28 Items - Airframe Structural Components
The purpose of this solicitation is to provide Defense Logistics Agency (DLA) Direct (DD) support for the national stock numbers (NSN) listed in Attachment 1 (Price and Delivery Worksheet). The items are from the federal supply class (FSC) 1560, North American Industry Classification System (NAICS) codes 336413 (small business (SB) size standard = 1,000 employees) and 336411 (SB size standard = 1,500 employees).
This acquisition is a Service Disabled Veteran-Owned Small Business (SDVOSB) set-aside and only offers from SDVOSBs will be considered.
The Government anticipates multiple awards under this solicitation.
The resultant contract(s) will have a three-year base period with one two-year option period.
I. CONTRACT PERFORMANCE REQUIREMENTS:
A. Contract Type:
The contract(s) awarded will be indefinite delivery indefinite quantity (IDIQ) type contract(s).
In accordance with Federal Acquisition Regulations (FAR) clause 52.216-22, Indefinite Quantity, the guaranteed minimum contract value is defined as 10% of the estimated value of the base period. The minimum contract value does not guarantee delivery orders (DO) for any particular item or group of items. The Government does not guarantee a minimum contract value for any subsequent option period.
The Government will compute a different guaranteed minimum and maximum contract value for each contract awarded under this solicitation.
The guaranteed minimum contract values will be determined in accordance with the following formula: Ten percent of the estimated annual quantity (EAQ) for the items on contract (base period only), computed as follows:
0.1 x ([NSN1 price x EAQ] + [NSN2 price x EAQ] + [NSN3 etc.])
The maximum contract values will be determined in accordance with the following formula: 125% of the aggregated extended dollar value of the EAQ for the items on contract. This calculation will apply to the base period as well as each option period, computed as follows:
1.25 x ([NSN1 price x EAQ] + [NSN2 price x EAQ] + [NSN3 etc.])
B. DO Transmission:
DOs will be issued via electronic ordering. See DLA Directives (DLAD) clause 52.204-9001, Electronic Order Transmission.
C. Technical Requirements for Items Delivered:
Items shall be manufactured in accordance with Government technical data packages, drawings and specifications. The contractor may obtain technical data using a combination of the following websites:
Technical data packages (drawings) can be accessed from the following websites:
Direct login to cFolders (https://pcf1.bsm.dla.mil/cfolders/), access through the request for proposal (RFP) in the DLA Internet Bid Board System (DIBBS), or the DIBBS home page (https://www.dibbs.bsm.dla.mil/dodwarning.aspx?goto=/default.aspx)

Military specifications (MIL-SPEC) and federal specifications (FED-SPEC) can be downloaded from the following websites: ASSIST (http://assist.daps.mil); Quick Search (http://assist.daps.dla.mil/quicksearch); and / or ASSISTdocs.com (http://assistdocs.com)
The contractor is responsible for notifying the Government immediately if the drawings or technical data is different from the information cited in the procurement item description (PID).
D. Quality Requirements:
A quality matrix is included at Attachment 2. The quality matrix provides information to supplement the requirements stated in the PID, and in the event that a conflict exists between these documents, the PID data shall be the prevailing requirement.
E. Packaging Requirements:
Attachment 3 includes PID data. Refer to individual PIDs for specific packaging requirements.
F. Inspection Requirements:
The PID data in Attachment 3 contains the inspection requirements for each individual item. Inspection and acceptance (I / A) is at origin for all line items.
G. Delivery:
All DOs will be for DD (stock replenishment) support. The contractor shall ship ordered items on or before the contract delivery date (CDD) which will also be specified in each individual DO. Delivery shall be freight on board (FOB) origin for all line items.
II. SUBMISSION OF OFFERS:
A. Submission Methods:
Proposals submitted by mail must be submitted to the location specified in Block 8 of Standard Form (SF) 33.
Electronic proposals are acceptable under the electronic commerce method, but must be submitted to the Contracting Officer via e-mail at melissa.small@dla.mil. Please indicate the solicitation number, SPE4AX-15-R-0005, in the e-mail subject line. Facsimile method for submission of proposals is not authorized and will not be accepted.
B. Pricing:
For each item offered, the contractor is to provide pricing for the base period and option period. Attachment 1 identifies the items and EAQs for the base period and option period. The contractor is required to utilize the electronic (Excel Spreadsheet) version of Attachment 1, for use in the electronic submittal of pricing and for Government ease in the evaluation process.
It is important to note that offers will be evaluated based on EAQ. The quantity estimates provided are based on the best projections available at the time of this solicitation and are subject to change. Proposals will be considered valid for 120 days unless otherwise indicated by the offeror.
