U.S. NAVY UNIFORM CERTIFICATION PROGRAM

BY-LAWS

I. MISSION AND FUNCTIONS OF THE UNIFORM CERTIFICATION PROGRAM

A. Mission. Under the management and policy guidance of the Navy Supply Systems Command (NAVSUP) and the cognizance of the Navy Exchange Service Command (NEXCOM), the Navy Clothing and Textile Research Facility (NCTRF) directs the U.S.

Navy Uniform Certification Program. Through this Program, manufacturers of certified uniform items warranty that items offered for sale to naval personnel outside the Navy Supply System (commercial outlets and Navy Exchanges) will meet or exceed prescribed requirements for material, shade, design, fit, construction, appearance, quality, workmanship and durability.

B. Functions. NCTRF is responsible for the following functions:

1. Establish requirements for textiles, garments, accessories, and insignia which include quality, standards, and specifications to ensure uniformity of appearance.

2. Furnish requirements, patterns, hubs, stitch enlargements, shade standards, standard samples (when available), and other pertinent information to industry.

3. Evaluate samples of component materials, garments, accessories, and insignia submitted by manufacturers to determine conformity with requirements.

4. Determine whether items "meet or exceed" the Navy's standards for material, shade, design, fit, construction, appearance, quality, workmanship, and durability.

5. Issue certificates to approved textile, garment, accessory, and insignia manufacturers that authorize them to label their articles as being made in accordance with applicable standards, specifications, and tagged certified samples.

6. Monitor certified items at manufacturing sites, Navy Exchanges, and warehousing facilities. Review production methods and finished items. Inspect warehouse and store stock.

7. Manage the Certified Item Deficiency Report Program.

8. Evaluate samples taken randomly from stock or submitted for verification.

9. Withdraw or withhold certification from participants whose products are below the acceptable standards for material, shade, design, fit, construction, quality, appearance, workmanship, durability, or other characteristics prescribed by requirements, as well as withdraw or withhold certification from participants for non-conformance to the certified sample.

10. Inform industry of the following through NCTRF bulletins:

a. New items

b. Changes to requirements

c. Procedural changes to the Uniform Certification Program.

11. Publish the Certified Manufacturers Directory listing all certified manufacturers for textiles, garments, insignia, and accessory items and distribute to industry and Navy activities.

12. Encourage uniform suppliers and manufacturers to participate in the Uniform

Certification Program. Act as consultant to those seeking participation. Conduct assist visits to manufacturing sites.

13. Disseminate information on Program's aims and objectives via trade publications and appropriate industrial and commercial associations.

II. CERTIFICATION PROGRAM FOR TEXTILES

A. Textile Policy.

1. Certificates will be issued to the following textile manufacturers:

- Prime manufacturers such as companies actually weaving and finishing the fabric who assume responsibility that the finished fabric meets or exceeds all requirements.

- Finishers of the fabric who assume responsibility that the finished fabric meets or exceeds all requirements.

2. Textiles will be evaluated for construction, physical, colorfastness and shade requirements initially to obtain approval, and every two years thereafter, to maintain certification.

3. A certification number will be assigned to each type and shade of fabric controlled by the Certification Program. The number will be indicated on the signed certificate and the tagged sample.

4. NCTRF maintains standard samples for each textile product controlled by the

Certification Program.

5. NCTRF verifies shade initially and on each production roll. Yardage produced by a manufacturer is not actually certified goods until the roll has received NCTRF's approval.

6. Wool and wool blend fabrics must have a permanent decal displaying the name of the certified manufacturer at 18" intervals on the back of the fabric, staggered across its width, to identify the fabric as having been produced in accordance with the tagged certified sample. The appearance of this decal will be distinct, yet harmonize with the color of the fabric and shall not show through to the face side of the fabric. By applying the decal, the manufacturer guarantees that at time of manufacture, all requirements had been met or exceeded and that an acceptable color match to the standard sample had been met.

B. Textile Certification Procedure.

1. The manufacturer is required to have each fabric tested prior to submittal to NCTRF. A laboratory report shall be provided to NCTRF with each submittal. The report shall include the name and location of the laboratory that conducted the tests, and the test results which verify minimum requirements have been met. The report shall also verify that the shade is acceptable.

