ATTACHMENT 3 –SPECIFICATIONS
1. BEVERAGE DISPENSING MACHINES
1. The contractor shall furnish and install at its expense, machines no older than five years, capable of dispensing each soda flavor to be delivered to an individual location, including all necessary equipment, material, accessories, and labor cost.
1. Beverage dispensing machines, installed are the property of the contractor and shall be maintained by the contractor to insure uninterrupted services of dispensing machines.
2. BEVERAGE SYRUP
Beverage syrup compounded in the plant or patented prepared syrup received by the plant, shall be prepared in a sanitary manner. Every precaution shall be taken against contamination or absorption of deleterious substances during the preparation and subsequent storage.

3. SWEETENERS
1. Sweeteners shall be nutritive products from the groups: dry or liquid forms of sugar, or inverted sugar, dextrose, fructose, corn syrup, glucose syrup, or any combination of two or more of these. Sucrose shall comprise 80% or more of the sweeteners used.
1. ** Cyclamates shall not be utilized as artificial sweeteners to fulfill this requirement. The use of cyclamates is prohibited for beverages sold to U.S. Forces. If product contains saccharin, soda machines must be labeled as follows: “Use of this product may be hazardous to your health. This product contains Saccharin which has been determined to cause cancer in laboratory animals.” In addition three pre-printed labels must be provided to each dining facility.
4. BEVERAGE DISPENSING MACHINES WITH ELECTRICAL REFRIGERATION
1. Electrical beverage dispensing machines may be manufacturer’s standard models. Dispensing machines shall combine beverage syrup with purified pre-cooled water to produce final drink.
1. Dispensing machines shall be self-contained and equipped with:
1. Water flow regulators for accurate flow control.
1. Soft-touch valves which directly inject syrup into water column for proper mixing at fast flow rates without foaming problems.
1. Mechanical cooling system to keep drinks at a temperature of 40 degrees Fahrenheit (5 degrees Celsius).
1. The dispensing machines shall be equipped with supporting legs that will facilitate cleaning and sanitizing under the machine
1. Dispensers and dispenser cabinets shall be structured in a manner which facilitates maintenance and sanitation at all times. All doors and panels of cabinets shall be tight fitting to preclude entrance of foreign materials. All necessary ventilation and openings shall be securely sealed to protect against insects and rodents. Condenser units and like apparatus shall be sealed from product.
5. ROUTINE MAINTENANCE SERVICES:
1. The Contractor shall make dispensing machines available and perform scheduled monthly and quarterly maintenance service in all dining facilities where dispensing machines are installed. Maintenance services shall be performed in accordance with a quality-control checklist established by the contractor, which shows the maintenance functions required and the services performed by the contractor’s technicians.
1. Maintenance service visits shall be arranged in advance by contacting the dining facility manager or his representative to ensure that existing service problems are discussed and notifying the contract specialist.
1. The contractor is required to keep records of maintenance services performed during the entire period of this contract.
6. MAINTENANCE AND SERVICE OF CONTRACTORS DISPENSING MACHINES:
The U.S. government will grant to the contractor, free of charge, utilization of existing electrical and plumbing lines, fixtures and outlets, for operation of contractor dispensing machines, and will permit the contractor or his authorized representative to enter the service location during regular working hours during the life of contract for the purpose of performing proper installation, operation, and maintenance service.
7. MAINTENANCE REPAIR SERVICES:
1. Maintenance service of dispensing machines shall not be performed before 0800 or later than 1500 hours on regular working days except when performance is required by reason of urgency. In such cases the supplier shall be authorized to perform at any time if previously arranged with the dining facility official or his designated representative.
1. When repair of dispensing equipment is required by reason of urgency, dining facility officials shall contact the supplier directly by calling the below listed telephone number provided by the supplier for this reason.
1. The contractor shall respond to calls within 24 hours after notification by the dining facility manager. Defective dispensing machines shall be repaired immediately. Defective dispensing machines which cannot be repaired shall be replaced by the contractor within 48 hours after initial notification by the dining facility manager.
1. If the supplier fails to perform the service as required, the Contracting Officer shall be notified by the dining facility manager immediately.
1. After completion of maintenance service, dining facility officials shall certify the services performed by the supplier’s technicians.
1. A record of quarterly maintenance services shall be maintained by the contractor for a period of 12 months.

1. LIABILITY FOR SYRUP CONTAINERS AND CARBON DIOXIDE CYLINDERS:
a. The contractor shall maintain all reusable beverage syrup containers in a sanitary condition. At the time of delivery, the contractor shall remove from the premises of the U.S. Government all empty reusable containers and any carbon dioxide cylinders. The Government will be liable for loss and/or damage to syrup containers and carbon dioxide cylinders while in its possession, or reimburse the contractor for loss, damage, or destruction at the contractor’s cost price.

b. Beverage syrup containers and carbon dioxide cylinders paid for by the U.S. Government shall become the property of the U.S. Government. If any lost containers or cylinders paid for by the U.S. Government are located within a period of sixty (60) days after the last day of the contract, the container or cylinder may be returned to the contractor, who will reimburse the U.S. Government accordingly.
1. Production Plants and Change in Plant Location:
In some countries, the production plant must be listed and approved by the U.S. Public Health Command and listed in the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement in order to deliver to U.S. Military customers. Consult the list at https://phc.amedd.army.mil/TOPICS/FOODWATER/CA/Pages/DoDApprovedFoodSources.aspx by area, country and product - “Beverage Bases”.
If listing is required, the following applies:
1. All supplies furnished under this contract shall originate from production plants inspected and sanitary approved by US Veterinary Food Inspection Personnel.
1. The performance of any work under this contract at any place other than that named in this contract is prohibited without specific approval from the Contracting Officer.
1. Returns and Credits
1. “Full containers on hand that have not expired” will be removed by the Contractor for 100 percent credit for the dining Facility.
1. A credit memorandum shall be prepared for all full containers that have been returned to the contractor for credit. The credit memorandum shall contain, as a minimum, the following information:
1. Name of supplier
2. Contract Number
3. Date
4. Itemized list of supplies removed
5. Quantity, unit price, (split in syrup and non-syrup cost), and extended totals of each item returned.
6. Total value of credit.
7. The credit memorandum must be distributed in the same manner as a delivery ticket.