C. Delivery
Attachment 1 provides the recommended delivery, represented in days, for each item. Offerors may propose delivery times that differ from the recommended delivery. However, the Contracting Officer may reject as unacceptable, without engaging in discussions, any offer whose proposed delivery time differs from the
PAGE 3 OF 35 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:
recommended delivery time.
III. EVALUATION OF OFFERS:
Offers will be evaluated on a line-by-line basis, with each item awarded to the offeror who represents the best value. The Government will base the determination of best value on a comparative assessment of the offerors' prices and past performance. Contractors may quote on as many items as they have the capability to perform. No preference will be given to the number of items a contractor quotes. As indicated in the “Evaluation and Award” terms and conditions provided below, the award(s) will be made to the offeror(s) whose proposal conforms to the terms and conditions of the solicitation and represents the best value to the Government.
A. Price Evaluation:
Each individual item will be evaluated by multiplying the contractor proposed unit price by the EAQ to arrive at the total estimated price for each item for each year. The total evaluated price for each item will be the sum of the total evaluated price for base period and option periods, plus any additional proposed costs to include applicable non-recurring costs.
B. Past Performance Evaluation:
Past Performance will be evaluated in accordance with DLAD Clause 52.215-9003, Use of Past Performance Information Retrieval System – Statistical Reporting (PPIRS – SR) Information in Past Performance Evaluation, and the “Evaluation and Award” terms and conditions provided below.
EVALUATION AND AWARD
(a) AWARD. The Government intends to evaluate proposals and, if necessary, conduct discussions with all responsible offerors within the competitive range. The award(s) will be made to the offeror(s) whose proposal conforms to the terms and conditions of the solicitation and represents the best value to the Government.
Therefore, award(s) may be made to other than the lowest priced offeror.
(b) RELATIVE IMPORTANCE AND TRADE-OFFS. The Government will base the determination of best value on a comparative assessment of the offerors' prices and past performance. The determination of best value also considers the relative importance of the evaluation factors. All evaluation factors, when combined, are:
[ ] significantly more important than cost or price. As other evaluation factors become more equal, the evaluated cost or price becomes more important.
[X] approximately equal to cost or price; or
[ ] significantly less important than cost or price. As the evaluated cost / price becomes more equal, relative importance of all other evaluation factors becomes more significant.
(c) COST OR PRICE. The Government will evaluate the offered cost or price. The Government will add any other cost or price evaluation factors identified elsewhere in this solicitation (e.g. Buy American Act or FOB origin transportation costs) to arrive at the offeror's evaluated cost or price. The evaluated cost or price will be used in conjunction with past performance to determine the best value to the Government.
(d) PAST PERFORMANCE. Past performance includes, but is not limited to, the offeror's record of conforming to contract requirements and standards of good workmanship; adherence to contract schedules, including the administrative aspects of performance; the offeror's reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the offeror's business-like concern for the customer's interest.
PAGE 4 OF 35 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:
(i) The Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR) will be used to evaluate quality and past performance on DLA awards (see DLAD 52.215-9003).
(ii) In addition, offerors may submit with their offer information on past and current Federal (to include DLA Aviation), state and local government and private sector contracts performed by the offeror at the proposed performance location within the last three years that are similar in nature to this acquisition.
Offerors electing to submit this data must furnish at least the following information: name and address of the contracting entity; the contract number; award and completion dates; the dollar value; the contract type;
the items or services provided; two references, with title and phone number; and any problems encountered and the corrective action taken by the offeror. Attachment 4, Present / Past Performance Questionnaire, is provided for submission of this data.
(iii) By submitting past performance information, the offeror agrees to permit the Government's representatives to contact the listed references and inquire of the offeror's performance. If more than three contracts are identified, the Government reserves the right to randomly select and limit its review to three contracts. In addition to the information provided, the Government may consider information obtained from other sources when evaluating the offeror's past performance. Offerors will be given the opportunity to discuss negative past performance information obtained from references if the offeror has not had a previous opportunity to comment on that information.
(iv) Offerors with no past performance history (whether internal or external to the Federal government) will not be evaluated favorably nor unfavorably.
(e) PAST PERFORMANCE EVALUATION FACTORS. The Government will use the past performance evaluation factors marked below in addition to cost or price. Within the past performance sub factors, ABVS scores / PPIRS assessments (as applicable) will be weighed most heavily. Historical quality history and delivery schedule compliance (not captured in ABVS / PPIRS) will be weighed more heavily than the remaining past performance sub factors.
