RP001: DLA PACKAGING REQUIREMENTS FOR PROCUREMENT

RA001: THIS DOCUMENT INCORPORATES TECHNICAL AND/OR QUALITY REQUIREMENTS (IDENTIFIED BY AN 'R' OR AN 'I' NUMBER) SET FORTH IN FULL TEXT IN THE DLA MASTER LIST OF TECHNICAL AND QUALITY REQUIREMENTS FOUND ON THE WEB AT:

SHALL BE MADE IN ACCORDANCE WITH GL/PD-07-06C, DATED 21 JULY 2011. PATTERN DATE: 13 JULY 2011. COLOR CHIP NUMBER 24165 OF FED-STD-595C IS APPLICABLE FOR SHADE ONLY FOR BOTH THE CLOTH AND THE LEATHER.

NOTE REGARDING LEATHER TESTING: In addition to the requirements of GL/PD-07-06C, the leather shall be testing for Hexavalent Chromium using test method ISO 17075 with a maximum detected level of 3ppm.

PAGE 6, DELETE PARAGRAPH 3.4.4 IN ITS ENTIRETY AND SUBSTITUTE AS FOLLOWS:

"3.4.4 THREAD. THE THREAD SHALL BE EITHER 100 PERCENT META-ARAMID CONFORMING TO A-A-55217, TYPE I, NOMINAL TEXT SIZE 50-60, 3 PLY, OR AS AN ALTERNATE, USE PARA-ARAMID CONFORMING TO A-A-55195, TYPE I OR II NOMINAL TEXT SIZE 59, 3 PLY."

Page 7, Para. 3.4.5.1 Wrist strap assembly. Lines 5 & 6: Delete sentence & substitute with: "The end of the adjustable strap shall be folded over ¼ inch to prevent unraveling and folded over and sewn ½ inch from the folded edge allowing it to significantly extend past the buckle for easy cinching."

Page 7, Para. 3.4.5.2 Storage Loop/Cord. Lines 1 & 2: Delete sentence & substitute with: "Each glove shall have a storage loop/cord which shall extend 1¼ inch (+ 1/8", - 0) inch beyond the proximal end of the glove."

Page 7, Para. 3.4.5.2 Storage Loop/Cord. Add: "The Storage Loop/Cord seam allowance Shall be ¼"(+ 1/8"- 0)." Page 9, Para 3.7.1, Table V: In the middle column labeled "Pattern Nomenclature", remove the fifth row (third from the bottom) listed as "Side Hand". In the third (last) column labeled "Cut Parts" remove the third row from the bottom with contains the number "2".

PAGE 11, Para. 4.3, The End Item shall be Visually and Dimensionally examined in accordance with GL/PD-07-06C. This examination shall be conducted in accordance with ANSQ/ASQC Z1.4 as follows:

FOR VISUAL EXAMINATION: Inspection Level "II" Acceptable Quality Level (AQL) shall be "4.0"

FOR DIMENSIONAL EXAMINATION: Inspection Level "S-3" Acceptable Quality Level (AQL) shall be "2.5" Any Dimension not within the specified tolerance shall be classified as a defect.

PREPARATION FOR DELIVERY: Each of the fully prepared shipping containers, containing pairs of assembled gloves of one size, selected as a sample unit from the lot, shall be Visually examined to determine that the packaging, packing, and marking conform to the referenced purchase description. For Preparation for Delivery Examination, the Inspection level shall be "S-2". The Acceptable Quality Level (AQL) shall be "2.5" defects per 100 units.

The list of defects as follows shall be used to enumerate the defects found.

Product Code Information: The Government assigned Universal Product Code (UPC) must be placed on all shipping cartons on which the NSN appears.

PALLETIZATION EXAMINATION: The fully packaged and palletized end items shall be examined for the defects listed below. The lot size shall be expressed in units of palletized unit loads. The sample unit shall be one palletized unit load, fully packaged. The Inspection Level shall be "S-1" and the AQL, expressed in terms of defects per hundred units, shall be "6.5".

EACH PAIR OF GLOVES SHALL BE PACKAGED IN A REVERSE TUCK OR SEALABLE TYPE CLEAR PLASTIC BAG.

SHIPPING CARTON QUANTITY SHALL BE 24 PAIRS

AS A MINIMUM CARTON SHALL BE STYLE RSC-L, GRADE 275, TYPE CF, SINGLE WALL WITH DOUBLE WALL LINER.

NOTE: UNIVERSAL PRODUCT CODE INFORMATION:

THE GOVERNMENT ASSIGNED UNIVERSAL PRODUCT CODE (UPC) MUST BE PLACED ON ALL SHIPPING CARTONS ON WHICH THE NSN APPEARS.

ALL MARKINGS, TO INCLUDE BAR CODES, SHALL BE IN ACCORDANCE WITH THE MOST RECENT VERSION OF MIL-STD-129.

PALLETIZATION IS REQUIRED FOR THESE SUPPLIES.

SHADE EVALUATION

100% Swatching: From each piece or roll in the lot, the Contractor shall cut a shade swatch in accordance with the below instructions based on the type of fabric. 100% sampling only applies to fabric and does not apply to other components items such as thread, or braid. The swatches are representative of the shade of the piece. The QAR shall then cut these swatches into set A and set B and identify each swatch with the piece from which it was cut. Set A of swatches and a tally list of piece numbers for each roll of the lot shall be forwarded to the DLA Product Testing Center Analytical for evaluation. Set B shall be cut in half, one set sent to the prime QAR for lot integrity, the other set shall be retained by the component supplier.

Cutting Swatches.

Single color rolls - 4"x24". QAR cuts this sample in half to have A and B sets, both sets shall be 4"x12". The 12" should be in the Filling Direction.

Multi-color Camouflage - 12" x 60". QAR cuts this sample in half to have A and B sets, both sets shall be 12" x 30". The 30" should be in the Filling Direction.

OCP and OEFCP - 24" x 60". QAR cuts this sample in half to have A and B sets, both sets shall be 24" x 30". The 30" should be in the Filling Direction.

When Section 3 of the fabric specification contains a specific requirement for uniformity of shade and when the standard sample is referenced for uniformity of shade, the swatches submitted in accordance with the above shall also be evaluated for uniformity of shade.

Samples, accompanied with a DD Form 1222, completed in its entirety, shall be forwarded to the Government for evaluation to the following address:

SHADE EVALUATION OF CONTRACTOR FURNISHED The color of the test specimen shall match the standard sample viewed using AATCC Evaluation Procedure 9, Option A, with sources simulating artificial daylight D75 illuminant with a color temperature of 7500 (+/-200) °K, with illumination of 100 (+/- 20) foot candles, and shall be a good match to the standard sample under incandescent lamplight at 2856(+/- 200) °K.

REVIEW OF THIS ITEM HAS DETERMINED THAT THE SPECIFICATIONS, STANDARDS, PRODUCT DESCRIPTIONS OR OTHER TECHNICAL DATA APPLICABLE TO THIS PROCUREMENT ACTION DO NOT REQUIRE THE USE OF CLASS I OZONE DEPLETING SUBSTANCES (ODS) OR ODC(S).

CONTRACTOR'S INSPECTION SYSTEM SHALL REFLECT THE REQUIREMENTS SPECIFIED IN ISO/ANSI 9000 OR ANY OTHER DOCUMENT INCLUSIVE OF MILITARY SPECIFICATIONS OR STANDARDS WHICH PROVIDE AN ADEQUATE LEVEL OF INSPECTION.
