About this file
This is a Justification and Approval (J&A) document for a brand name only acquisition issued by the Defense Logistics Agency (DLA) Troop Support, Subsistence Supply Chain. The contracting officer, Timothy Coyle, dated this J&A on July 16, 2026, and certified it as accurate and complete. The document authorizes DLA to solicit for specified brand name equipment using a Request for Quotations (RFQ) under the statutory authority of 41 U.S.C. 1901(e)(2), as implemented by Class Deviation 2026-O0028 and FAR Overhaul regulations, based on the determination that only one responsible source can satisfy agency requirements.
The acquisition includes 20 specific items of commercial food service and kitchen equipment required as brand name only, including kettles, ovens, refrigeration units, fryers, grills, and related equipment from manufacturers such as Vulcan, Groen, Hobart, Alto-Shaam, Manitowoc, True Mfg, Traulsen, Randell, Structural Concepts, and Henny Penny. The awarded contractor must meet installation requirements including installation of new items and removal and disposal of replaced items. The solicitation will be made available for public inspection per FAR requirements, and a sources sought notice was issued and closed on June 10, 2026. The contracting officer determined that the anticipated cost is fair and reasonable based on market pricing analysis. In an effort to overcome competition barriers, the solicitation will allow submission by any company capable of providing the specified brand name items.