2. Manufacturers shall submit a 5 yard sample (full width) of the tested fabric, accompanied by the laboratory test report, to NCTRF for test verification and shade approval, in accordance with enclosure (1). Within 45 calendar days of receipt, NCTRF notifies the submittor of approval or rejection.

3. If approved, a certificate number will be assigned. A 1 yard piece will be tagged and maintained at NCTRF. A 9x12 inch piece and the signed certificate indicating the assigned certification number will be forwarded to the submittor.

4. If the sample is rejected, the manufacturer will be informed by letter of the deficiencies and must resubmit corrected yardage within 30 calendar days. NCTRF will retain a portion of the rejected sample until the next 5 yard sample is submitted.

5. Reprocessing time frames will follow the same schedule as initial submittals, as indicated in paragraphs II.B.2 through 4 above.

C. Shade Verification of Production. Manufacturers must submit to NCTRF, using enclosure (2), a 6x6 inch swatch from each production roll for shade verification.

D. Textile Recertification Procedure.

1. Manufacturers are required to submit 5 yards of fabric (full width) per style and color for recertification every two years. The first submission will be two years after the initial date of approval of the item, and every two years thereafter. NCTRF will request recertification submittal 45 calendar days prior to the expiration date of the certificate.

Within 45 calendar days of receipt of the yardage for recertification, NCTRF will notify the submittor by letter of acceptance or rejection.

2. If approved, a 1yard piece will be tagged and maintained at NCTRF. A 9x12 inch piece will be tagged and forwarded to the submittor.

3. If the sample is rejected, the manufacturer will be informed of the deficiencies and must resubmit corrected yardage within 30 calendar days. NCTRF will retain a portion of the rejected sample until the next 5 yard sample is submitted.

4. Reprocessing time frames will follow the same schedule as initial recertification submittals, as indicated in paragraphs II.D.1 through 3 above.

III. CERTIFICATION PROGRAM FOR GARMENTS AND ACCESSORIES

A. Garments and Accessories Policy.

1. Certification will be granted by NCTRF for each item which meets or exceeds the minimum specified requirements.

2. Certification will be issued only to prime manufacturers engaged in the fabrication or assembly of uniform garments and accessories. The certificate number is assigned to the manufacturer requesting approval for a garment or accessory manufactured at a specific location. If a subcontractor is used, the certification applies to the prime manufacturer producing items at that specific subcontractor's location. That certification number is not applicable to the subcontractor itself, nor is it transferable from one location to another.

3. Standard patterns will be furnished by NCTRF upon request. The manufacturer will be required to grade patterns for all other sizes from the supplied pattern or drawings to meet the applicable table of measurements. When an expanded set of patterns is provided, the manufacturer is required to use them. The manufacturer shall not modify the standard (master) patterns in any way unless written authorization from NCTRF has been obtained. If any problems are encountered with the standard pattern, NCTRF shall be promptly notified.

4. All garments must be made from certified fabric which has obtained shade verification approval.

5. Samples of components such as interlinings, linings, buttons, tapes, etc., may be requested for verification purposes during certification and recertification.

Manufacturers producing items which incorporate a fusible interlining may be required to submit a one yard full width piece of fused goods for testing purposes.

6. Manufacturers are required to place the following permanent certification label on all garments:

"This garment is warranted to meet or exceed the standards of document XXXXX and was produced under certificate number XXX-XXXX-XXXX from basic materials warranted by the manufacturer to have been produced in accordance with the sample under the current certificate."

The location of the label shall be in accordance with enclosure (3).

7. The date of manufacture (month/year) must be permanently applied on or near the certification label to identify the date the item was manufactured. The date must remain legible for the life of the item.

8. A care label must be permanently attached to the item with instructions on care and maintenance. Care label wording shall be in accordance with applicable requirements as stated in the certification letter, bulletin, or specification.

9. Women's garments made in body type sizing shall include appropriate body dimension labeling in accordance with NCTRF Bulletin 120A.

10. Each part of a uniform must be labeled for certification, date of manufacture, care, and size. For example, a coat and trousers or a coat and removable liner must both contain the appropriate labeling.

11. By applying a certification label, the manufacturer guarantees that the item has been produced from certified material of the appropriate shade, and meets or exceeds the requirements and approved certified sample.

B. Garments and Accessories Certification Procedure.

1. Manufacturers shall submit two samples of each item (unless quantity is otherwise specified) from their current production to NCTRF in accordance with enclosure (4).

For shoes and boots an additional sample cut longitudinally is required. Sample sizes required are:

2. Within 45 calendar days of receipt of the items for certification, NCTRF notifies the submittor of acceptance or rejection. NCTRF evaluates conformance of material, shade, design, fit, construction, quality, workmanship, and durability against requirements or the applicable standard sample. Appearance before and after laundering or dry cleaning will also be considered.

3. If approved, a certificate number will be assigned. All approved samples will be tagged and one of the samples will be retained by NCTRF. The other sample and the signed certificate indicating certificate number will be forwarded to the submittor.

4. If the samples are rejected, the manufacturer will be informed by letter of the deficiencies and must resubmit corrected samples within 30 calendar days. NCTRF will retain one of the rejected samples until the next samples are submitted.

6. Once an item is certified, NCTRF approval and recertification is required for any deviation from the certified sample.

7. Any certified fabric which appears to the manufacturer to be below standard for any reason shall be reported to NCTRF.

C. Garments and Accessories Recertification Procedure.

1. Manufacturers shall submit two samples (unless quantity is otherwise specified) of their certified items from their most current production for recertification every two years. For shoes and boots an additional sample cut longitudinally is required. The first submission will be two years after the initial date of approval of the item, and every two years thereafter. NCTRF will request recertification submittal from each manufacturer 45 calendar days prior to the date of expiration of each item. Within 45 calendar days of receipt of the items for recertification, NCTRF will notify the submittor by letter of acceptance or rejection

2. If the samples are approved, both samples will be tagged. One of the samples will be retained by NCTRF, and the other returned to the manufacturer with the recertification approval letter.

3. If the samples are rejected, the manufacturer will be informed of the deficiencies and must resubmit corrected samples within 30 calendar days. NCTRF will retain one of the rejected samples until the next samples are submitted.

4. Reprocessing time frames will follow the same schedule as initial recertification submittals, as indicated in paragraphs III.C.1 through 3 above.

5. At NCTRF’s option, recertification may be granted as a result of a NCTRF inspection visit at the manufacturing site. NCTRF will notify the manufacturer by letter following the visit if recertification occurs. Approved samples will be taken from the visit by NCTRF for tagging in accordance with paragraph III.C.2 above.

6. NCTRF must be notified by letter using enclosure (4) of any manufacturing location change. Two samples (unless quantity is otherwise specified) produced at the new location are required to be submitted for recertification.

IV. INSIGNIA CERTIFICATION

A. Insignia Policy.

1. NCTRF will award each manufacturer one certificate number only. This number is applicable to all items produced by that firm, which have been approved by NCTRF.

Any firm not presently assigned a number by the Institute of Heraldry will, upon approval, be assigned a certification number by NCTRF.

2. Items submitted for certification approval will be evaluated for conformance to design, appearance, dimensions, and overall conformance to requirements.

3. Approval of an item authorizes the manufacturer to display his certification number on this item. Only approved items shall bear the certification number. Metal insignia items shall have the certification number debossed or embossed legibly on their backs in a noticeable location. Items such as shoulder boards, chin straps, embroideries, etc., due to their nature, shall be identified with the manufacturer's name and certification number on the package.

4. The certification number shall be applied by the manufacturer and no other firm or person is authorized to apply this number. By applying the certification number to the item, the manufacturer guarantees that the item has been produced in accordance with the applicable requirements.

5. Manufacturers are required to display the following legend on each certified item's container:

"U.S. Navy Certification No. xxxN This item is warranted by the manufacturer to meet the applicable government requirements."

6. A permanent imprint of the month and year of manufacture or date of shipping shall be incorporated onto each container, card, poly bag, etc. This imprint shall be located close to the certification legend.

7. Insignia items used by other Services and certified by their respective quality control programs will be considered acceptable under the Navy's Uniform Certification Program, unless there must be definite color, finish, size, materials, etc., modifications for specific Navy usage.

B. Insignia Certification Procedure.

1. To obtain certification approval for an insignia or related accessory item, a manufacturer must submit to NCTRF two samples of each item for examination and evaluation in accordance with either enclosure (4) for non-metal insignia and accessory items or enclosure (5) for metal insignia. Each item or group of items having the same material content shall be accompanied by a laboratory test report stating that the item(s) meet or exceed requirements. NCTRF reserves the right to conduct additional tests to verify the submitted test report results.

