This amendment contains three sections:
Section I contains revisions (adds/changes/deletions) to the solicitation Attachment 1, Statement of Work (SOW) requirements.
Section II contains revisions (adds/changes/deletions) to the solicitation Attachment 2, Market Basket Spreadsheet.
Section III provides answers to questions which were submitted in reference to the pre-proposal conference.

Section I – Attachment 1 – Statement of Work Revisions
1. On page 16 of Attachment 1 – Statement of Work, paragraph iii., the first bullet point is deleted and replaced with the following:
• In accordance with the average demand history for each item as determined by the Contracting Officer, quantities sold to the new Prime Vendor shall be a minimum of 4 months of stock (where available) and may be up to 8 months of stock, which would account for a total pipeline (stock on-hand and receipted replenishment quantities to include stock levels for surge and sustainment requirements). Products shall be sold to the new Prime Vendor at the “Product Price” as defined by Defense Logistics Acquisition Directive (DLAD) 52.216-9065 Economic Price Adjustment – Actual Material Costs for Subsistence Product Price Business Model (OCT 2015). The estimated value for the minimum 4 months of stock (product price only) is $27.4M. The estimated value for the maximum 8 months of stock (product price only) is $54.8M. The new Prime Vendor shall request and obtain supporting invoice documentation from the incumbent Prime Vendor of all items purchased for traceability and price verification purposes. Any other charges by the incumbent Prime Vendor will be billed to the new Prime Vendor separately from the Product Price and shall not be included in the new Prime Vendor’s catalog pricing or otherwise reimbursed by the Government.
2. On page 22 of Attachment 1 – Statement of Work, section B. DISTRIBUTION CATEGORIES, paragraph 1 is hereby deleted in its entirety and replaced with the following:
1. The supplies and services to be procured and/or performed under this contract have been broken down into the following 24 distribution categories (categories 1 through 19 and sub-categories 1 through 5). See attachment 2, tab “Distribution Category Worksheet” and the addendum to FAR 52.212-1 “Instruction to offerors commercial items” herein for detailed price submission requirements.

4. On page 23 of Attachment 1 – Statement of Work, the following paragraph is hereby incorporated under section B. DISTRIBUTION CATEGORIES as paragraph 4:
4. Once the contract has been awarded and for the duration of the five (5) year period, should there be a change in pack size for an item, the Prime Vendor must notify the Contracting Officer. As a change in pack size change is considered to be a “New Item,” the Prime Vendor must follow the procedures for New Items outlined in this solicitation. For reductions in overall case size a new Sub-Category will be established within that Category (e.g., Sub-Category 1C) and the distribution price will be adjusted downward proportionally based on the total overall case weight, with no further negotiation. There will be no upward adjustment for increased pack sizes. Two examples are provided below:
- An item in Category 1; CONUS Dry changes from 24/12 oz cans to 12/12 oz cans, the Distribution Price would change from $6.00 per case for 288 total oz to $3.00 per case for 144 total oz. Category 1C; CONUS Dry would be added for $3.00 with a UOM of CS.
- An item in Category 1 changes from 24/12 oz cans to 12/16 oz cans, the Distribution Price would change from $6.00 per case for 288 total oz to $4.00 per case for 192 total oz.
Category 1D; CONUS Dry would be added for $4.00 with a UOM of CS.
5. Dispensing Supplies and Services is not a requirement for this solicitation, therefore, on page 37 of Attachment 1 – Statement of Work, the paragraph under Section N. DISPENSING SUPPLIES AND SERVICES is hereby deleted in its entirety. The Table of Contents on page 9 of the same document is also revised and “N. Dispensing Supplies and Services 37” is deleted.
6. On page 39 of Attachment 1 – Statement of Work, section V. TRANSPORTATION, delete the first paragraph and replace with the following header:
A. BEST SERVICES
The Government reserves the right to use the transportation system that provides the best services to our customers (readiness included as a factor). In general, the following applies:
7. On page 39 of Attachment 1 – Statement of Work, section D. ORDER PLACEMENT, delete paragraph 1 in its entirety and replace with the following:
1. Order placement must be made before 12 noon local time to be considered for that day.
Each order must be ready to be shipped within a maximum of six (6) days of receipt of order. Upon the Contracting Officer’s authorization, exceptions may be granted for remote areas and communication problems. Each Prime Vendor must submit an order delivery schedule which depicts transit time and method of distribution to each DODAAC (customer location).
