Summary of Justification for Other Than Full and Open Competition

This document is a justification for awarding a bridge contract modification to extend an existing Subsistence Prime Vendor (SPV) contract on an other than full and open competition basis under 10 U.S.C. § 3204(a)(1).

Contract Overview and Modification Details:

The Defense Logistics Agency (DLA) Troop Support, Subsistence Supply Chain seeks to modify existing SPV contract SPE300-21-D-3318 with Sysco Syracuse. The modification extends the performance period by 361 days, from the current June 30, 2026 expiration to June 26, 2027. The contract provides full-line foodservice prime vendor support for all authorized DLA customers in Northern New York and Surrounding Areas, encompassing chilled products, semi-perishable and frozen foods, dairy and ice cream products, beverage bases and juices, and other operational items. Originally awarded to Sysco Syracuse on July 1, 2021, the contract has a current maximum dollar value of $21,700,000.00 with an Indefinite-Delivery, Indefinite-Quantity (IDIQ) structure featuring fixed pricing with Economic Price Adjustment (EPA) provisions. The bridge modification will increase the maximum contract value by $11,503,055.00 to $33,203,055.00.

Justification and Authority:

DLA justifies the other than full and open competition approach based on the requirement for continuous, uninterrupted food supplies and the determination that Sysco Syracuse is the only capable supplier meeting requirements within the necessary timeframe. The contracting officer certifies that the anticipated cost is fair and reasonable. A follow-on acquisition solicitation for full and open competition is planned for 2025, with the bridge action intended to maintain service continuity until a competitively awarded contract can be implemented. The justification will be published on SAM.gov and made available for public inspection within 14 days, per FAR Part 6.301(b).