2. A Certificate of Compliance from the manufacturer stating that the item(s) conforms to requirements will be accepted by NCTRF in lieu of a laboratory report. If NCTRF finds that the item covered by the Certificate of Compliance does not conform to requirements, the manufacturer shall be required to submit a laboratory report for the item(s) within 30 calendar days.

3. Within 45 calendar days of receipt, NCTRF notifies the submittor of acceptance or rejection. If approved, the samples will be tagged. One will be retained by NCTRF, and the other will be returned to the submittor.

4. If the samples are rejected, the manufacturer will be informed by letter of the deficiencies and must resubmit corrected samples within 30 calendar days. NCTRF will retain one of the rejected samples until the next samples are submitted.

C. Insignia Recertification Procedure.

1. Metal insignia.

a. Manufacturers shall submit two of each of their certified metal insignia items for recertification every five years. The first submission will be five years after the initial date of approval, and every five years thereafter. Notification will be furnished each manufacturer 45 days prior to the date of expiration of each item.

Within 45 calendar days of receipt of the items for certification, NCTRF will notify the submittor by letter of acceptance or rejection.

b. If the samples are approved, both samples will be tagged. One of the samples will be retained by NCTRF and the other will be returned to the manufacturer with the recertification approval letter.

c. If the samples are rejected, the manufacturer will be informed of the deficiencies and must resubmit corrected samples within 30 calendar days. NCTRF will retain one of the rejected samples until the next samples are submitted.

d. Reprocessing time frames will follow the same schedule as initial recertification submittals, as indicated in paragraphs IV.C.1.a through c above.

2. Non-metal insignia and accessory items.

a. Manufacturers are required to submit two (unless quantity is otherwise specified) of each of their non-metal and accessory insignia items for recertification every two years. The first submission will be two years after the initial date of approval, and every two years thereafter. Notification will be furnished each manufacturer 45 days prior to the date of expiration of each item. Within 45 calendar days of receipt of the items for certification, NCTRF will notify the submittor by letter of acceptance or rejection.

b. If the samples are approved, both samples will be tagged. One of the samples will be retained by NCTRF and the other will be returned to the manufacturer with the recertification approval letter.

c. If the samples are rejected, the manufacturer will be informed of the deficiencies and must resubmit corrected samples within 30 calendar days. NCTRF will retain one of the rejected samples until the next samples are submitted.

d. Reprocessing time frames will follow the same schedule as initial recertification submittals, as indicated in paragraphs IV.C.2.a through c above.

V. CERTIFICATION NUMBERS

A. Certification numbers will be indicated on the certificate. The original certificate shall not be altered in any way. The certificate shall be signed by the Officer in Charge at NCTRF.

B. Certificate numbers are awarded to an individual firm for its exclusive use. The certificate number awarded to a manufacturer is not for use by other companies which may sell the textile, garment, accessory, or insignia supplied by the certificate holder.

C. Recertification approval will use the same number as the original certification.

D. Revocation of certificates is explained in Section VII.

E. Certificate numbers are considered transferable as part of a sale of a company. NCTRF will be notified by letter of any sale action. Pending an evaluation by NCTRF of the new company’s manufacturing capabilities and facilities, recertification may be required.

VI. INSPECTIONS

A. Sample Submittals. At any time, NCTRF may request sample submittals from the manufacturer or Exchange stock for evaluation and verification against the certified tagged standard sample and applicable requirements.

B. Plant and Warehousing Inspections.

1. Inspection visits will be made by NCTRF personnel to certified manufacturer's and subcontractor's plants and warehouses to verify that items continue to meet the specified requirements and the quality standard established by the tagged certified sample. Inspections will be both announced and unannounced.

2. Inspection visits consist of the following reviews:

a. Basic materials and components used in fabrication

b. Production techniques and items in-process

c. Inventory of end items

3. Manufacturers will provide their anticipated production schedules, in accordance with enclosure (6), at NCTRF's request to assist in the planning of inspection visits.

C. Exchange Inspections. Scheduled inspection visits will be made to Exchanges to inspect certified items for conformance and quality, including appropriate labeling requirements.