8. On page 50 of Attachment 1 – Statement of Work, Section J. DIRECT VENDOR DELIVERIES WITHIN AFGHANISTAN, the pricing definition in paragraph 3 is hereby deleted in its entirety and replaced with the following:
Contract Unit Price = Product Price + 50% of the Standard Distribution Price + 100% of the Non-Standard Distribution Price for Ground Movement without Convoy Security.
9. On page 71 of Attachment 1 – Statement of Work, IX. QUALITY CONTROL, QUALITY ASSURANCE AND INSPECTIONS, A. PRODUCT, Section ii and iii are hereby deleted and replaced with the following:
ii. For items produced with shelf life greater than 150 days, no product shall be delivered to with less than 30 days manufacturer’s original shelf life remaining, unless approved in advance by the Contracting Officer.
iii. For items produced with shelf life less than 150 days, no product shall be delivered to customers with less than 5 days manufacturer’s original shelf life remaining unless approved in advance by the Contracting Officer.
10. On page 98 of Attachment 1 – Statement of Work, Section 2. Additional Delivery Programs, paragraph A is hereby deleted in its entirety and replaced with the following:
A. Inbound Transportation from outside Afghanistan to the Prime Vendor’s OCONUS distribution facility:
The Prime Vendor will be required to execute deliveries from the neighboring countries, e.g. Southern Caucuses/Central and Southern Asian States (SC/CASA) states, into the Prime Vendor’s OCONUS distribution network. Distribution Price categories 6, 7, 8, 9, 10 and 11 would apply. Unlike normal delivery processes, currently, there are no TRANSCOM transportation rates in place for these routes. Prime Vendors will be required to arrange for their own transportation services and rates. However, if USTRANSCOM transportation rates become available at any time throughout the life of the contract, the Prime Vendor shall immediately use DTS to transport their product in lieu of arranging their own transportation. In this case, Distribution Price categories 1, 1A, 2, 2A, 3, 3A, 4, 4A, 5 and 5A would apply. The Prime Vender will also be responsible for all customs clearance from the point of debarkation through to the Prime Vendor’s OCONUS distribution facility(s).
Inbound Transportation will be included in the non-standard distribution price.
11. On page 100 of Attachment 1 – Statement of Work, section E. ORDER CANCELLATION, the following paragraph is hereby incorporated under section E. ORDER CANCELLATION as paragraph 3:
3. In regard to airlifts, Afghanistan customers may cancel orders prior to loading of product onto aircraft. No restocking charges will apply. Restocking charges may only be applied at the Contracting Officer’s discretion, for cancellations after the aircraft is loaded on orders over $10,000.
12. On page 101 of Attachment 1 – Statement of Work, G. EMERGENCY ORDERS, paragraph 1 is hereby deleted and replaced with the following:
1. Any emergency order must be approved by the contracting officer. Emergency orders placed by the customer are those that are required sooner than the routine 6, 7, 8 day delivery schedules, or agreed upon schedule. The Prime Vendor will provide a maximum of two such “emergency” orders, excluding mobilization actions, per month, per customer at no additional charge. In the event additional emergency orders are authorized, the Prime Vendor will be paid $250 in addition to any applicable distribution prices. The Prime Vendor will not be able to reject an extra emergency order and/or be able to reschedule the extra emergency order.
13. On page 111 of Attachment 1 – Statement of Work, F. INVOICING, 2. Paragraphs i and ii are hereby deleted and replaced with the following:
i. In regard to distribution categories 1-11, the product price, plus the standard distribution price, and non-standard distribution price will be established as a Prime Vendor’s catalog unit price for food and non-food orders submitted by the customer via STORES. In regard to distribution categories 12-18, which do not have associated product prices, the standard distribution price will be established as a prime vendor catalog unit price for food and non-food orders submitted by the customer via STORES. Any applicable non-standard distribution prices must be identified on a separate catalog to be utilized by DLA Troop Support to generate on a daily basis, an additional Purchase Order via STORES for all non-standard payments. The process for ordering, receipting, invoicing, billing, and payment is completely electronic via STORES and EBS.
ii. In regard to distribution category 13, which does not have associated product prices, the standard distribution price will be established as a Prime Vendor’s catalog unit price. The Contracting Officer will provide detailed instructions for this process on a case by case basis.
