#4. Would DLA Energy consider implementing a pricing phase that would have a due date later than that of the non-pricing information that offerors are required to submit? This would take away the requirement that offerors must hold their price for 120 days, thereby reducing our risk exposure and price. DLA Energy implemented this in the past solicitation and this seemed to work very well. To hold a price for 120 days is substantially more than industry standard and puts a substantial amount of risk on ALL offerors. Forward price swings in the Natural Gas market can be very large over a 120 day period. If DLA Energy would not consider implementing a pricing phase, would DLA Energy instead consider reducing the period in which an offeror agrees to hold their price from 120 days to a substantially less amount of time or does DLA Energy anticipate asking for at price “Refresh”?

DLA Energy cannot waive the holding period at this time due to internal considerations. However we will be utilizing the Reverse Auction platform and will be asking for a price “Refresh” when Reverse Auctions are conducted prior to award.

#5. For Line Item 0013 (USMA West Point) - Would DLA consider changing the SIP from Leidy Hub to either Henry Hub or Iroquois Zone 2?

Yes. DLA Energy will be issuing an amendment solicitation SPE600-15-R-0403 to change the SIP from Leidy Hub to Henry Hub.

#6. The schedule pages include an ordering officer, Invoice certification, and payment office contact, however when the invoices are submitted, who will be the invoice recipient?

Per PART I – THE SCHEDULE, SECTION C – DESCRIPTION/SPECIFICATIONS, (m) INVOICING AND PAYMENT, (1) Payment shall be in accordance with the Prompt Payment Act. The invoice remittance address is found in the customer specific Schedule. For those customers where DLA Energy is not the invoice receiving and certifying office, a copy of the invoice shall be sent, at the same time as the original is sent, to the Contract Specialist assigned to the administration of the contract. Invoices shall be sent to the Invoice Certifying Office as indicated in the Schedule. This office is responsible for reviewing and certifying the Contractor’s invoice for payment. Invoices will be submitted via electronic or non-electronic means as required by the applicable Invoice Certifying Office.

#7. When requested, is consolidated billing essential? Can these facilities support dual billing?

If requested by the customer/installation, consolidated billing IS essential and necessary. Otherwise, dual billing is acceptable if the customer has not specifically requested consolidated billing.

#8. Can you please confirm if solicitation accounts 0010 are capacity assigned? If you do not know, can you provide the account numbers so that we can determine if they are capacity assigned?

DOE West Valley has no assigned capacity.

#9. What day is the DLA accepting pricing and will it be through an online auction as stated in the RFP?

The offeror must submit pricing with the initial offeror package. We will be utilizing the Reverse Auction platform and will be asking for a price “Refresh” when Reverse Auctions are conducted after negotiations have concluded.

#10. Regarding solicitation 0008, is the Dover AFB a direct connect to the ESNG, or is it served by Chesapeake Utilities?

ESNG is an interstate NG pipeline subsidiary of Chesapeake Corporation. Natural gas is transported via Eastern Shore's pipeline network. Dover AFB delivery point is Chesapeake Utilities citygate. Dover AFB does not have a direct connection to ESNG.
