December 21, 2015 SPE4AX-16-R-0004 Unrestricted Bearings Solicitation Questions
1. Is there a specific template offerors should follow when creating their small business subcontracting plan? A potential offeror has an approved small business subcontracting plan for a General Services Administration (GSA) contract. Can the GSA template be utilized for this acquisition to develop an offeror’s small business subcontracting plan?
Defense Logistics Agency (DLA) Response: DLA does not have a standard template that can be provided to offerors. Please see sections C.5.1 (page 6), C.6.1 (page 12) and L.2.2.3 (page 43) of the solicitation regarding information on Small Business Subcontracting. Large businesses must submit small business contracting plans (Sub K Plans) in accordance with Federal Acquisition Regulations (FAR) 52.219-9, Defense Federal Acquisition Regulations Supplement (DFARS) 252.219-7003 or 252.219-7004. The Small Business Subcontracting Plan is not a requirement for evaluation in source selection, but rather a requirement for award to a large business and will be incorporated into any resultant contract. The Small Business Subcontracting Plan will be assessed in accordance with FAR Part 19.704 and DFARS 219.705-4(d), and must be deemed acceptable prior to award. Subcontracting plans need to be submitted with the original offer. Upon approval of the plan, the Contractor(s) will be required to report via the electronic Subcontracting Reporting System (eSRS), its compliance to the approved plan as stated in FAR 19.704, DFARS 252.219-7003 and 252.219-7004. An eSRS registration guide can be provided upon request to the awardees.
The previous GSA template can be utilized as long as it addresses all of the items as stated in FAR 52.219-9, DFARS 252.219-7003 or 252.219-7004.
2. For the past performance section, are offerors able to send the forms to the Defense Contract Management Agency (DCMA) and / or DLA employees? To confirm, a total of two to four forms are required to be submitted on the offeror’s behalf?
DLA Response: Offerors are required to submit past performance information. Attachments 7 - 11 are provided to assist offerors in submitting this information. Attachment 7 is required to be submitted. Attachment 8 is optional. Attachment 9 is required to be submitted. Attachment 10 is required where applicable. Attachment 11 is required to be submitted. All forms are to be supplied to DLA not DCMA.
3. The possibility exists that offerors will be obtaining products from numerous manufacturers. If this should be the case, are offerors required to have teaming agreements with each manufacturer or are teaming agreements only required from subcontracting partners? Some offerors may already have distributor agreements in place with manufacturers with Authorized Distributor Letters on file. Would Authorized Distributor Letters be acceptable in place of teaming agreements?
DLA Response: Teaming agreements are not a requirement of the solicitation. However, sufficient evidence that an offeror can fulfill the requirements of the solicitation is required. Offerors should thoroughly review the Statements of Work (SOW) as well as Sections L and M provided in the solicitation.
4. As a distributor, are offerors required to complete the Quality Matrix spreadsheet or can a Certificate of Conformance (CoC) supplied?
DLA Response: The Quality Matrix is provided to potential offerors for informational purposes. It is not necessary for offerors to complete this form. If a CoC exists, it would be beneficial for an offeror to submit it for consideration.
5. Do minimum release quantities exist for the DLA Direct (DD) section?
DLA Response: There are no minimum release quantities for either the Customer Direct (CD) or DD section of the solicitation. An offeror may indicate a minimum order quantity as a condition of their offer if they so choose.
6. Are DD offers to be based on applicable lead-times or the schedule detailed in the CD section of the solicitation?
DLA Response: DD line items are anticipated to be offered on a lead-time away basis.
7. Do all of the bearings have to be domestic?
DLA Response: DFARS 252.225-7001 BUY AMERICAN ACT AND BALANCE OF PAYMENTS PROGRAM (NOV 2014) is applicable to this procurement.
