1. Purpose. To establish and publish a standard operating procedure for submission, certification and recertification of vendors participating in the Navy Exchange Service Command (NEXCOM) Uniform Certification Program (UCP). The Navy Clothing and Textile Research Facility (NCTRF) manages and provides technical oversight of the program.
2. Effective Date. This Standard Operating Procedure (SOP) is effective upon receipt and will be reviewed annually in conjunction with references (a) and (b).
3. Background. Reference (a) establishes the purpose, responsibility and policy under the NEXCOM Uniform Certification Program. No vendor shall enter into this program without approval from NEXCOM. This procedure will ensure all applicable vendors are aware of the requirements and can submit to NCTRF commercial textile materials; garments and accessories;
footwear and insignia for evaluation and certification. This certification will guarantee that the items meet or exceed Navy requirements.
4. Responsibilities.
A. Textile Material Certification. Each type of textile material and shade is required to be certified. Certificates will be issued to textile vendors that are designated as a prime manufacturer, finisher, and converter. NCTRF establishes and retains shade standard and tolerances for each textile product used in the construction of items; replenishment of shade standards occurs every four (4) years with the color white occurring every three (3) years.
Standard samples are available upon request. Certification numbers will be electronically assigned to the textile vendor and location as specified on submittal form (enclosure (1)), a certificate will be sent to the vendor via NCTRF’s automated email system. The certification number does not transfer from one location to another, nor does it apply to subcontractors.
1. Textile Material Submission Shall:
a. Be evaluated for physical properties, colorfastness, finish, and shade against prescribed requirements to obtain initial certification and recertification every two (2) years thereafter to maintain certification.
b. Include the following when requesting initial, recertification, or responding to rejection or deficiency notification:
(1) Completed Textile Material Submittal Form (enclosure (1))
(2) Applicable yardage:
(a) Solid Shade- Five (5) yards, full width
(b) Prints- Five (5) yards, full width, eighteen (18) inch repeat
(c) Knits- Five (5) by eighteen (18) inch squares
(3) Laboratory test report documenting test results per applicable requirement documents. Laboratory reports can be third party and/or In-house reports.
(4) Certificates of Conformance, as applicable
c. Be entered into the NCTRF Uniform Certification Database utilizing information as supplied and analyzed against requirements documents.
NCTRF will notify certification status within sixty (60) calendar days from receipt of submission.
d. Comply with submission process and timelines, if submission does not comply items will be returned without being evaluated.
e. Receive notification of certification status via NCTRF automated email system and if applicable, by letter if resubmittal is necessary.
(1) Certified- assigned an electronically generated certification number
(2) Conditional- assigned an electronically generated certification number and notification of the deficiencies. Re-submit per process within thirty(30) calendar days from date of notification, extension will be granted when requested for additional time needed for production of new yardage.
(3) Rejected- Vendor will be notified and has thirty (30) days from date of rejection to resubmit per the process
f. Be shipped to address annotated on enclosure 1.
2. Upon notification, Certified Textile Materials Shall:
a. Be labeled as required by law. Labels shall be permanently attached with instructions on care and maintenance in accordance to the applicable statutes and regulations, i.e. Federal Trade Commission (FTC) fiber content labeling rules.
(1) Wool and wool blend textiles in shade Blue 3346 will have a permanent decal displaying the name of the certified textile vendor at 18-inch intervals on the back of the textile, staggered across the width, to identify the textile as having been produced in accordance with the color of the textile and shall not show through to the face side of the textile. The appearance of this decal will be distinct, yet harmonize with the color of the textile and shall not show through to the face side of the textile. By applying the decal, the textile vendor guarantees that at the time of manufacture, all prescribed requirements had been met and that an acceptable color match to the tagged sample has been met.

