Request for Information – Group 2

1. Over what period of time will the Contractor be evaluated? On an annual basis? If so, will there be an annual true up for the contract and what are the mechanisms for that true up?

Response: The Contractor’s performance with regard to delivering 100% of the Navy’s requirement will be evaluated on an annual basis. There will be an annual true up in accordance with Section H.2 to ensure the renewable power has been generated and delivered to the Department of Navy Installations.

2. Per CLIN 0001, Production sufficient to meet all of the U.S. Navy’s energy requirements for NAS Corpus Christi, NAS Kingsville, and NAS JRB Fort Worth.

Renewable energy is not a consistent resource and a given plant size over any given period can over produce or under produce the estimated production output within a certain margin of error. What are the penalties or requirements for underproduction?

Response: In the event the Contractor does not produce, on an annual basis, 100% of the Department of Navy’s load consumption the Contractor will be in default. Any energy in excess of the Navy’s requirements can be sold into the marketplace.

3. Per Section B.1 DLA Energy B1.08 Supplies to be Furnished, The Government reserves the right to pursue and implement energy conservation measures which has the potential to reduce electricity consumption at the three Naval Air Stations in this solicitation by 10% by 2020. These reductions do not reflect the removal of building or facilities from the Installation load, but instead would result from successful energy efficiency and energy use programs. Is there a minimum purchase guarantee?

Response: As a requirements type contract, consumption will be for 100% of the Department of Navy Installations considered under any award.

4. Attachment 2 (Pricing Worksheet) includes the Navy’s estimated kWh’s per year for each year of the 10 year contract. The solicitation also notes in B.1 (a) that “The government reserves the right to pursue and implement energy conservation measures which has the potential to reduce electricity consumption at the three Naval Air Stations in this solicitation by 10% by 2020.” Could the Government please clarify whether 90% of the “Estimated kWh’s per year” listed in Attachment 2 represents a minimum purchase guarantee? How are contractors compensated if demand falls below this level?

Response: The estimated quantities factor in potential energy efficiency reduction. As a requirements type contract, the Contractor shall meet 100% of the Navy’s consumption.

Please refer to Section I802, Requirements.

5. Will the Government consider proposals that deliver energy to meet the full load of the Navy installations, with RECs to provide a majority (but less than 100%) renewable energy?

Response: No. The Contractor shall provide renewable electricity generated from a new renewable energy facility(s) or additional capacity added to an existing facility(s) that produces and delivers 100% of the total annual energy requirements. The Government is not interested in a REC contract from resources that do not meet the definition of new as stated in the solicitation.

6. CLIN 001 is readily defined as the price for “energy only”. In that the REP could change during the course of the contract and further that it has been routine for DLA to compete the REMs every two years or so it would appear obvious that the costs of the REP are included in one of the categorizations of costs in CLIN 002 such as Administrative Charges. Is this correct?

Response: For CLIN 0001, a Contractor shall include all vendor costs, which will encompass the costs of the REP. CLIN 0001 shall exclude those costs defined in CLIN 0002, Other Market Charges. As a single award will be made a REP will be required to be a part of the Contractor’s proposal, either as a prime or as a part of a teaming arrangement.

The Contract will be for a term of 10 years.
