About this file
This is a Request for Quotations (RFQ) issued by DLA Troop Support Subsistence for foodservice equipment and installation services to be delivered to MCAS Iwakuni, Japan.
The solicitation (SPE3SE-26-Q-0501) was issued October 9, 2026, with quotations due November 6, 2026. It contains two line items: CLIN 1 for equipment and freight with a 120-day delivery requirement, and CLIN 2 for installation only with a 180-day delivery requirement. The procurement specifies that vendors must quote exact items with no alternates permitted and that a site visit is required to assess existing space, utilities, and habitability before submitting findings, drawings, and measurements. Installation must be completed by the delivery date specified in the award document, with failure to do so potentially resulting in monetary consideration or contract termination. Delivery is FOB Origin, with DLA TransCom coordinating pickup and shipment via DLA Ocean Containers. Quotations must remain valid for 90 days from the closing date. The RFQ does not constitute a small business set-aside. Evaluation will use trade-off source selection procedures considering past performance (delivery history, quality history evaluated equally), and price. All required submissions must be received before the closing deadline, and vendors should submit quotes in DIBBS with itemized pricing. The Point of Contact is Gunnery Sergeant Diego Vargas (Diego.Vargas@usmc.mil, 315-253-3312) at MCAS Iwakuni, Building 1710, with delivery to M02209 Distribution Management Office. The solicitation incorporates extensive FAR and DFARS clauses including Buy American requirements, payment via WAWF system, and various compliance and representation requirements.

The Government will award a contract(s) resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, technical factors and price considered. The following shall be used to evaluate offers:
A.Past Performance
The Government will assess the offeror’s performance record regarding timely delivery, product quality history of the offered or similar items, and customer service, and based on that evaluation, will assign each offeror a rating that will reflect the Government’s degree of confidence that the offeror will perform satisfactorily. The assessment will be based on the information provided by the offeror in its quotation. Government in house records including SPRS Information if available, and information obtained from other sources. Past Performance sub-factors Delivery, History, and Quality will be evaluated equally.
1.Delivery History

government and commercial contracts, and the contractor’s reliability in providing delivery of product that conforms to the solicitation. The government will consider all relevant facts and circumstances, and therefore, encourages offeror to divulge and explain in their proposal any unfavorable delivery instances that occurred for the past two years.
2.Quality History
The government will evaluate the offeror’s record of past performance as reflected in its performance of previous government and commercial contracts, and the contractor’s reliability in providing product that conforms to the solicitation requirements. Based on that evaluation, each offeror will be assigned a rating that will reflect the government’s degree of confidence that the offeror has the ability to meet the specification requirements. This assessment will be based on information provided by the offeror in its proposal, information contained in records maintained by the government and possibly by investigation of the contractor’s record of performing commercial contracts. Failure to offer pricing on all requirements will be deemed unacceptable, which could result in rejection of the entire quote. Offered unit prices for all line items will be evaluated individually to determine whether each price is fair and reasonable using analytical techniques deemed appropriate by the Contracting Officer.
All required submissions must be received from offerors before the time set for closing. Failure to furnish this information by the time specified may be cause for rejection if not otherwise acceptable under FAR provisions for considering late offers. The Government reserves the right to award to other than the lowest priced offeror.
Subsequent to the date specified in the solicitation for receipt of quotes, all timely quotes will undergo an evaluation. Past Performance, and Price will be evaluated separately and then an integrated assessment of the offeror will be made by the contracting officer. If award is not made on the basis of initial quotes, written and/or oral discussions will be conducted with all offerors in the competitive range.
Final Revision Quotations and offers resulting from discussions will undergo further similar evaluations. Subjective judgment on the part of the Government evaluators is implicit in the entire process. The Government reserves the right to select a successful offeror at other than the lowest price submitted and in accordance with the evaluation factors set forth.
The responsible offeror whose quotation is most advantageous to the Government, as determined by the evaluation of quotes according to the evaluation factors established above will be selected for award.