b. Be submitted to NCTRF for shade verification, the shade verification submission shall:
(1) Include a completed Shade Swatch Submittal Form (enclosure (2)).The sample shall be a 10 inch x 8 inch swatch from each production roll for verification. Submits must be cut with straight scissors – no pinked edges. Each swatch shall have the corresponding lot number and roll identification affixed to the back of the swatch in the upper right-hand corner with a staple so that the warp direction is running vertically and the weft direction is running horizontally. Shade verification submissions shall be sent to address annotated on enclosure (2).
(2) Be shade verified on each roll of fabric from the production lot prior to delivery of textiles to any manufacturer of UCP items
(3) Be conducted in accordance with American Association of Textile Chemists and Colorists (AATCC) Evaluation Procedure 9 Visual Assessment of Color Difference of Textiles, Option A and any other applicable requirements.
(4) Be requested electronically via the NCTRF website shade portal (https://nctrf.natick.army.mil/shade/shade.nsf) or (usarmy.natick.imcom.mbx.shade@mail.mil).
(5) Be notified via email within five (5) business days after receipt of the swatches. Swatches will be retained for forty-five (45) calendar days.
(6) Accommodate requests for additional submission on materials that require reformulation due to excessive failures.
(7) Provide consideration throughout the production process for a NEW standard and/or tolerances. Submittals shall be accompanied with a completed Shade Standard and Tolerance Evaluation Form (enclosure (3)) and submitted via the NCTRF shade portal (natick.army.mil/shade/shade.nsf) or (usarmy.natick.imcom.mbx.shade@mail.mil).
B. Uniform Garment and Accessory Certification. Will be issued only to prime manufacturers who fabricate uniform garments and accessories. NCTRF maintains the standard patterns required for sample and full production, the files will be supplied in Computer Aided Design (CAD) file format and shall be used as supplied unless written authorization from NCTRF has been obtained, files will be sent as email attachments. The CAD data will be graded in all sizes and lengths required by the tariff of sizes and according to the table of finished measurements outlined in the requirements document. Patterns are assigned a “Pattern Date” by NCTRF that indicates the date of most current modification, if/when modifications are made, a pattern amendment summarizing the change will be supplied. The vendor should reference the “Pattern Date” for all pattern inquires. Minor modifications to the vendor’s working pattern are allowed to accommodate automatic equipment and/or production processes. Certification numbers will be electronically assigned to the vendor and location as specified on the submittal form (enclosure (4)); a certificate will be sent to the vendor via NCTRF’s automated email system. The certification number does not transfer from one location to another, nor does it apply to subcontractors.

(3) Factory Quality Assurance Finished Measurements Chart to confirm compliance with required documents.
(4) Certificates of Conformance, as applicable
c. Include the following garment sizes:

d. When requested include, samples of components such as interlinings, linings, buttons, tapes, etc. and/or vendor’s quality assurance plan, as applicable.
e. Be entered into the NCTRF Uniform Certification Database utilizing information as supplied and analyzed against requirements documents.
NCTRF will notify certification status within sixty (60) calendar days from receipt of submission.
f. Comply with submission process and timelines, if submission does not comply items will be returned without being evaluated.
g. Receive notification of certification status via NCTRF automated email system and if applicable, by letter if resubmittal is necessary.
(1) Certified- assigned an electronically generated certification number
(2) Conditionally Certified - assigned an electronically generated certification number and notification of the deficiencies. Re-submit per process within thirty (30) calendar days from date of notification.
(3) Rejected- Vendor has thirty (30) days from date of rejection to resubmit per process.

2. Upon notification, Certified Uniform Garment and/or Accessory Shall:
a. Have a certification label, permanently applied to all garments and/or accessories, which documents the vendor guarantees the item has been produced from certified material of the appropriate shade and meets the documented requirements of the certified sample and contains the following verbiage:
“This garment, manufactured under certificate number XXX-XXXXXX-XX-XX, is warranted to meet all applicable prescribed requirements of the NEXCOM Uniform Certification Program and is produced in accordance with the tagged sample under the current certificate.“.
b. Have date of manufacture, month and year, e.g. 01/21, affixed on or near the certification label.
c. Position location of the certification, size, care, and fiber identification in accordance with the documented requirements. Each part of a uniform shall be labeled for certification, care and size.
d. Be assigned certification numbers specific to the uniform garment or accessory end item and manufacturing location on the Garment or Accessory Submittal Form (enclosure (4)). The certification number is specific for one (1) end item manufactured at one (1) location. It does not transfer from location to another, nor does it apply to subcontractors.
e. Submit to NCTRF a monthly production schedule
C. Footwear Certification. Certificates will be issued only to prime manufacturers who fabricate uniform footwear. Certification numbers will be electronically assigned to the vendor and location as specified on the submittal form (enclosure (5)); a certificate will be sent to the vendor via NCTRF’s automated email system. The certification number does not transfer from one location to another, nor does it apply to subcontractors.
1. Footwear Certification Submission Shall:
a. Be evaluated for material, shade, design, fit, construction, quality, workmanship, and labeling against documented requirements to obtain initial and recertification every two (2) years thereafter to maintain certification.
b. Include the following when requesting footwear initial certification, recertification, or responding to rejection or deficiency notification:
(1) A completed Footwear Submittal Form (enclosure (5)).
(2) Two (2) full pairs; the footwear shall be made from material and components specified in the requirements document.
(3) One (1) half pair cross section, cut lengthwise; the footwear shall be made from material and components specified in the requirements document.
c. Include the following sizes:
d. Provide documentation to support that submitted footwear meets or exceeds all documented technical requirements.
e. Document those elements where the verification method is by inspection.
Submit a written clarification that briefly discusses how the proposed item meets all requirements.
f. When requested, submit for verification purposes, samples or a certificate of conformance for components used in construction and quality assurance test reports.
g. Be entered into the NCTRF Uniform Certification Database utilizing information as supplied and analyzed against requirements documents.
NCTRF will notify certification status within sixty (60) calendar days from receipt of submission.
h. Comply with submission process and timelines, if submission does not comply items will be returned without being evaluated.
i. Receive notification of certification status via NCTRF automated email system and if applicable, by letter if resubmittal is necessary.
(1) Certified- assigned an electronically generated certification number
(2) Conditional- assigned an electronically generated certification number and notification of the deficiencies. Re-submit per process within thirty (30) calendar days from date of notification.
(3) Rejected- Vendor has thirty (30) days from date of rejection to resubmit per process.
j. Be shipped to address annotated on enclosure (5).

