenario?
11) Reference Table 1, page JA5-11: PODs for piping systems were selected such that skillsets between DPW personnel and the System Owner staff would be leveraged to better provide service to the end user. Are there any suggested improvements to these PODs?
