This document is an amendment to solicitation SPE300-23-R-0007 for subsistence Prime Vendor support to military and other federally funded customers located in Iraq, Jordan, Kuwait, and Syria. The amendment provides updated instructions related to the use of the DoD Safe electronic platform for proposal submission. It requires offerors to send two separate emails by specific deadlines - one to request a "Request for Drop-off" and another to provide the required passphrase information for encrypted proposal transmissions. The solicitation closing date of June 9, 2024, at 3:00PM ET remains unchanged. The contract will be a Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) with Economic Price Adjustment (EPA), with a 60-month term consisting of three separate pricing tiers. The Prime Vendor will be required to supply a full line of semi-perishable and perishable food items, non-food Food Service Operating Supply (FSOS) items, and Government Furnished Material (GFM) to support military and other federally funded customers in the specified region.

Attachment 3- SPE300-23-R-0007 Amendment 0005

1. Amendment 0005 to solicitation SPE300-23-R-0007 contains updated information/instructions related to the DoD Safe electronic platform, one of the two (2) acceptable forms of proposal transmission under this solicitation.

If the DoD Safe electronic platform is the chosen form of proposal transmission under this solicitation, two (2) separate emails will now be required by offerors.

a. In order to transmit a proposal, an email requesting a “Request for Drop-off” for use of the DoD Safe electronic platform under this solicitation must be sent to the following DLA Troop Support recipients by June 3, 2024, at 3:00PM Eastern Time

(ET):

jamie.shuster@dla.mil, charmaine.ford@dla.mil, and gwen.b.garcia@dla.mil

If email requests are made after the June 3, 2024 deadline, the DLA Internet Bid Board System (DIBBS) will be the only form of acceptable proposal transmission under this solicitation.

**NO REQUESTS FOR DROP OFF THROUGH THE DOD SAFE

ELECTRONIC PLATFORM WILL BE HONORED AFTER JUNE 3, 2024 AT

3:00PM ET.**

NOTE: It is an offeror’s responsibility to ensure receipt of the DoD Safe system-generated “Request for Drop-off” email to allow for proposal transmission under this solicitation, and to contact the DLA Troop Support recipients identified above and within the solicitation if this notification has not been received by June 4, 2024, at

3:00PM ET.

b. For encrypted proposal transmissions, a second email must be sent to the above DLA

Troop Support recipients with the required passphrase information required for downloading encrypted proposal transmissions by June 9, 2024, at 3:00PM ET.

It is the offeror’s responsibility to contact the DLA Troop Support recipients identified above and within the solicitation to confirm receipt of encrypted passphrase information related to proposal transmissions via the DoD Safe electronic platform. An offeror’s failure to provide accurate passphrase information may render the proposal unacceptable and may lead to a rejection of the offer.

c. For additional information/instructions related to the submission of proposals through the DoD Safe electronic platform, please refer to the revised Attachment 5 - DoD Safe Proposal Transmission/Drop-Off Instructions.

2. The solicitation closing date of June 9, 2024, at 3:00PM ET remains unchanged.