D. Reporting Inspection Results and Follow Up Corrective Action

1. After completing a field inspection visit to either a manufacturer's plant or an Exchange, a complete report detailing all findings is prepared by NCTRF, and a copy is forwarded to NEXCOM.

2. To insure that corrective action will be taken by manufacturers to eliminate the deficiencies noted during inspections, NCTRF will follow up directly with the manufacturers via correspondence and/or plant visits. NEXCOM will be advised of all actions being taken via correspondence copy.

3. Vendors will be notified of defective items by NEXCOM via a Chargeback (debit memo) form. Issuance of return credit authorization and/or replacement will be processed immediately by the vendor, regardless of the date of manufacture stamped on the defective item. The vendor will be responsible for shipping and handling charges.

VII. REVOCATION OF CERTIFICATION

A. Revocation Policy. Certification may be revoked at any time if it is determined by NCTRF that the certificate holder has violated any of the expressed conditions under which the certification was issued. These include, but are not limited to:

1. Use of non-certified fabrics.

2. Workmanship is not an acceptable quality level when compared to the certified sample.

3. Component materials or parts are not equivalent to the certified sample.

4. Labeling requirements are not as prescribed by the Certification Program.

5. Failure to submit item(s) for recertification.

6. Failure of prime contractor to advise NCTRF of changes to subcontractor and/or manufacturing facilities.

7. Failure to allow NCTRF personnel access to manufacturing or warehousing facilities of prime contractors and/or subcontractors.

B. Revocation Procedure.

1. Notice of the first violation will be given to the contractor in writing by NCTRF and will constitute a warning. The contractor will be required to respond in writing within 14 calendar days indicating (a) the action being taken to rectify the noted shortcomings and (b) when and where the corrected products can be inspected.

2. The next violation of the same infraction(s) will be grounds for revocation by NCTRF, who will notify the contractor of the revocation in writing. The length of the certificate revocation period will be based on the severity of the infraction.

3. Publication of revoked certificates will be made to all Exchanges. NEXCOM will determine on a case by case basis whether or not the Exchanges will be notified to screen their inventory for the specific item(s) for return to the contractor.

4. Reinstatement of a vendor's certification may be made after the revocation period by vendor resubmittal. If the product is acceptable, a new certification number will be issued. Old certificate numbers will not be reissued.

SAMPLE LETTER FOR FABRIC SUBMITTAL

In accordance with the U.S. Navy Uniform Certification Program, we are forwarding, under separate cover, a five-yard full-width sample of (fabric nomenclature and shade) for the necessary approval and certificate number. This fabric was manufactured by (XXXXX Textile

Corporation, Street, City, State), and was produced under (specification no. XXXXX, dated

MM/DD/YY). Our style number for this item is XXXXX. We enclose the laboratory test report prepared by (the XXXXX Testing Laboratories, Street, City, State).

“Additionally, manufacturers of certified uniform items to include garments, textile materials, accessories and insignia items will warranty that the end item products are manufactured in the United States of America.”

Page 2, Prior to section II – Add the following:

“NOTE: NCTRF RETAINS THE RIGHT TO GRANT CONDITIONAL CERTIFICATIONS

FOR ALL ITEMS. CONDITIONAL STATUS IS WHOLLY AT THE DISCRETION OF

NCTRF. CONDITIONAL CERTIFICATION NUMBERS ARE ASSIGNED TO ALLOW THE

MANUFACTURERS TO START PRODUCTION. FULL CERTIFICATION WILL BE

GRANTED ONCE SAMPLES FROM INITIAL PRODUCTION ARE RECEIVED AND

APPOVED BY NCTRF.”

Page 3, section B-Textile Certification Procedure – Add the following:

“6. Manufacturers shall submit a copy of their in-plant quality assurance plan. Plan shall detail in-process inspection stations and highlight high-risk processes. A plan for each subcontractors location shall be submitted.”.

Page 6, section B- Garments and Accessories Certification Procedure – Add the following:

“8. Manufacturers shall submit a copy of their in-plant quality assurance plan. Plan shall detail in-process inspection stations and highlight high-risk processes. A plan for each subcontractors location shall be submitted.”.

Page 8, section B- Insignia Certification Procedure - Add the following:
