PURCHASE DESCRIPTION

GLOVES, FUEL HANDLER

This purchase description is approved for use by the all Departments and Agencies of the

Department of Defense. (DoD).

1. SCOPE. This purchase description covers the requirements for a pair of gloves intended to be worn by fuel handler’s and provide hand to mid forearm protection during fuel handling operations.

1.2. CLASSIFICATION. The glove will be of one type available in five sizes.

1.2.1 Sizing. The glove sizing will be in accordance with the patterns.

2.4 Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS.

3.1 First article. When specified (see 6.2), a sample shall be subjected to first article inspection in accordance with 4.2.

3.2 Standard sample. The finished gloves shall match the standard sample for shade and appearance, and shall, unless otherwise indicated, be equal to or better than the standard sample with respect to all characteristics for which the standard sample is referenced (see 6.4).

3.3 Recycled, recovered, or environmentally preferable materials. Recycled recovered or environmentally preferable materials should be used to the maximum extent possible provided that the material meets or exceeds the requirements of this document and promotes economically advantageous life cycle costs.

3.4 Materials.

3.4.1 Basic cloth material. The outer shell fabric shall be a meta or para aramid made from inherently flame resistant fiber with anti static yarns. Construction shall be Simplex or interlock knit. The wales on the back of the glove shall be vertical. The color of the basic cloth material shall be Foliage Green 504 or color as specified in the contract or solicitation. The basic material shall meet the requirements in Table I and 3.4.1.1.

3.4.1.1 Toxicity (cloth material only). The basic cloth material in the finished Fuel Handler

Gloves shall not present a health hazard and shall show compatibility with prolonged, direct skin contact when tested as specified in 4.3.5.1. Chemicals recognized by the Environmental Protection

Agency (EPA) as human carcinogens shall not be used.

3.4.2 Leather. The leather shall be goat/kidskin. The color shall be a good match to Foliage

Green 504 or color as specified in the contract or solicitation, and shall be drum dyed, struck through from grain to flesh. The leather shall meet the requirements in Table II when tested as specified in 4.3.5. The leather shall be soft and pliable. Application of a finish to the grain surface shall be prohibited. If necessary, the flesh side of the leather shall be dry buffed and shaved to obtain a smooth, clean surface and uniform thickness in all areas. Variations in color on the flesh side resulting from buffing or shaving are permissible. The leather shall be treated with fire resistant and water resistant compounds and shall meet the requirements in Table II when tested as specified in 4.3.5.

3.4.3 Insert barrier. The insert shall be constructed from a waterproof, moisture vapor permeable, three-layer laminate. The three-layer laminate shall consist of a textile layer, a film layer, and a textile layer. The film layer shall be a microporous expanded polytetrafluoroethylene.

The film shall be partially impregnated with an oleophobic (oil hating) polymer. The textile layer closest to the hand shall function as the thermal liner. The backing shall be nylon non-woven. The facing fabric shall be a microdenier fabric consisting of polyester and hydrophilic nylon or equal.

Any pleats in the palm area of the insert barrier shall be covered with a continuous layer of thermal liner material so that the resulting surface next to the hand is smooth for easy donning and doffing.

Attachment of the insert barrier to the outer glove shell shall be made by a direct bond at the fingertips so that fingertip tactility is maximized. The insert barrier shall be the full length of the glove, meeting with the rolled edge of the cuff. There shall be no loose space between the insert barrier and outer shell at the fingertips. The insert barrier seams shall be aligned and fixed to the sides of the fingers so that the fingertip pad areas are smooth and free from wrinkles and seams.

The insert barrier shall meet the requirements in Table III (see Figure 2).

3.4.4 Thread. The thread shall be 100 percent meta or para aramid conforming to A-A 55217

Type I, nominal Tex size 35-40. The color of the thread shall be Foliage Green 504 or color as specified in the contract or solicitation. The finished thread shall have no chemical finishes or treatments, other than those commonly used on commercial threads.

3.4.5 Trimming materials (webbing, cord and elastic). Materials used shall meet the requirements of Table IV and 3.4.5.1, 3.4.5.2, and 3.4.5.3 when tested in accordance with 4.3.5.

All visible materials shall be Foliage Green 504 or color as specified in the contract or solicitation.

3.4.5.1 Wrist strap assembly. The adjustable wrist strap assembly shall be 5/8 - inch cotton webbing Type I, Class 8 in accordance with MIL-T-43566. The color of the webbing shall be

Foliage Green 504. The wrist strap shall have a 5/8 - inch buckle in accordance with 3.4.5.1.1.

The wrist strap shall be located across the back of the hand palm outer piece at the wrist joint between the pattern notches. The end of the adjustable strap shall be folded over and sewn 1/2 -inch from the folded edge allowing it to significantly extend past the buckle for easy cinching.

The adjustable strap shall be sized according to Table IIIa. To prevent the wrist strap from raveling and pulling loose during wear, the wrist strap shall be back stitched to the palm outer prior to closing the glove.

3.4.5.1.1 Buckle. The buckle shall be a 2-bar, tongueless, lip type brass size 5/8 - inch and shall be given a black chemical finish in accordance with MIL-F-495. The buckle shall be attached to a 1 - inch loop of 5/8 - inch webbing Type I, Class 8 in accordance with MIL-T-43566 positioned on the trigger finger side of the palm outer.

3.4.5.2 Storage loop/cord. Each glove shall have a storage loop/cord which shall extend 1/2 -inch (± 1/8) inch beyond the proximal end of the glove. The storage loop/cord shall sewn into the hem centered at the back of the hand on the cuff piece. The color for the storage loop shall be

Foliage Green 504 or color as specified in the contract or solicitation and shall meet the requirements in Table IV when tested in accordance with 4.3.5. The storage loop shall interface with the Molded Locking Carabineer (see 6.6) used on the Modular Lightweight Load Carrying

Equipment (MOLLE). The storage loop shall easily slide over the 0.536 - inch by 0.4 - inch curved shaft of the carabineer as specified.

3.4.5.3 Elastic. The elastic take up for the palm side of the wrist shall be 5/16 - inch and placed across the entire palm width of the glove in such a way that it gathers the material in the wrist area. The cut length of the elastic shall be 3 3/4 - inch (± 1/8). The location of the elastic shall be between the notches on the palm inner piece. It shall reach from one end of the adjustable wrist strap on back, to the other end of the adjustable wrist strap on back.

3.4.6 Labels. Each glove shall have identification label (Class 1) a size label (Class 2) and instruction label (Class 3) or a combination size, identification and instruction label (see 3.4.6.1).

The color of the labels shall be white. The following instruction information shall be included in the printing for the labels for the gloves.

3.4.6.1 Labeling. Each glove shall be properly labeled with labels as specified in 3.4.6 or a combination size, identification and instruction label conforming to Type VI, Class 14 of MIL-

DTL-32075, and the printing shall show colorfastness to laundering. The combination label shall include item description, contract number, national stock number, size, contractor’s name, Fur, Wool or Fiber Products Act information as applicable and instruction for care. The combination label shall be sewn into the cuff hem of each glove to the thumb side of the hook strap. An additional label stating WARNING NOT FOR FIRE FIGHTING shall be sewn into the cuff hem of each glove at the small finger side.

3.4.6.2 Bar coding. Each pair of gloves shall be bar coded with the national stock number

(NSN), Universal Product Code (UPC) and human readable interpretation. The bar code shall be affixed so that the label is readable and visible and shall be applied as specified in the contract or order (see 6.2).

3.5 Design. The matched pair of gloves shall be a four (4) finger and thumb design with fourchettes and a gauntlet according to the patterns as specified in 3.7. The gauntlet shall have a length extending to the mid forearm. The fourchette of the fifth digit shall be made of goat/kidskin leather and extend to the gauntlet. Elastic shall be sewn on the palm-side of the wrist area to gather the material. The palm shall be smooth and have no reinforced patches or seams. A strap and buckle fastener shall be located on the back for cinching at the wrist. The glove shell pattern shall have concealed in-seamed stitching for durability. The glove shall be comfortable fitting with a full barrier lining. The barrier lining shall be fully sealed for resistance to POL (petroleum, oil and lubricant) specifically JP8. The barrier lining shall be breathable and able to wick away sweat from the hand. A storage loop shall be sewn into the cuff hem of each glove centered at back of wrist for the purpose of hanging or attaching the gloves to a hook (carabineer) as specified in 3.4.5.2. The color of the gloves shall be a good match to Foliage Green 504 or color as specified in the contract or solicitation. (See Figure 1)

3.6 Figures. Figures 1 and 2 are furnished for information only. If there are inconsistencies between the written specification and the figures, the written purchase description, solicitation and/or order shall control.