In regard to distribution category 13, all charges associated with Restocking Fees must be submitted on a separate paper invoice by the Prime Vendor for Contracting Officer approval.
14. On page 145 of Attachment 1 – Statement of Work, section (e). Submission Requirement – Business Proposal/Pricing – Volume III, the last sentence in each of the four paragraphs under COMPONENT I. Weighted Aggregate Distribution Price (Standard Distribution Price plus Non-Standard Distribution Price), is hereby deleted and replaced with the following:
This calculation is performed for all items in the selected Market Basket and for Distribution categories 12-18, which do not have associated item product prices.
15. On page 145 of Attachment 1 – Statement of Work, delete the last two sentences of the first paragraph and replace with the following two sentences:
Disposal, Restocking, Storage and, GFM Distribution, Storage, Rework, and Relabel, Pick up of Customer Owned Product, and Re-delivery of Customer Owned Product categories 12-18, respectively, do not have associated item product prices. The estimated annual quantities associated with categories 12-18 are identified on the distribution category worksheet.
16. On page 147 of Attachment 1 – Statement of Work, delete the last paragraph and replace with the following:
The pricing scheme utilizes a total of 24 distribution categories (categories 1 through 19 and sub-categories 1 through 5). Sub-categories were established to be utilized in combination with Product Price Exceptions, see DLAD 52.216-9065 (b)(3)(i) – (B), (C), (D), and (E), as described in element 3 below, to prevent overstated unit price charges. The same distribution cost that is included in an individual items product price because it is identified as an exception shall not be included in that individual items distribution price. Therefore, all sub-category distribution prices (1A through 5A) shall be lower than their corresponding category distribution prices (1 through 5). Disposal, Restocking, GFM Inspection, GFM Storage, GFM Rework, GFM Relabel, GFM Distribution and Pick up of Customer Owned Product categories 12-18, respectively, do not have associated item product prices. If pack sizes are reduced, can the PV charge the same fee (item is still in the same distribution category)? (…this would increase revenues to the PV….) If pack sizes are increased, can the PV charge the same fee (item is still in the same distribution category)?
(…this would decrease revenues to the PV….)
DLA Troop Support Response: See Section I above.
16. Where are the standard case size defined? Are the case sizes set in the “Market Basket” file considered the benchmark for the entire contract length?
DLA Troop Support Response: There is no definition of standard case size. The Current cataloged items and the items in the Market Basket are the current item sizes and are subject to change during the life of the contract.
17. Are items governed by “National Contract (poultry, beef)” included in the Market Basket? If there any, can you please provide copy of contract and point of contact details.
DLA Troop Support Response: National Contract information can be found on the DLA Troop Support website.
18. Are there items in the Market Basket which have MPA pricing? Please provide the pricing for these particular items.
DLA Troop Support Response: When obtaining pricing, the Manufacturer will be able to identify if the item is an MPA and what that price is.
19. To avoid unfair competition, and giving the incumbent unfair advantage, with respect to product pricing, would DLA please consider removing all items which have MPA pricing or governed by National Contracts. The reasoning being that the incumbent Prime Vendor already has access to MPA and National Contract pricing, and these are supposed to be the most competitive available.
DLA Troop Support Response: Neither MPA nor National Contracts will be removed from the Market Basket. When obtaining pricing, the Manufacturer and/or National Contract holder should be able to identify and provide the MPA or National Contract pricing for those items.
20. Reference Market Basket Spreadsheet, Ref: Market Basket Distribution Price Category UoM
(Column K). Question: Will the UoM in Column K be revised to be consistent of the Distribution Category # and UoM that are provided on the Distribution Price Categories tab? For example: Lines 2, 3, and 9 are assigned to Category 1 – CONUS DRY CS; however, the Distribution Price Category UoM on the Market Basket Tab lists these as LB. Similarly affected are lines 32, 60, 63, 64, and 75.
DLA Troop Support Response: In accordance with SECTION II above, these items have been revised.
21. Reference Market Basket Spreadsheet, Ref: Market Basket product price adjusted when category UoM is not case or each (Column J). Question: Please confirm the formula in Column J is calculating correctly. An example is Line 2, when a price is input in Column G (Quoted Product Price) and a Y is input in Column H (Case Price? Y/N), the resultant formula in Column J returns “FALSE” and does not subsequently carry over the calculation to the rest of the line correctly.
DLA Troop Support Response: In accordance with SECTION I above, the spreadsheet was revised and the formula is now correct.
22. Items 81 and 84 on the Market Basket tab sheet are one and the same.
DLA Troop Support Response: See revisions in SECTION II above.
23. The quantity for item 90 on the Market Basket given in cell S94 of 134152 is different from the quantity for the same item #311 of 16,769 shown in cell N320 in the currently cataloged items tab sheet.
DLA Troop Support Response: That is correct. Cottage cheese is on the current catalog as a case item. For evaluation purposes under this acquisition, it is included in the market basket as a pound item.
24. Columns D and K use UoM in their labels. This is confusing. Labelling them as given in the
“currently cataloged items” tab columns L & M (i.e. UOI and UOM) could be more meaningful if that is what DLA means.
DLA Troop Support Response: In accordance with SECTION II above, tab 3 of the Market Basket was revised and cell D4 – “Item Description UoM” was replaced with “Item Description Unit” and Cell D5 – “Evaluated Units Per UoM (Historical)” was replaced with “Evaluated Item Description Units Per UoM.”
25. The question is: what is the unit in column N in the Currently Cataloged Items Tab sheet? Is it
CS, UoM, or UOI, especially that the title of the column is, “TOTAL AVG CASE PER ITEM”.
Indicating that it should be “CS”. Please, note that the same quantities are given in the Market Basket Tab in columns P, Q & R where the quantities seem to indicate the unit to be UOM as given in column K and not CS.
DLA Troop Support Response: In accordance with SECTION II above, tab 4 of the Market Basket was revised and Cell N9 was changed from “TOTAL AVG CASE PER ITEM” to “TOTAL ESTIMATED ANNUAL DEMAND BY UOM.”

DLA Troop Support Response: The closing date of the solicitation has been extended via an amendment and now reflects a solicitation closing date of January 26, 2017.
27. SF1449 – Continuation Sheet, page 1 of 210, Administrative Data/Delivery Schedule; Block 8
(continued). Solicitation released on 02 December 2016 with a due date of 12 January 2017.
Due to the Christmas and New Year Holidays for both employees and external vendors, it will be difficult to provide a substantial response to this bid in a manner keeping with the requirements and magnitude of this scope. Respectfully request a 1-month extension until 11 February 2017 to respond appropriately.
DLA Troop Support Response: the closing date to the solicitation has been extended via an amendment and now reflects a solicitation closing date of January 26, 2017.
28. Solicitation/Contract/Order for Commercial Items – Block 8- Due to the holiday season/break, we have a limited time period to receive the required information from our manufactures and suppliers in support of the tender. Due to this, along with the amount of work that needs to be completed in support of this tender, we are requesting a 4-week extension to complete the proposal.
DLA Troop Support Response: The closing date to the solicitation has been extended via an amendment and now reflects a solicitation closing date of January 26, 2017.
29. Based on data provided in the solicitation and publicly available information, the estimated contract value appears to be very high. Can DLA-TS confirm the accuracy of the provided information?
DLA Troop Support Response: The estimated contract value is $1,500,000,000.
30. I. Introduction, page 13 of 210, Deliveries within Afghanistan. Kindly confirm if Contractor would be allowed to set-up own Bakery in Afghanistan and then get it VETCOM approved to supply fresh bakery items from?
DLA Troop Support Response: Generally, DLA will not opine on Contractor business decisions. Contractors may be permitted to set-up their own bakery in Afghanistan, however prior to performance under any contract resulting from this solicitation, said bakery would need to be inspected and approved by the United States Army Public Health Command (USAPHC) and all offered pricing must be in accordance with contract terms.
31. I. Introduction, page 14 of 210, Deliveries within Afghanistan. Kindly clarify what is meant by "...it will be required to transport both full and empty containers and/or trucks to and from Afghanistan delivery locations during the delivery process."?
DLA Troop Support Response: The statement that “the Prime Vendor may be required to transport both full and empty containers and/or trucks to and from Afghanistan delivery locations during the delivery process” is a general reference to the process for making deliveries under the resultant contract.
32. Can DLA please provide the location of W98PIT CAMP PITTMAN in Afghanistan?
DLA Troop Support Response: The delivery locations provided are a general guide as to the number of current delivery points in Afghanistan. Offerors are reminded that support throughout all of Afghanistan is required and delivery points may be added or deleted throughout the life of the contract as identified on page 94 of Attachment 1, A. CURRENT AFGHANISTAN CUSTOMERS.
33. Page 100 “…The Prime Vendor shall maintain a minimum of sixty (60) days of stock on a line item basis in order to fill all ordering activity requirements and meet the surge and sustainment requirements of this contract.” Is DLA saying that according to DLA a minimum of 60 days is sufficient to fill all ordering activity requirements AND to meet the surge and sustainment requirement of this contract?
DLA Troop Support Response: The referenced paragraph has been revised, see Section I above.
34. Reference SOW, page 52, item A.3, Ref: SOW states.” The Prime Vendor will be required to maintain 60 days of supply of Prime Vendor product at all times at each OCONUS warehouse location” Question: Does this take into consideration the reserve stock required to meet the surge/sustainment capability which at a minimum would be 30 days of stock?
DLA Troop Support Response: The solicitation requirements for 60 days of supply and surge/sustainment are separate and the Government does not dictate how to meet those requirements. Offers are reminded that supply chain management is the sole responsibility of the Prime Vendor and that the Prime Vendor will be responsible for determining its stocking needs based on its own average weekly and average monthly demands (AWD/AMD).
35. Reference SOW, page 37, item N, Ref: SOW states.” The Prime Vendor will provide a technically qualified service representative to perform monthly maintenance and quality control inspections on each dispensing system.” Question: Provision of dispensing equipment is not a current contract requirement, but rather, is a DFAC operator requirement. Is it expected that the equipment in place will be replaced by the PV contractor? Can the USG provide some estimate of the types and quantities of equipment required and at which locations? Will the equipment currently in place to be maintained by the PV contractor? To maintain this equipment, Local National personnel will require LOAs and CACs to obtain base access. Will DLA TS authorize these?
DLA Troop Support Response: In accordance with SECTION II above the requirement for Dispensing supplies and services has be removed from this solicitation.
36. How does the change in SPE300-17-R-0018 enhance the incentive for Prime Vendor to seek and work with Small Business to meet their plan goals?
DLA Troop Support Response: Large of Foreign business are required to submit a Small Business Subcontracting Plan in accordance with FAR 52.219-9.
37. Do Prime Vendors participating in SPE300-17-R-0018 receive Excellent or Very Good for their Past Performance Evaluation if they haven’t met their SB Plan goals in the past?
DLA Troop Support Response: The Addendum to FAR 52.212-2 discusses the Evaluation Criteria for this solicitation.
38. Why is it acceptable for a Prime Vendor to submit SB goals less than the DoD scorecard goals?
DLA Troop Support Response: Contractors are required to submit a plan for how they will meet small business subcontracting goals as set forth from the DoD Office of Small Business for Fiscal Year 2016.
39. III. Contract Implementation Phase, page 16 of 210, (2); (iii). Is it compulsory for the New Prime
Vendor to procure the available products offered for sale from the Incumbent Prime Vendor?
DLA Troop Support Response: See Statement of Work, Section III, CONTRACT
IMPLEMENTATION PHASE.
40. III. Contract Implementation Phase, page 16 of 210, (2); (iii) (first bullet point). States that any other charges by the Incumbent Prime Vendor is to be billed to the New Prime Vendor separately from Product Price. What is meant by "Any Other Charges"? Kindly clarify/amend.
DLA Troop Support Response: “Any other charges” refers to any and all charges, other than the Product Price as defined in Attachment 1 – Statement of Work, that the incumbent and new Prime Vendor agree to.
41. III. Contract Implementation Phase, page 17 of 210, (2); (iii) (last bullet point). States that when the New Prime Vendor buys the products from the Incumbent, the New Prime Vendor will only be entitled to 50% of its standard Distribution price. Kindly advise why the New Prime Vendor will only be paid 50% of its standard fees as storage and distribution will still take place and no savings were absorbed by the New Prime Vendor as the government is responsible for delivering the products from the US to OCONUS facility.
