About this file

This is an Award Notice for a firm fixed price delivery order issued to AGFA Healthcare Corporation by the Department of Veterans Affairs Enterprise Procurement Office for PACS (Picture Archiving and Communication System) equipment and services at Albany VAMC. The award was issued on October 20, 2026, in the amount of $370,798.80 under solicitation number 36L79727F0002 and delivery order SPE2D1-16-D-0013. The award is classified under Product Service Code 6525 and NAICS Code 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing).

The contracting officer determined that AGFA Healthcare Corporation is the sole awardee capable of providing the required supplies and services at the specified level of quality because the supplies and services are unique and highly specialized. The delivery order was issued under the terms and conditions of an existing Defense Logistics Agency (DLA) contract, with fair and reasonable pricing previously negotiated by DLA. The contracting officer conducted price evaluation to confirm quoted prices were equal to or less than the contract price and determined that placing this delivery order against the AGFA Healthcare Corporation contract represents best value for meeting the Government's needs. The point of contact is Contract Specialist Joseph Levy at 708-786-4383 or joseph.levy2@va.gov, and the awardee is located at 580 Gotham Parkway, Carlstadt, New Jersey 07072-2405.

DESCRIPTION

In accordance with Federal Acquisition Regulation a Firm Fixed Price Delivery Order will be issued to AGFA Healthcare Corporation. AGFA Healthcare Corporation is the only one awardee capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. A Delivery Order will be issued under the terms and conditions of Defense Logistics Agency (DLA) contract SPE2D1-16-D-0013.

DLA has negotiated fair and reasonable prices and determined the prices awarded under contract SPE2D1-16-D-0013 to be fair and reasonable; thus, a separate determination of fair and reasonable pricing is not required. The Contracting Officer has conducted price evaluation to ensure that the quoted prices are equal to or less than the contract price, as well as the third-party line-items are being procured for a fair and reasonable price.

In conclusion, I have determined that placing a Delivery Order against the AGFA Healthcare Corporation contract SPE2D1-16-D-0013 represents best value in meeting the Government’s needs.