3.7 Patterns. The Government will provide a complete set of patterns as specified in 3.7.1 which show size, directional lines, placement marks, and notches for assembly. The patterns generally provide for a 1/8 - inch seam allowance except for topstitching on patches. The

Government pattern shall be used to create a working pattern. The Government pattern shall not be altered. Minor modifications are permitted to the working pattern where necessary when using automatic equipment or to accommodate a manufacturing process. These modifications shall not alter the dimensional, serviceability, or appearance requirements cited in this specification.

3.7.1 Pattern parts. The component parts of the fuel handler gloves shall be cut from materials as specified in 3.4.1 and 3.4.2 in accordance with the number of parts required as specified in Table V.

3.8 Construction.

3.8.1 Stitches, seams, and stitching. Stitches, seams, and stitching types shall conform to

ASTM D 6193. Seam allowances shall be maintained with seams sewn so that twists, pleats, or puckers will not result. All seams shall start and finish evenly. Ends of a continuous line of stitching shall be overlapped not less than 1/2 - inch.

3.8.1.1 Stitches. Stitched seams shall be no less than 9 stitches per inch and no more than 12 stitches per inch.

3.8.1.2 Stitching. Ends of all seams and stitching, when not caught in other seams or stitching, shall be backstitched not less than 1/4 - inch. Thread tension shall be maintained so that there shall be no loose stitching resulting in loose bobbin or top thread, or excessively tight stitching resulting in puckering of the materials sewn.

3.9 End item requirements.

3.9.1 Whole glove leak test requirement. The finished glove shall pass the whole glove leak test requirements as specified in Table VI when tested in accordance with 4.3.5.4. Every glove should be tested on the whole glove leak testing apparatus (see 4.3.5.4). Only those gloves that pass shall be package and shipped.

3.9.2 Liner retention. The finished glove shall have no detachment/failure of the liner/insert barrier as specified in Table VI when tested in accordance with as specified in Table VI.

3.9.3 Dexterity. The glove shall be designed in such a way to provide maximum dexterity and tactility and meet the requirements of Table VI when tested in accordance with 4.3.5.4.

3.9.4 Overall liquid integrity. The finished glove shall pass the overall liquid integrity test, as specified in Table VI when tested in accordance with 4.3.5.4.

3.9.5 Precurved fingers The glove shall be designed to meet the requirements of Table VI when tested in accordance with 4.3.5.4.

3.9.6 Heat and thermal shrinkage resistance. The entire glove and all components shall be heat and thermal shrinkage resistant when tested in accordance with 4.3.5.2.

3.10 Manufacturing operations requirements. The gloves shall be manufactured in accordance with good commercial practices. Contractor shall conform to the Government furnished patterns.

3.10.1 Use of automated apparel equipment. Automated apparel equipment may be used to perform any of the operations provided that the seam and stitch type are as specified and the finished item meets the Government requirements, except that trimmer attachments, other than thread undertrimmer, are not allowed.

3.10.2 Workmanship. After completion of the final assembly, the glove shall be thoroughly cleaned and all thread scraps, lint and foreign matter shall be removed. The gloves shall not contain any fabric defects. The gloves shall be uniform in quality and shall be free from irregularities or defects which could adversely affect performance, reliability or durability. The gloves shall conform to the quality established by this specification.

3.11 Service life. The fuel handler gloves shall provide a minimum service life of 120 days and meet all of the requirements of Tables I, II, III, IV and VI and 4.3.5.5 when tested in accordance with industry standards.

4. VERIFICATION

4.1 Classification of inspections. The inspection requirements specified herein are classified as follows:

a. First article inspection (see 4.2).

b. Conformance inspection (see 4.3).

4.2 First article inspection. A first article, submitted in accordance with 3.1, shall be inspected, examined for appearance, color, finished defects listed in Table VII, glove dimensions in Table

VIII and tested for the characteristics as specified in Table XI.

4.3 Conformance inspection. Conformance inspection shall include the examination of 4.3.3 that cannot be inspected in the component testing specified in 4.3.5 as applicable. Sampling for inspection shall be performed in accordance with ANSI/ASQ Z1.4 and with quality acceptance limits as specified in the contract and/or order, except where otherwise indicated (see 6.2).

4.3.1 Inspection Conditions. Unless otherwise specified, all inspections shall be performed in accordance with all the requirements of referenced documents, unless otherwise excluded, amended, modified or qualified in this specification or applicable procurement documents (see

6.2).

4.3.2 End item examination. The finished examination sample size, acceptance quality limit

(AQL) and acceptance criteria shall be as specified in the solicitation or contract (see 6.2).

4.3.2.1 In-process inspection. Inspection shall be made at any point or during any phase of manufacturing to determine whether the components are as specified or operations and/or assemblies are accomplished as specified. The Government reserves the right to exclude from consideration for acceptance any material or service for which in-process inspection has indicated non-conformance.

4.3.3 End item visual examination Each glove shall be examined for the visual defects listed in

Table VII and for the dimensional measurements listed in Table VIII. The lot size shall be expressed in units of gloves. The sample unit shall be one pair of gloves and selection shall be by pairs. Defects for pairing shall be classified as a single defect. The end item shall be visually examined for compliance to 3.4, 3.5, 3.6, 3.7, 3.8, 3.9 and 3.11. The gloves shall be examined for defects in shade, design, material, construction, and workmanship, with defects classified in accordance with Table VII.

1/ Documentation shall be submitted. The Government reserves the right to test such items to determine the validity of the documentation.

2/ For visual shade matching, the color and appearance shall match the standard sample when viewed using AATCC Evaluation Procedure 9, Option A, under filtered tungsten lamps that approximate artificial daylight D75 illuminant with a color temperature of 7500°K (+ 200) °K, with illumination of 100 (+ 20) foot -candles and shall be a good match to the standard sample under horizon lamplight at 2856°K (+ 200)°K.

3/ Finish. The leather shall be soft and pliable. The treatment shall coat the fibers rather than the surface of the leather. If necessary, the flesh side of the leather shall be dry buffed and shaved to obtain a smooth, clean surface and uniform thickness in all areas. Variations in color on the flesh side resulting from buffing or shaving are permissible.

4/ The hand side of the insert shall face the water. [Please note the insert may be inverted in use;

please refer to end item.] The free stream air velocity shall be 550 (+ 50) feet per minute as measured two inches above the fabric specimen. The airflow shall be measured at least 2 - inches from any other surface. The test shall be run for 24 hours and weight measurements shall be taken at only the start and completion of the test. At the start of the 24-hour test period, the air gap between the water surface and the back of the specimen shall be 3/4 (+ 1/4) inch. Five specimens shall be tested.

5/ The specimen shall be sealed in any manner which prevents wicking and/or leaking of the water out of the cup.

6/ A minimum of three specimens shall be tested. Reference ASTM D 1876 with the following modifications: Specimens (1 - inch x 6 - inch) shall be cut from palm of insert to include sealed seam in center of specimen, no conditioning required, tension testing machine head speed 10 -inches/minute, report maximum peeling load only.

7/ One(1) specimen, 8 - inches by 12 - inches, shall be cut from the sample unit with the eight inch side in warp direction and one specimen with eight inch side in the fill direction. The specimen shall be conditioned at 0°F for one hour and flexed as specified in ASTM F 392 except the specimen shall not be aged, the short edges shall not be heat sealed or otherwise joined, and the specimen shall be flexed for 5,000 cycles. At the end of the flexing, the specimen shall be removed from the test chamber and conditioned prior to testing for water permeability. Test two sites for leakage at completion of flex using same conditions and inspection criteria as 8/.

8/ The water permeability shall be tested in accordance with ASTM D 751, Hydrostatic Resistance, Procedure B, with a fixed hydrostatic head of 50 centimeters minimum shall be held for 3 minutes minimum, testing (come into contact the water) the side of the sample (insert) facing the shell.

[Please note the insert may be inverted in use; please refer to end item.] Three (3) specimens minimum shall be tested. The report shall include only measurement of the appearance of the water droplets. Leakage is defined as the appearance of one or more droplets anywhere within the 3 1/2 -inch minimum diameter test area. In order to use Suter Hydrostat tester after abrasion, one will have to fabricate a specimen holder with 3 1/2 - inch minimum diameter.

9/ Test one (1) sample, 14 - inches x full width (28 - inch minimum). Specimen shall be agitated using the “normal” cycle in an automatic home laundering machine except that the machine shall be capable of continuous agitation AATCC Test Method 135, without soap. The water level shall be maintained at 16 (± 0.5) gallons and water temperature shall be 32 (+ 9) °C. Additional fabric shall be added to create a load of 2 (+ 0.2) pounds. Upon completion, the specimen shall be air dried prior to testing for leakage in accordance with 8/.

10/ Test five (5) samples abrading the side of the insert facing shell. The abrasion test shall be conducted in the multidirectional mode using 0 grit emery paper as the abradant. Use a solid rubber diaphragm without electrical contact (grounding) pin. The diaphragm shall have a smooth surface without bumps. Use diaphragm inflated to 4 (+ 0.25) pounds per square inch. A load of 1 - pound shall be applied to the abradant. The test mode shall be 100 double strokes per revolution. Do not change the abradant paper. Once abrasion is complete, specimens shall be tested using Water permeability test method as described in 8/.

11/ The specimen, 4 - inches minimum by 4 - inches minimum, shall be laid flat on a glass plate.

Three drops of the test liquid DEET (see 6.5) shall be applied to the center of the specimen. Test the side of the sample (insert) facing the shell. A glass plate of the same dimensions shall be placed on the specimen and a four-pound weight placed in the center of the glass plate of the assembly.

After 16 hours, remove the specimen and test immediately for hydrostatic resistance.

12/ Test five (5) samples using ASTM D 751 (Hydrostatic Resistance Procedure A1). No restraining or supporting fabrics are to be used during the testing. Test the side of the sample

(insert) facing the shell. [Please note the insert may be inverted in use; please refer to end item.]

13/ Test five (5) samples using exposure Procedure C. Expose shell side of laminate. Surrogate gasoline Fuel C as defined by ASTM D 471.

14/ Barrier and Liner to be measured together as a laminate or two-layer composite. Use five specimens 4 inches square. Slot width shall be 10 millimeters. Load cell of 100 grams maximum shall be used. Note that the total force reported is the sum of four individual measurements performed in the locations prescribed by ASTM D 6828 (warp/fill/up/down). It is permissible to use small mechanical fasteners such as staples to prevent barrier laminate curling, if necessary.

4.3.5.1 Toxicity test (cloth material only). When required (see 6.2), an acute dermal irritation study and a skin sensitization study shall be conducted on laboratory animals. When the results of these studies indicate the basic material of the gloves is not a sensitizer or irritant, a Repeat Insult

Patch Test shall be performed in accordance with the Modified Draize Procedure. (See 2.3). If the toxicity requirement (see 3.4.1.1) can be demonstrated with historical use data, toxicity testing may not be required (see 6.2).

4.3.5.2 Heat and thermal shrinkage resistance test. The entire glove and all components shall conform to National Fire Protection Association (NFPA) 1971, Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting (Heat and Thermal Shrinkage Resistance

Test). The independent laboratory test report shall state any melting characteristics on all components of the glove including findings and closures, and whether the glove is still donable and flexible after heat exposure.

4.3.5.3 Tensile strength test for storage loop/cord. The storage loop/cord shall be tested in accordance with ASTM D 6775 with the exception of using a six inch sample and flat surface clamps.

4.3.5.4 End item testing. The finished glove shall conform to the requirements specified in 3.9 when tested in accordance with Table XI.

1/ Whole glove leakage testing. For testing of the insert, mandatory testing to be done at the beginning of each contract or contract option and once every 30,000 pairs of inserts produced thereafter. The lot size shall be expressed in units of gloves. The sample unit shall be one glove, and the selection shall be by pairs. The inspection level shall be put in the solicitation and contract.

Any test failures shall be cause for the rejection of the lot.

2/ Whole glove leak test, testing apparatus. The test apparatus shall consist of a 3 - inch inside diameter tubular rigid polyvinyl chloride test chamber approximately 12 - inches in length. The chamber shall be capped approximately 2 - inches from the bottom with the cap having a 1/2 -inch diameter plastic air escape tube approximately 3 - inches long. The test chamber shall be oriented vertically and placed in a container filled with approximately 1 -inch of water such that the escape tube vents to the outside of the chamber, with the end of the tube under the water. The top of tube shall be beveled at a 45° angle on the inside. The top plug shall consist of polyethylene, approximately 4 inches in height, and 4 inches in diameter at the top tapering to approximately 2 -inches in diameter at the bottom. An air passage shall be provided vertical through the plug and connected via nominal 1/2 -inch tubing through a gage and air regulator to an oil-free compressed air source. A mechanism shall be provided that is capable of reproducibly clamping the plug into the end of the tube such that a seal is provided. An equivalent to the apparatus as mentioned above must be qualified by US Army, Natick Soldier Center (see 6.7).

3/ Whole glove leak test, testing procedure. The glove shall be inserted into the test chamber to near the cuff. The plug shall be inserted into the cuff of the glove and clamped such that a seal that holds not less than 4 pounds per square inch is formed with the beveled edge of the test chamber.

Air shall be provided to the chamber to a level of 4 pounds per square inch for a period of not less than 5 seconds. Appearance of air bubbles at 5 seconds constitutes failure.

4/ Liner retention test and testing apparatus. Liner retention shall be evaluated with the use of locking forceps and a force-measuring gage. Test a minimum of three finished gloves. Each digit of the glove shall be tested as follows. The locking forceps shall be attached to the inner liner of the digit to be tested ensuring that an unattached liner or the outer shell is not grabbed. The hook of the force gauge shall be looped around the locking bridge of the forceps. The digit of the glove shall be gripped ensuring the inner liner is not impeded. The force gauge shall be pulled until 6 pounds. Registers on the dial and then released. Each digit shall be inspected for indication of detachment of inner barrier liner. Results shall be recorded and reported as pass or fail. Failure of any digit of any glove shall constitute failure. Glove shall be permitted to be cut open to verify detachment.

5/ Whole glove dexterity test. The test apparatus and procedure shall be as described in NFPA

1971. The dexterity test score for the gloved hand will be compared to the test score for the bare hand and recorded as the percentage of bare hand control. Test results shall be used for comparative purposes.

6/ Pre-curved fingers. The finished glove shall have fingers that are slightly pre-curved as a result of the patterning of the glove shell and the bonding process used for the attachment of the insert barrier to the outer shell. The pre-curve shall be visually noticeable.

7/ Overall liquid integrity test. The test shall be modified to use JP8 Fuel as the liquid and the glove body shall be dunked in JP8 Fuel to within 1 inch of the gauntlet stitch line. Results shall be recorded as passing if no liquid breakthrough occurs to the inside lining of glove.

4.3.5.5 Service life. The combat glove shall meet the requirements of 3.11 when tested in accordance with industry standards.

5. PACKAGING.

5.1 Packaging. For acquisition purposes, the packaging requirements shall be as specified in the contract or order (see 6.2). When actual packaging of material is to be performed by DoD or in-house contractor personnel, these personnel need to contact the responsible packaging activity to ascertain requisite packaging requirements. Packaging requirements are maintained by the

Inventory Control Point’s packaging activities within the Military Department or Defense Agency, or within the military service’s system commands. Packaging data retrieval is available from the managing Military Department’s or Defense Agency’s automated packaging files, CD-ROM products, or by contacting the responsible packaging activity.

6. NOTES

(This section contains information of a general or explanatory nature that may be helpful, but is not mandatory.)

6.1 Intended use. The fuel handler gloves are intended to be worn by fuel handler’s and provide hand to mid forearm protection during fuel handling operations.

6.2 Acquisition requirements. Acquisition documents should specify the following:

a. Title, number, and date of this purchase description.

b. Sizes required (see 1.2).

c. The specified issue of individual documents referenced (see 2.2).

d. When first article is required (see 3.1, 4.2, 6.3).

e. Bar coding (if applicable) (see 3.4.6.2)

f. Conformance inspection quality acceptance limits (see 4.3)

g. Inspection conditions (see 4.3.1)

h. When toxicity testing is required (see 4.3.5.1)

i. Packaging (see 5.1).

6.3 First article. When first article inspection (see 4.2) is required, the contracting officer should provide specific guidance to offerors whether the item(s) should be first article sample, a first production item, or a standard production item from the contractor’s current inventory, and the number of items to be tested as specified in 4.3. Invitations for bids should provide that the

Government reserves the right to waive the requirement for samples for first article inspection to those bidders offering a product which has been previously acquired or tested by the Government and that bidders offering such products, who wish to rely on such production or test, must furnish evidence with the bid that prior Government approval is presently appropriate for pending contract. Bidders should not alternate submit bids unless specifically requested to do so in the solicitation.

6.4 Standard sample. For access to standard samples address the contracting activity issuing the invitation for bids or request for proposal.

6.5 DEET reagent. The DEET reagent is an insect repellent reagent solution of 75% by weight

(min) of diethyltoluamide and the remainder denatured alcohol. The diethyltoluamide component of the solution is a technical grade and contains N, N- diethylmetatoluamide of not less than 95% purity and the remainder shall consist of entirely or mixture of ortho or para isomers of N, N-diethyltoluamide. The denatured alcohol component of the solution is ethanol, U.S.P. 94.9% by volume and denatured in accordance with The Code of Federal Regulations 27 CFR 21, Formula

40 (see 2.2.2). The diethyltoluamide must be registered with the U. S. Environmental Protection

Agency in accordance with the Federal Insecticide Act, Fungicide and Rodenticide (FIFRA) (see

2.2.2).