DLA Troop Support Response: The new Prime Vendor will only perform a portion of work that is covered by the Distribution Price, therefore, the new Prime Vendor will only be paid 50% of its Standard Distribution Price for product purchased from the incumbent Prime Vendor.
42. III. Contract Implementation Phase, page 17 of 210, (2); (iii) (last bullet point). States that when the New Prime Vendor buys the products from the Incumbent, the New Prime Vendor will only be entitled to 50% of its standard Distribution price. Is this the standard Distribution price from the Incumbent Prime Vendor or the New Prime Vendor? Kindly clarify and amend?
DLA Troop Support Response: The new Prime Vendor will only be entitled to 50% of its standard distribution price (non-standard distribution price, if applicable, will be paid in full) for product purchased from the incumbent Prime Vendor.
43. III. Contract Implementation Phase, page 17 of 210, (2); (iv). Solicitation states "ALL GFM products". Kindly clarify what this may include and an estimated minimum and maximum quantities of GFM products to allow for warehouse facility storage space requirements.
DLA Troop Support Response: See the Government Furnished Material (GFM) section of Statement of Work for a list of currently known Operational Rations (OPRATs) and offerors are reminded that the U.S. Government reserves the right to modify the type of GFM and/or add other types of GFM to be accounted for to include traditional line-item-A type items. Estimated GFM distribution quantities are identified on the schedule of items. There are no minimum and maximum quantities for GFM.
44. III. Contract Implementation Phase, page 17 of 210, (2); (iv) (first bullet point). States that the New Prime Vendor will only be entitled to 50% of its standard Distribution price for GFM items.
Kindly advise why the New Prime Vendor will only be paid 50% of its standard fees even though the New Prime Vender will carry the full cycle of storing and distribution. Kindly elaborate as you have mentioned here GFM is to be delivered by incumbent.
DLA Troop Support Response: The new Prime Vendor will only be entitled to 50% of its standard distribution price (non-standard distribution price, if applicable, will be paid in full) for GFM delivered by the incumbent Prime Vendor to the new Prime Vendor, in accordance with the Contract Implementation Phase section of the Statement of Work, and ultimately delivered to customer.
45. III. Contract Implementation Phase, page 17 of 210, (2); (iv) (first bullet point). Who will be responsible checking GFM products for Quality Assurance purposes? Will ALL GFM items be accepted regardless of Quality issues? Kindly provide clear guidance who will bear risks here.
DLA Troop Support Response: The new Prime Vendor shall inspect all products prior to accepting the product into its warehouse. The new Prime Vendor will be responsible for determining whether the product meets minimum contractual requirements. The Government and US Military may be involved in the inspection process as well.
46. Page 148 – “…include a 6-month ramp up”. Is 6 months, considered a standard DLA ramp-up phase period. Would DLA consider a longer period?
DLA Troop Support Response: There is no standard DLA ramp-up phase period for Subsistence Prime Vendor contracts. DLA does not intend to amend the ramp-up period for the Afghanistan Area of Responsibility.
47. page 16 “…. sufficient anticipated demand …” What is DLA’s definition of “sufficient anticipated demand”?
DLA Troop Support Response: Sufficient anticipated demand refers to anticipated future customer demand for the product under the new contract.
48. page 16 “…. minimum contractual requirements …” What does DLA mean by “minimum contractual requirements”?
DLA Troop Support Response: Minimum contractual requirements are defined throughout the solicitation.
49. Page 17 “The new Prime Vendor will only be entitled to 50% of its standard distribution price (non-standard distribution price, if applicable, will be paid in full) for product purchased from the incumbent Prime Vendor” Please provide the rationale for this important discount. Apart from inland freight (which is a tiny portion of the overall logistics costs the Prime Vendor needs to cover), there are no other costs that the new PV will save by purchasing goods from the incumbent. Moreover, it is more than likely that the incumbent will be charging its own fee for the goods, which the new PV is not allowed to recharge to its customers, so the new PV will potentially make a loss on every single case it purchases from the incumbent. Please note that OCONUS transportation & warehousing costs which are the PV’s biggest expenditures will still be a reality despite purchasing the goods from the incumbent… Can this discount be revised to a lower percentage?
DLA Troop Support Response: The new Prime Vendor will only perform a portion of work that is covered by the Distribution Price, therefore, the new Prime Vendor will only be paid 50% of its Standard Distribution Price for product purchased from the incumbent Prime Vendor. The Government does not intend to revise this amount.
