About this file
This document is Amendment 0008 to solicitation SPE2DH21R0002 issued by DLA Troop Support Medical Supply Chain located in Philadelphia, Pennsylvania. The amendment modifies Section C (Specifications/SOW/SOO/ORD) of the original solicitation by adding cybersecurity and risk management framework requirements for all medical systems and devices offered under this contract.
The amendment requires vendors to comply with Defense Health Agency (DHA) Cybersecurity/Risk Management Framework (RMF) requirements and National Institute of Standards and Technology (NIST) standards for all medical systems, devices, and equipment that receive, process, store, display, or transmit data to government systems. Vendors must complete and provide the latest Medical Device and Equipment Risk Assessment (MDERA) CyberLOG questionnaire upon request by Department of Defense customers. Medical devices must obtain one of three certifications—Assess and Use (A&U), Assess and Incorporate (A&I), or Assess and Authorize (A&A)—each with distinct cybersecurity/RMF requirements. Vendors are responsible for contacting the DHA CyberLog Office or DHA ICS immediately after receiving an order to initiate the RMF approval process. Any medical device or system that cannot meet the specified DHA requirements or site-specific cybersecurity requirements must be rejected in ECAT, with notification provided to both the DoD customer and DLA Contracting Officer. Vendors may offer systems that do not meet DHA requirements solely for purchase by non-DoD customers. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

• Assess and Incorporate (A&I) Certification
• Assess and Authorize (A&A) o Each classification has its own set of Cybersecurity/RMF requirements to obtain approvals
b. Vendors will be responsible for contacting the DHA CyberLog Office (DHA.DETRICK.MED-LOG.MBX.

d. If there is a medical device/system that will not meet the specified DHA Cybersecurity/RMF requirements, the vendor shall reject (kill) that requirement in ECAT and notify both the DoD customer and the DLA Contracting Officer of the issue.
