CAUTION NOTICES

BERRY AMENDMEND COMPLIANCE

Offerors are cautioned that all components must be of domestic origin in compliance with DFARS clause 252.225-7012, Preference for Certain Domestic Commodities (Dec 2017), as contained in Section I of this solicitation.

Section 833 of the National Defense Authorization Act for Fiscal Year 2007 added language to 10 U.S.C. 2533a requiring that all articles or items of "clothing", including the materials and components thereof, purchased by the Department of Defense be grown, reprocessed, reused, or produced in the United States, other than sensors, electronics, or other items added to, and not normally associated with, clothing (and the materials and components thereof).

ELECTRONIC INVOICING AND ADVANCED SHIPMENT

NOTIFICATIONS (ASN)

The Directorate of Clothing and Textiles (C&T) requires electronic invoicing on all contracts unless another method is mutually agreed to by the Contractor, the Contracting Officer, the contract administration office, and the payment office.

Utilization of Wide Area Workflow - Receipts and Acceptance (WAWF-RA) in conjunction with DFARS 252.232-7003, ELECTRONIC SUBMISSION OF PAYMENT REQUESTS

AND RECEIVING REPORTS (JUN

2012).

The Directorate of Clothing and Textiles utilizes VIM-ASAP, which is short for DLA Virtual Item Manager ARN Supply-Chain Automated Processing, to transmit data to WAWF-RA. VIM-http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/12.htm#P295_49271

ASAP is the only authorized method to electronically process requests for payment to WAWF- RA for the Directorate of Clothing and Textiles. VIM-ASAP will give you visibility of contract information, track production status and print labels. VIM-ASAP pre-populates contract data on your invoices, such as unit price, contract numbers, item numbers, addresses, and many other fields that will save you labor and time.

Advanced Shipment Notifications (ASNs) associated with DFARS clause 252.211-7006, PASSIVE RADIO FREQUENCY IDENTIFICATION (MAR 2018) are sent via VIM-ASAP to WAWF-RA processes.

Please contact the VIM-ASAP help desk at 888-940-7348 to get started today!

SECTION L – INSTRUCTIONS, CONDITIONS, AND NOTICES TO

OFFERORS:

Proposals will be evaluated for both technical merit and price reasonableness following the evaluation procedures in section “M” of this solicitation. The Attachment I has been formatted to assist you in preparing a complete technical proposal. In order to provide full consideration of your qualification for contract award, you are encouraged to ensure that the information furnished in support of your technical proposal is factual, accurate, and complete.

The Department of Defense (DoD) is committed to applying "Best Value" contracting as a means to rely on industry for timely delivery of quality products, while reducing the Government's administrative costs associated with contractor oversight. To this end, we are evaluating factors in addition to price under this solicitation. Since effective production and quality control practices translate into better quality products, fewer delinquencies, reduced administrative costs and lower overall costs to the Government, we will be using your Technical Proposal to assess the efficiency of your production methods and the effectiveness of your quality control procedures. Moreover, those offerors who consistently demonstrate an ability to deliver on time while consistently providing a quality product will receive more favorable consideration than those who do not.

You may provide additional technical information you believe will enhance your proposal;

however, overly elaborate presentations are not desired.

Failure to provide the information requested may render the offeror's proposal technically unacceptable.

The Government reserves the right to verify the information provided for evaluation purposes.

Offerors are required to submit a technical proposal consisting of the following:

EVALUATION CRITERIA

1. PAST PERFORMANCE CONFIDENCE ASSESSMENT (1st Evaluation Factor)

There are three sub-factors to the past performance evaluation: recency, relevancy (including context of data), and quality of products (including general trends in contractor performance and source of information).

a. Recency (sub-factor a) Recency is generally expressed as a time period during which past performance references are considered relevant, and is critical to establishing the relevancy of past performance information. For this acquisition, Recency will be evaluated by using your Supplier Performance Risk System (SPRS)* (previously known as PPIRS-SR) contract data for Federal Supply Class (FSC) 8405. Please list the CAGE code for all places of performance proposed on subject solicitation. If a vendor does not have any SPRS contract data, submit below information.

The offeror shall describe the extent of experience producing the same or similar item(s) for a commercial or government entity within three (3) years of preceding the solicitation closing date. For each contract, the offeror shall provide:

(1) Name of customer.

(2) The contract/order number.

(3) Date of the contract/order.

(4) The commercial or Government entity point of contact (name, address and telephone number).

b. Relevancy (sub-factor b) Determines how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. In establishing what is relevant for the acquisition, relevancy will be evaluated by using your SPRS contract data for Federal Supply Class (FSC) 8405. Please list the CAGE code for all places of performance proposed on subject solicitation. If a vendor does not have any SPRS contract data, submit below information.

Vendors with SPRS contract data may also provide below information.

For each contract identified in response to paragraph (a) above, the offeror shall provide:

(1) Average dollar amount of the contract per annum.

(2) Total contract/order quantity.

(3) Quantity shipped per month.

(4) Period of performance.

(5) Brief description of the item(s), including the National Stock Number (NSN) and specification number, if applicable.

(6) Brief explanation of how the items are similar in construction/complexity to the items being solicited, if applicable. If you have not made items of the same or similar construction, explain how you will accomplish this should you be the successful offeror.

(7) Were there any extraordinary actions to satisfy customer needs? Be specific.

c. Quality of Products (sub-factor c) (i.e. how well the contractor performed)

i. Quality of Supplies:

For each contact identified in response to paragraph (a) above, the offeror shall:

Describe the quality of items delivered in the three (3) years preceding the solicitation closing date. For substandard quality, the offeror shall specifically address any warranty actions taken; quality deficiency reports issued, or returned merchandise (including one-for-one exchanges). The description of the problem shall also include an explanation for its occurrence, a clear plan or evidence of measures taken to preclude a recurrence and whether or not it was the offeror's fault or subject to mitigating circumstances.

ii. Delivery Performance:

Your delivery performance will be evaluated by using your SPRS score for Federal Supply Class (FSC) 8405. If a vendor does not have a score, submit below information. Vendors with SPRS contract data may also provide below information.

