About this file
This is Standard Form 30, Amendment 0002 to solicitation SPE30026R0017, issued by DLA Troop Support Directorate of Subsistence, extending the offer due date to August 18, 2026, 3:00 P.M. local Philadelphia, PA time (originally June 15, 2026). The amendment is effective July 16, 2026.
The amendment makes substantive changes to the Conformed Statement of Work addressing an OCONUS subsistence prime vendor contract. Key modifications include: updated DP Category 19; removal of Distribution Price Category 38 combination authority; removal of specified lead time requirements for various ship types (Land Customers, Market Ready items, Small Ships, Large Decks, and Transient Ships); clarification that deliveries to Zone 4 shall vary based on specific customer requirements rather than averaging 1-3 times weekly; change of order cutoff time to "12 noon local customer time" from "2:00 PM local Contractor time"; addition of order type definitions (Deployment Loadout, Routine Order, and Topping Off with associated lead times); expanded definition of Remote Locations; extension of Niger's lead time from 4 to 14 days; and allowance for reduced or larger font sizes in scanned proposal images. The amendment also replaces 114 market basket line items with 101 items. Four attachments are provided: updated Zone 4 Pricing Spreadsheet, updated OCONUS Subsistence Price Quote Sheet, Conformed Statement of Work, and Pre-Proposal Questions and Answers. All other terms and conditions remain unchanged.

Page 136: Changed “2:00 PM local Contractor time” to “12 noon local customer time to be considered for that day”
Page 137: Added “Note: Deployment Loadout: This refers to the most comprehensive and largest type of order. It is associated with the longest lead times (14 days for Small Ships, 21 days for Large Decks). This type of order is for fully stocking a ship with provisions before it begins a long-term mission or deployment, where it will be away from its primary port for an extended period.
Routine Order: This refers to a standard, regular resupply order. It has the shortest lead time (7 days for both Small Ships and Large Decks). These are assumed to be smaller, more frequent orders to maintain a ship's stock levels during normal, non-deployment operations or when it is in or near its home port.
Topping Off: This term is used specifically for Large Decks (CVN/L Decks) and has a lead time of 14 days, which is between a Routine Order and a Deployment Loadout. The term implies "filling up." In this context, it likely refers to a significant replenishment of supplies that is more substantial than a routine order but less extensive than a full pre-deployment loadout. This might be to bring a ship back to full capacity after a short period of operation or to prepare it for a specific, shorter-term mission.”
Page 138: Updated RapidGate link. Updated RapidGate name to Omnivee/Rapidgate.
Page 139: Added: “A Remote Location refers to any designated location within the contract's geographical area of responsibility that is characterized by significant logistical complexity, extended transit lines of communication, and heightened transportation constraints.”
Page 140: Changed Niger’s lead time from 4 to 14 days.
Page 150: Updated “NOTE: If the demand for a specific item over the last 30 days exceeds 300% of the Prime Vendors AMD for that item from all customers (except Navy Afloat), exception V01 may apply.”
Page 161: Added “Cover page and Table of Contents will not be considered in the 25 page limit.”
Page 161: Added “, however, reduced or larger font sizes will be permitted for scanned images (e.g., MOUs, Warehouse Layouts, Carrier Agreements, graphics, tables, etc.) to ensure clear legibility for proposal evaluation. “