2. Upon notification, Certified Footwear Shall:
a. Have a certification label permanently applied to the footwear, which documents the vendor guarantees the item has been produced from certified material of the appropriate shade and meets the documented requirements of the certified sample and contains the following verbiage:
“This footwear manufactured under certificate number XXX-XXXXXX-XX- XX, is warranted to meet all applicable prescribed requirements of the NEXCOM Uniform Certification Program and is produced in accordance with the tagged sample under the current certificate.”.
b. Position the certification label as follows:

c. Have date of manufacture, month and year, e.g. 01/21 affixed under the foot bed and be legible for the life of the item.
d. Have all other applicable labels to include the size, care, and fiber identification labels, positioned in accordance with the documented requirements.
e. Submit to NCTRF a monthly production schedule.
D. Insignia Certification. Insignia items that fall under the purview of the UPC are categorized and listed in appendix A (enclosure (6)). U.S. Navy Hallmark numbers will be issued to only prime manufacturers who fabricate insignia items. NCTRF maintains and are available for use upon request the hubs, dies, and embroidery files that are required for use in producing certified samples and subsequent production. Hubs and dies are available for loan and shall be returned to NCTRF within sixty (60) calendar days from receipt, with responsibility for replacement of any lost or damaged hub or die. Embroidery files are also available and shall not be modified. Certification numbers will be electronically assigned to the vendor and location as specified on the submittal form (enclosures (7) & (8)); a certificate will be sent to the vendor via NCTRF’s automated email system. The certification number does not transfer from location to another, nor does it apply to subcontractors.
1. Insignia Certification Submission Shall:
a. Be evaluated for initial certification. In order to maintain certification status, evaluations for recertification will occur every five (5) years thereafter. Metal insignia will be evaluated for design, appearance, metal composition, dimensions and overall quality against the documented requirements.
b. Be evaluated for initial certification. In order to maintain certification status, evaluations for recertification will occur every two (2) years thereafter. Textile material insignia and laser cut badge will be evaluated for design, appearance, base material identification, dimensions and overall quality against the documented requirements.
c. Include the following when requesting initial certification, recertification or responding to rejection notification:
(1) Completed Metal Insignia Submittal Form (enclosure (7)) or Textile Embroidery Submittal Form (enclosure (8)), as applicable
(2) Two (2) samples of each item made from the material and components specified in the applicable requirements documents.
(3) Certificates of Conformance, as applicable, be entered into the NCTRF Insignia Certification Database utilizing information as supplied and analyzed against requirements documents. NCTRF will notify certification status within sixty (60) calendar days from receipt of submission.
d. Comply with submission process and timelines, if submission does not comply items will be returned without being evaluated.
e. Receive notification of certification status via NCTRF automated email system and if applicable, by letter if resubmittal is necessary.
(1) Certified- assigned applicable U.S. Navy Hallmark number, which incorporates Institute of Heraldry hallmark.
(3) Rejected- upon notification, vendor has thirty (30) days from date of rejection to resubmit per process.
f. Shipped to address annotated on enclosures (7) and (8) as applicable.
2. Upon notification, Certified Insignia Shall:
a. Have U.S. Navy Hallmarks embossed on all metal insignia items.
b. Have packaging that contains the following verbiage:
“This item has been manufactured in accordance with applicable Government specifications under US Navy hallmark number NXXX”
b. Apply a hallmark to an item and/or packaging, which the vendor guarantees that the item meets the documented requirements.

| prescribed requirements to obtain initial certification and recertification every |
| two (2) years thereafter to maintain certification. |
| b. Include the following when requesting initial, recertification, or responding to |
| rejection or deficiency notification: |
| c. Be entered into the NCTRF Uniform Certification Database utilizing |
| information as supplied and analyzed against requirements documents. |
| NCTRF will notify certification status within sixty (60) calendar days from |
| receipt of submission. |
| d. Comply with submission process and timelines, if submission does not comply items will be returned without being evaluated. |
| e. Receive notification of certification status via NCTRF automated email system and if applicable, by letter if resubmittal is necessary. |
