The purpose of this Amendment (0002) is to provide responses to RFI questions.
-Please see below for responses to questions:
1.PWS 2.0. Does the estimated 110 hours for completion include the Cyber deliverables and hardware PMIs?
Response: Yes, the estimated hours include the deliverables and hardware PMIs.
2.PWS 3.0. Are all these buildings located in Kleber Kaserne (Buildings 3209, 3227, 3228, 3229, 3230 and the Kaiserslautern Area Disposition Building (2400)?
Response: Yes, 3209,3227-3230 are on Kleber Kaserne, Bldg 2400 is on Kaiserslautern Area Disposition (KAD), 1 mile north of Kleber.
3.PWS 5.0. Can the Government provide a copy of the equipment list for each of the buildings, including panels/ controllers, expansion boards, alarms, PIRs, etc.?
Response: Yes.
4.PWS 5.0. Is the system using Identiv Hirsch Velocity? If so, is the firmware updated to the latest version?
Response: Yes.
5.PWS 6.0. Please clarify the required number of CSMS visits. We recommend the following:
- 4 On-site Visits per Year (Quarterly). These visits will cover CSMS (IA) activities as outlined in the “Functional Scope of Work for Cybersecurity Maintenance and Sustainment (CSMS)” section and its related deliverables documents.
- 2 (semi annual) Velocity Software Upgrades only
Response: Yes, this acceptable.
6. PWS 6.0 and PWS 6.4. The scope requires The contractor to "support DLA Installation Management in coordination with Rheinland Pfalz Army Garrison to obtaining Security Certification andAccreditation by documenting and addressing any questions and/or configurations as required to obtain certification and supporting the upload to eMASS of the security package". -- Please clarify the current status of this and if a one-time, full accreditation package per site is required for this effort
Response: This is anticipated as a one time. Any significant changes in Garrison policy will need to be addressed on a case by case basis.
7.PWS 6.0. Would the contractor be responsible for submitting deliverables to eMASS? If so, would DLA facilitate and assist in providing access to this system?
Response: The DLA Project Managers are responsible for updating/monitoring eMASS. Contractor will be responsible for providing responses/test results for applicable RMF Controls/CCIs.
8.PWS 6.0. Was the system hardened during installation, STIGged, and properly baselined in accordance with RMF standards?
Response: Unknown. System is in same configuration as installed.
9.PWS 6.0. Will the contractor receive a copy of the Updated Network Topology Diagram, Data Flow Diagram, and Hardware and Software Lists?
Response: Current Configuration as installed OEM.
10.PWS 6.2. Procedures for responding to corrective maintenance service requests” — Will this work be executed under service orders?
Response: Service order requirements for emergency will be executed outside this contract through the COR.
11.PWS 6.5. If a service order is required, what is the process? For example: Customer contacts contractors, contractor submits Service Order for approval from the onsite representative, then obtain notice to proceed from the
COR/KO?
Response: Service order is not required to execute contract responsibilities.
12.PWS 6.5. Will there be an established NTE Funded CLIN for Corrective Maintenance and procurement of defective parts to expedite these call-outs?
Response: No. CLIN structure is outlined in the Solicitation.
13.PWS 6.5. Services required outside of normal hours shall be requested via phone notification, with a response time of no more than three (3) hours.” -- Would there be a pre-authorized amount for the initial investigation of a corrective maintenance service order? If not, Will an emergency call-out require pre-approval for funds?

Response: Vendors proposal should reflect all cost associated in support of PWS. The resultant contract will be Firm Fixed Price Contract. No separate orders will be issued.
14.PWS 6.5. Per PWS 6.5, all service orders outside normal hours have a 3-hour response time. Does this apply to both emergency and routine service requests?
Response: Emergency response only
15.PWS 6.5. Would the Government consider the following for response times:
Routine: Telephone response within 1 business hour. If not resolved via phone, respond physically within 2 business hours. Fix in 3 business days
Emergency: Telephone response within 1 hour. If not resolved via phone, respond physically within 2 hours. Fix or mitigate in 1 calendar day
Response: This acceptable.
16.PWS 6.7. Will contractor have the authority, once authorized by COR, to procure and install standard ESS equipment such as Hirsch and other electronic components under a service order?
Response: Yes, once authorized by the COR, vendor will be authorized to procure and install.
17.PWS 6.8. Will the site take possession of all replaced or defective items, or is it the contractor’s responsibility to develop a disposition plan?
Response: Site will take possession, unless a core charge is appliedto replacement items.
18.PWS 7.4. Contractor shall respond and commence performance within 48 hours after receipt of the service request.
Please clarify if this applicable to the overall contract or a specific service request already in place?
Response: Applicable to the overall contract.
19.PWS 9.4. Would the site facilitate the application for installation access and the approval of AEA Form 190-16A?
Response: We can help facilitate the application.
20.Instructions to Offerors, Price. Offers are required to submit proposal in accordance with CLIN structure. Please confirm there is only CLIN001 and if not, please provide the revised structure.
Response: Confirmed.
21.Instructions to Offerors. Would the Government consider a two week extension to allow for Q&A and sufficient response time?
Response: Proposal due date extended to Dec 3, 2024 via Amendment 1.
All other terms and conditions remain unchanged, and in full force and effect.
