Question(s) Government Response

1 We are requesting the solicitations market basket and future catalogs, be amended to reflect a distribution fee structure based on case price not by the pound.

The current logistical method of bringing fresh produce into Hawaii is by utilizing ocean and air containers. Both freight methods require maximum use of the space within a container. When establishing the cost of freight to the items within the container, common business practices use each products cubic volume to establishing each unit’s freight.

To alter the current common commercial practices, does not benefit DLA nor the distributor nor do we consider this a fair and reasonable practice. Along with logistics, common business practices and The STORES order entry program, which requires the conversion of per pound to case prices; we feel this places an economy hardship on a small business.

See Page 38 of the Solicitation Paragraph II.

A. PRICING “Pricing will be evaluated through the Schedule of Items Approach. The Schedule of Items Approach is a grouping of items along with the estimated quantities. The items found in the Schedule of Items represent 100% of the estimated dollar value for 18 months for all DoD Ships customers.

Offers shall submit pricing on RFP/SOW Attachment 1 – Schedule of Items, no exceptions. Use of any other spreadsheet or form may deem an offeror as nonresponsive.

Offers are required to submit their unit price for each item, broken down into the corresponding Delivered Price and Distribution Price components. Prices must not extend more than two [2] places to the right of the decimal point.”

2 Will 100% of the schedule of items be used in the evaluation process, or will only a select number of items be chosen?
