Consolidation Point: OCONUS orders with shipment to a consolidation point
i. The CONUS destination for these orders will be provided in the issued delivery order. Contractors shall determine the delivery lead time based on meeting such time for any consolidation point. The Government's desired delivery is 5 days or less from receipt of the order for all OCONUS facilities via the consolidation point.
ii. With the use of the consolidation point for OCONUS facilities, there are additional requirements for hazardous products to the designated military air terminal:
a. The items shall be packaged for overseas delivery in accordance with the requirements outlined in this solicitation.
b. Vendors shall use the DLA Vendor Shipment Module (VSM), a web-based system available for DLA contractors to obtain current shipping addresses, two-dimensional bar-coded shipping labels in accordance with MIL- STD-129, bills of lading, packing lists, and other shipping documentation.
c. Vendors using VSM do not need to contact the transportation office prior to shipping items. Contractors can use VSM to print labels for f.o.b. destination contracts and to print labels and arrange for shipping for f.o.b. origin contracts. To ensure the current destination is used, all contractors will use VSM to obtain shipping labels no more than two (2) days prior to shipment.
d. The vendor must go to https://vsm.distribution.dla.mil to access the VSM. Vendors can then click on the "New Vendor Application" button on the left-hand side. This will bring you to the application screen, which should take no more than 5 minutes to complete. The application will be reviewed, and approval will be sent within 48 hours. Once vendors have received their user ID and password, this system will create MSLs for all their DLA purchase orders. For training and support for this website or any questions, call the number below.

(8) Page 79, bullet a. Orders Valued Above the Simplified Acquisition Threshold, is hereby deleted and replaced with the following:
a. Orders Valued Above the Simplified Acquisition Threshold:
DLA Troop Support will oversee the competition and delivery order award process for orders exceeding the simplified acquisition threshold. DLA Troop Support will issue a Request for Quotation (RFQ) to the ECAT vendors as part of the fulfillment process for any ECAT order valued above the simplified acquisition threshold. A Limited-Sources Justification (LSJ) will be created whenever competition is limited. When an LSJ is created for an order, an RFQ will only be emailed to one vendor or a subset of vendors; for example, the RFQ may only be emailed to the vendor(s) offering the same brand name or part-numbered item required by the customer. The RFQ will describe the requirement(s) and provide the basis on which quotes will be evaluated. Quotes will generally be required within 24 hours. There may be delivery order competition with the previous generation of Medical Equipment Contracts, awarded based on Solicitation SPE2DH-16-R -0002. In the future, it is also possible that delivery order competition will take place with the subsequent generation(s) of Medical Equipment Contracts.
(9) Page 81, Catalog Submission Requirements, 2. Pricing, is hereby deleted and replaced with the following:
2. PRICING: The offered schedules of supplies, list prices, offered discounts from list prices, and the resulting net prices are for the Initial Contract Year of an awarded contract.
Ø Tiered pricing discounts based on order quantity of individual products or product categories are requested.
Ø ECAT prices shall be as low as or lower than prices offered to the offeror' most similar customer (MSC). The Government may also consider the offeror's most favored customer (MFC) in its pricing evaluation:
• Most Similar Customer: ECAT prices shall be as low or lower than prices offered to the offeror's most similar customer
(MSC). An MSC is a customer(s) under the same or similar conditions, i.e., customers of equal size with no guaranteed commitment level, with products comparable to those solicited by the Medical Equipment ECAT program. The Government will evaluate the customer/category and discount structure of the identified MSC(s) to that offered under the ECAT program. The offeror warrants that the prices offered are the lowest prices sold for similar goods under similar volumes and conditions.
• Most Favored Customer: The Government may request other than certified cost and pricing data for the offeror's Most Favored Customer (MFC). The MFC categorization is evaluated as pricing between vendor and customer that gives that customer the best price the vendor offers. The Government understands the terms of this sale may be different than that required under the Medical Equipment ECAT program.
Pricing Support for Price Reasonableness Determinations: For the initial contract award, for any upward EPA adjustments, and for any contract additions or changes, the vendor shall provide other than certified cost or pricing data to support the price reasonableness of the offered items.
(1.) Commercial Catalog: The contractor will be required to submit invoices and/or other documentation to substantiate commercial catalog prices and discounts for offered items. This data will confirm that prices under this contract are equal to or lower than prices given to commercial customers within similar purchasing environments. A similar purchasing environment are customers of equivalent size with no guaranteed commitment level, with products comparable to those solicited by the Medical Equipment ECAT program.
(2.) Federal Supply Schedule (FSS): If the proposed Medical Equipment ECAT items are on the contractor's current or proposed FSS, including those under the General Service Administration (GSA) or Veterans Administration (VA); the contractor will be required to furnish a copy of their catalog pricing and discounts for the offered items. This data will also substantiate that prices under this contract are equal to or lower than those given or proposed under FSS.

SECTION C - SPECIFICATIONS/SOW/SOO/ORD (CONTINUED)
(3.) Vendors shall complete and provide EcatItemPriceImportTemplate as part of their initial proposal and provide updates throughout the life of any resultant contract.
(4.) Vendors should anticipate providing one of the following types of price support information in accordance with the following order of precedence for each item. At the Contracting Officers discretion, a random sample may be used to limit the number of items for which a vendor has to provide price support information, both for items in initial offers and for product additions after contract award. The vendor will be provided direction on which items require price support information prior to the initial contract award or when vendors submit product addition requests after the contract award.
The following price support information order of precedence shall apply unless directed otherwise by the Contracting Officer. A recent commercial invoice no older than 12 months should be provided for all items requested by the Government. In the event that the item is completely new for the vendor and has not yet been sold by it, the Government may remove the item from consideration until a commercial sale is completed. The Government reserves the right to require different or additional other than certified cost or pricing data or to use other price or cost analytical support procedures to ensure that all prices are fair and reasonable. Failure to provide adequate supporting information for the Contracting Officer to determine pricing as fair and reasonable may result in the rejection of an offer.
The Contracting Officer has the discretion to request and rely on additional or alternative information to determine if an offered price is fair and reasonable.
Offerors with no or minimal commercial sales may be required to provide additional other than certified cost or pricing data. Additional other than certified cost or pricing data offerors with no or minimal commercial sales should anticipate providing includes, but is not limited to, the following: Original Equipment Manufacturer (OEM) Commercial Price lists, OEM Invoices, Distributor Agreements with OEMs, OEM terms of sale to distributors, end users, and/or the public, and documentation revealing and explaining Distributor Mark-up, including value-added services provided by the offeror.

(b) Fair and Reasonable Price: All offered pricing must be determined to be fair and reasonable in order for an offeror to be considered for award. Vendors will submit other than certified cost or pricing data that will be evaluated to ensure that offered pricing can be determined fair and reasonable by the contracting officer.
(c) Award: A written notice of award or acceptance of an offer, emailed, or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt unless a written notice of withdrawal is received before the award.
(d) Orders valued over the Simplified Acquisition Threshold (SAT) -DLA Troop Support will oversee the competition and award process for orders exceeding the simplified acquisition threshold.
