SPE303-20-Q-0053 Amendment 0001 Questions & Responses
DLA responses are in red text
1. In order to send you a quotation we need a forecast of volumes for the business period of three years.
We do not have a forecast of volume for this requirement. Per Section III “Authority to Order,” paragraph B “Extent of Obligation” (page 4 of the SF1449 document) we have a ceiling value of $720,000.00 over the 36-month period of performance for this IDPO. This value was determined based on previous bottled water purchases from the past few years, anticipated future exercises, and also anticipation of emergency requirements due to the COVID-19 pandemic.
2. Furthermore we need to know if the delivery location is just Germersheim?
Yes.
3. Is the minimum order quantity 1 pallet or a full truck?
Per FAR clause 52.216-19 of the solicitation, the minimum order quantity is 1 pallet.
4. We would like to know if you have the equipment at delivery site to unload the pallets?
Yes, DDDE Germersheim has unloading equipment.
5. Can you provide any volumes or estimates?
Please see response to question 1.
6. Are the orders representing always full trucks or is there any minimum order quantity?
Please see response to question 3.
7. Can you provide an estimated time for the first order?
Unfortunately, we do not have this information available. However, our intent is to issue this IDPO as quickly as possible in order to maximize mission readiness.
8. Do I send the info. to you per email or what is the procedure?
Yes, quotes can be submitted directly to me via e-mail (matthew.obrien@dla.mil) per the “Quote Preparation Instructions” on page 25 of the 1449 solicitation document.
9. We understand that we hold the prices firm for 60 calendar days from the date specified for receipt of offers. However, if in the future the product price or transport price change, would we be able to change our prices? If so, can you please specify how and when?
This solicitation will result in a firm-fixed price IDPO, however, the “Attachment 1 – Revised Item Schedule and Prices” allows for the vendor to forecast possible price changes for each ordering period of the IDPO and submit those prices as part of their quote. Any price changes requested after the IDPO is awarded will need to be reviewed by the Contracting Officer, but are not guaranteed to be accepted.