50. IV. Product Sourcing and Pricing, page 20 of 210, A. Price Definitions and Provisions; (4); (ii) Non-Standard Distribution Price for Ground Movement within Afghanistan inclusive of Convoy Security, & (iii) Non-Standard Distribution Price for Ground Movement within Afghanistan without Private Convoy Security. Will the Contracting Officer provide approval for Convoy Security for each order into Afghanistan, or will Private Convoy Security be stipulated for all Afghanistan orders until otherwise determined by the Contracting Officer?
DLA Troop Support Response: Non-Standard Distribution with Convoy security will be authorized by delivery locations and subject to change throughout the life of the contract. Authorization of non-standard distribution pricing with or without Convoy Security shall be made by the Contracting Officer based on customer requirements.
51. Reference SOW, page 22, item 5, Ref: SOW states.” Note: Convoy security will not be authorized for DVDs” Question: Given that on page 14 of the SOW, DLATS states “The Prime Vendor must fully comply with all applicable laws and regulations related to convoy security “How does DLATS expect that a local vendor can move product to a customer location within Afghanistan when Afghanistan Law “Decree 62” requires the use of APPF for movement to various locations across Afghanistan?
DLA Troop Support Response: The Prime Vendor must fully comply with all applicable laws and regulations related to convoy security.
For DVD items, the contract unit price will be:
Contract Unit Price = Product Price + 50% of the Standard Distribution Price + 100% of the Non-Standard Distribution Price for Ground Movement without Convoy Security
52. IV. Product Sourcing and Pricing, page 22 of 210, A. Price Definitions and Provisions; (5); For
Afghanistan deliveries utilizing Prime Vendor provided airlift assets. Airlifts require dry ice and tri walls, i.e. additional costs that are not covered by the above method/formula. Kindly clarify how the contractor will be compensated for these additional costs or how the calculation will be amended. Kindly clarify and amend.
DLA Troop Support Response: These elements are expected to be priced into the Non-Standard Distribution Price for Commercial Air Movement within Afghanistan as the solicitation page 21, states “…said non-standard distribution price, offered as a firm-fixed price dollar amount, shall only represent the unique costs associated with performing contractual obligations within Afghanistan utilizing commercial air as well as all other non-standard elements of pricing related to performance under this SOW as specifically stated in the solicitation.
Page 45 of Attachment 1 states “The Prime Vendor will be required to provide either dry ice or wet ice and packing using tri-walls, if pallet tri-walls are the preferred method of packaging. This product protection will be part of the Prime Vendor’s operating expense addressed via the non-standard distribution price – no additional or separate fees/pricing will be paid by the Government for ice or protective packaging.”
53. IV. Product Sourcing and Pricing, 36 of 210, L. Surge and Sustainment; 2. Refers to a surge situation as being defined as an increase in military feeding of 300%. And as per this contract the Prime Vendor will be required to have the ability to sustain surges of 300% of pre-surge demand levels for 30 days without advance notice, i.e. holding stock should be sufficient to supply normal day-to-day customer requirements as well as being ready and able to deliver and provide without notice in the 300% surge requirement. Prime Vendor will easily be able to manage the 300% surge stock with long shelf-life's, however FF&V and Local Made Ready products for the 300% surge stock do not/will not have shelf-life's to keep for extended periods of time, resulting in stocks being wasted. Kindly provide the procedure on how the Prime Vendor will be able to recover the costs of the wastage with regards to the 300% surge capability when it comes to FF&V and Local Made Ready products. Kindly advise, clarify and amend.
DLA Troop Support Response: It is the Prime Vendor’s responsibility to manage its own supply chain, to include all inventory management, in a way that satisfies the requirements of the contract. DLA Troop Support expects that the contract surge requirements for FF&V and LMR will be accomplished via the Prime Vendor’s supplier relationships. The Government will not be responsible for any expired or excess inventory during the life of the contract or after the contract has expired.
54. IV. Product Sourcing and Pricing, page 36 of 210, L. Surge and Sustainment; 2.; first sub-paragraph; fourth sentence. "Rarely, there is sufficient advance notice as to when exercise surges will occur." This sentence in itself creates confusion - which is it? There is sufficient notice or there is not sufficient notice given?