For each contract identified in response to paragraph (a) above, the offeror shall:

Specifically indicate whether the items were delivered on time, ahead of or behind schedule. If the items were not delivered on time, the offeror shall also provide the number of days delivered ahead of or behind schedule, whether revised delivery schedules were granted, and an explanation for any delivery extensions. For delinquent delivery, the description shall also include an explanation for its occurrence, a clear plan or evidence of measures taken to preclude a recurrence and whether or not the problem was the offeror's fault, otherwise excusable or subject to mitigating circumstances.

Note: The government reserves the right to consider more recent past performance (beyond the date of solicitation closing until the time of award) if necessary.

For all sub-factors and elements: In the case of an offeror without a record of past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably for past performance and will receive a “Neutral” rating.

Performance Confidence Assessment: An overall rating will be assigned for the Past Performance Evaluation Factor – Performance Confidence Assessment based on the combined evaluation of all three sub-factors of Recency, Relevancy, and Quality/Delivery Performance.

*Note: Reference Notice to Prospective Suppliers on use of Supplier Performance Risk System in Past Performance Evaluations for more information.

(2) Business Evaluation

Each proposal will be evaluated against the requirements of the solicitation. The Government will evaluate cost or pricing data or limited pricing information, if requested, with initial proposals or during discussions, in accordance with FAR Subpart 15.4. Although the special measurement unit price must be determined fair and reasonable before an award can be made, the special measurement unit price will not be considered in determining an offeror’s overall evaluated dollar value.

(C) SELECTION

The final technical and business evaluation reports will be furnished to the contracting officer.

Based on this report and analysis, the Contracting Officer will make the decision as to which offeror is selected for award. The responsible offeror whose proposal is the most advantageous to the Government, as determined by the evaluation of proposals according to the evaluation factors established in the solicitation, will be selected for award.

SECTION M – EVALUATION FACTORS FOR AWARD:

(a) The Government will make award to the responsible offeror(s) whose offer conforms to the solicitation and is most advantageous to the Government, cost or price, and other evaluation factors considered. The Government will award a contract only to concerns whose technical proposals establish that they can meet the requirements of the Government. For this solicitation, all evaluation factors other than cost or price, when combined, are –

[ ] All evaluation factors other than cost or price, when combined, are significantly less important than cost or price. As the evaluated cost/price becomes more equal, relative importance of all other evaluation factors becomes more significant.

[ ] All evaluation factors other than cost or price, when combined, are approximately equal to cost or price.

[X] All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The most important evaluation factor for this acquisition is Past Performance Confidence Assessment. As the evaluation factors’ ratings become more equal, price becomes more important.

b. Non-Cost/Price Evaluation Criteria:

The Government will utilize the combined technical and risk rating methodology. This approach combines technical and risk rating to include consideration of risk in conjunction with the strengths, weaknesses and deficiencies in determining technical rating. The factors are listed in descending order of importance:

1. Past Performance - Performance Confidence Assessment

(a) Recency

(b) Relevancy of Prior Contracts

(c) Quality of Products

i. Quality of Supplies

ii. Delivery Performance

Note: The Quality of Products elements i. Quality of Supplies and ii. Delivery Performance are of equal importance.

Note: The Past Performance Confidence Assessment sub-factors a, b and c are of equal importance.

Price Evaluation: All offered prices will be evaluated against the requirements of the solicitation based on the total unit price multiplied by the Minimum Quantity for the total evaluated price. The offered prices (and if requested with initial proposals or during discussions, cost or pricing data or information other than cost or pricing data) will be evaluated IAW FAR 15.4 to ensure that all awards will be at fair and reasonable prices.

NOTES:

Under the first evaluation factor Past Performance Confidence Assessment:

All three sub-factors: recency, relevancy, and quality of products will be evaluated to formulate a final past performance confidence assessment rating.

The Government will consider the offeror’s past performance under U.S. Government contracts or other contracts for three years prior to the solicitation closing. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating.

There are three sub-factors to the past performance evaluation factor:

Sub-factor a: Recency Recency is generally expressed as a time period during which past performance references are considered relevant, and is critical to establishing the relevancy of past performance information. For this acquisition, contracts/subcontracts performed within three (3) years preceding the solicitation closing date will be determined to be “Recent” and will undergo further evaluation. Performance prior to that three (3) year period shall be determined to be “not recent” and will not undergo further evaluation.

Sub-factor b: Relevancy Determines how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. In establishing what is relevant for the acquisition, contracts determined to be “Recent” will be evaluated for Relevancy. The similarity to the product/service/support, complexity, and dollar value will be assessed and the Relevancy aspect will be assigned an adjectival rating of “Very Relevant”, “Relevant”, “Somewhat Relevant”, or “Not Relevant”.

Sub-factor c: Quality of Products (i.e., how well the contractor performed) The offeror's degree of conformance to contractual requirements, responsiveness and effectiveness in addressing issues, quality of products, quality of customer service, and conformance to cost/price requirements or goals, will be evaluated in the qualitative past performance ratings.

For delivery performance, the offeror’s ability to deliver items within the terms of the contract, as well as the responsiveness and effectiveness in addressing problems meeting performance requirements will be evaluated. The Government will consider the offeror’s past performance under U.S. Government contracts or other contracts from the period three years prior to the solicitation closing date. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating.

Note: The Government reserves the right to consider more recent past performance (beyond the date of the solicitation, until time of award), if necessary.
