About this file
This is a market research survey conducted by DLA Troop Support to inform acquisition strategy for Air Force Men's Lightweight Jackets. The Defense Logistics Agency seeks industry expertise on procurement efficiency for NSN 8405-01-298-6893, governed by specification MIL-J-87250 dated November 4, 1988, with a pattern date of May 19, 2014. DLA anticipates issuing a Firm-Fixed Price, Definite Quantity contract for a 9-month performance period with an estimated maximum quantity of 28,176 units (approximately 3,131 units monthly) to be delivered to Travis Association for the Blind AF & MC 3PL Distribution Services in Austin, Texas under DoDAAC SD0131.
Respondents must provide current market pricing, production capacity estimates (minimum and maximum monthly production rates and manufacturing lead times), and confirm their ability to meet a 150-day production lead time for the first incremental delivery. The survey addresses major cost drivers, component availability, domestic sourcing compliance with the Berry Amendment restrictions on foreign clothing and textiles, and whether a 30-day proposal submission period is feasible. All responses must be submitted to Earl Joyner at Earl.joyner@dla.mil no later than close of business on November 9, 2026. Respondents must include a signed statement with company information, CAGE code, personnel details, labor pool availability, and minimum quantity requirements to participate in the procurement. This inquiry is explicitly not a solicitation for bids or proposals, and responses remain confidential and non-binding.
