DLA Troop Support is an agency of the Defense Logistics Agency (DLA). DLA provides supply support and logistics services to the Army, Air Force, Coast Guards, Navy, Marine Corps, and other federal agencies (customers). The Subsistence Operations, a Directorate of DLA Troop Support, is planning to award a Subsistence Prime Vendor (SPV) five-year indefinite delivery/indefinite quantity (ID/IQ) contract for the Hawaii Region. It is anticipated that the solicitation will be issued in Spring/Summer of 2014. The contract base period is anticipated to be 24 months with two 18 months tiers. It is anticipated that there will be a ramp up period of approximately 3-4 months.
SPV support includes the ability to source food items, to receive and consolidate materials, warehousing and inventory management, transportation capabilities, the ability to accept customer orders electronically and provide delivery, and the ability to maintain a quality assurance program. The SPV contractor is expected to be responsible for performance as a full line food distributor supplying and delivering semi-perishable and perishable items. These items include dry groceries, frozen food products, beverages (to include Bag-In Box, soft drinks), boxed meats/pork/poultry, primal and sub-primal meat cuts and further processed meat and seafood items, fresh fruits & vegetables, bakery products, dairy products and eggs. The SPV will be expected to provide Prime Vendor support to our customers located throughout Hawaii (which include, but are not limited to land based customers in approximately 65 different locations, Navy Ships, Combat Stores Ships (T-AFS ships), the Department of Education, Submarines and other approved military and federal customers). Customers order directly from the Prime Vendor via the Subsistence Total Ordering and Receipt Electronic System (STORES) with a scheduled delivery date (commonly referred to as Required Delivery Date (RDD). Many of the customers expect delivery 48 hours after placing their orders, which is qualified as being the normal course of delivery. The current average weekly sales for Hawaii are approximately $450,000.
Currently, DLA Troop Support supports military and federal customers in the Hawaii region through an existing SPV contract as well as Market Ready type ID/IQ contracts for items such as fresh bakery and dairy products. These Market Ready contracts generally have a duration of 1 to 3 years. DLA Troop Support is seeking information regarding the relative merits of supporting Hawaii subsistence requirements entirely through the SPV contract or through a combination of SPV and Market Ready contract support. DLA Troop Support is particularly interested in pricing advantages using either method. Please provide input or comments and explain the rationale for your response in terms of value added benefits to the military and federal customers.
Your responses, comments, suggestions and ideas regarding support for our customers are requested back by the close of business on May 28, 2014. We encourage, appreciate, and would like to thank you in advance for your participation. Your responses may be sent by email to the following email address:
