CAUTION NOTICE
Offerors are cautioned that all components must be of domestic origin in compliance with clause 252.225-7012, Preference for Certain Domestic Commodities (FEB 2013), as contained in this solicitation.
Section 833 of the National Defense Authorization Act for Fiscal Year 2006 added language to 10 U.S. C. 2533a, requiring that all articles or items of "clothing,” including the materials and components thereof, purchased by the Department of Defense be grown, reprocessed, reused, or produced in the United States, other than sensor, electronics or other items added to, and not normally associated with, clothing (and the materials and components thereof).
Very Important: The vendor must certify their agreement to these terms by signing the certification located in Section K of this solicitation.
The Government intends to make an award for the purchase of the item TRUNKS, APFU (Army Physical Fitness Uniform), NSN: 8415-01-623-2466(s); PGC: 03982
LOW PRICE TECHNICALLY ACCEPTABLE (LPTA) ACQUISITION
1. In the past, most Best Value Clothing and Textile solicitations utilized Best Value Trade Off Procedures, however, this acquisition is utilizing Low Price Technically Acceptable (LPTA) Best Value Method. As such, no “trade off” applies and the Government intends to award to the low priced firm who is compliant with the terms of the solicitation, and deemed “Technically Acceptable”. Also, unlike previous acquisitions for this type of item, there will be no allowable re-submittals for PDM (Product Demonstration Model) and only firms with acceptable PDMs will be eligible for award. Technical Acceptability is being defined herein as acceptable PDMs and compliance with all solicitation terms and conditions. All PDMs will be evaluated in accordance with the criteria outlined in the solicitation.
2. From among technically acceptable firms, the Government will then select the lowest price offeror and determine if that firm is responsible, complies with terms and conditions of the solicitation and an award to that firm is in the best interest of the Government. If the firm fits these criteria, award will be made to them. If not, the Government will review each subsequent technically acceptable low priced offer until one is identified that does meet the criteria, in which case award will be made to that firm.
3. The Government reserves the right to conduct negotiations with a competitive range group of offerors from among technically acceptable firms, based on price. If negotiations are conducted, award will be made to the lowest priced offeror (based on final proposal revision) that is technically acceptable, responsible and compliant with the solicitation terms and conditions.
Solicitation SPE1C1-16-R-0066 will be issued as a 100% SMALL BUSINESS SET-ASIDE.
Offerors are notified that previously this item was directed to Federal Prison Industries/UNICOR. However, Federal Prison Industries/UNICOR has waived their right to bid and will not be eligible for award under this solicitation.
There are four (4) ONE-YEAR OPTION TERMS for this solicitation. You are required to offer on the OPTION YEARS as well as the BASE ORDERING TERM. Failure to do so will result in the
REJECTION OF YOUR ENTIRE PROPOSAL.
Refer to Section “L” & “M”. Technical proposals are required to be submitted since this is a LOW PRICE TECHNICALLY ACCEPTABLE (LPTA) BEST VALUE SOURCE SELECTION ACQUISITION. Failure to submit a technical proposal may result in rejection of your entire offer.
RFID tags are required for the item, case and pallet for the ship-to destination (SC0150 –VSTQ- Pendergrass Distribution Center, Pendergrass, GA).
For the period of performance, the quantity limitations* for this solicitation and resulting contract are as follows:
Minimum quantity or dollar amount: _______60,000 PR (pair) per term_____
Maximum quantity or dollar amount: _______300,000 PR (pair) per term _____
PAGE 5 OF 82 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:
*The minimum and maximum values covering the period of performances are separate for the initial basic and each option period.
Acceleration of delivery is not authorized unless permitted in writing by the Contracting Officer.
The unit prices are required to be based on FOB Destination. Inspection and Acceptance is at Origin. See Section F for the estimated delivery schedule.
The Government reserves the right to require pre-production samples. First Lot Inspection will be required.
Offers will be evaluated based on the Evaluative Quantity, which is based on the maximum quantity. The Government reserves the right to make an award on initial offers received; therefore, your best offer should be submitted. Offerors are required to offer a unit price for the specified items for the base year period and the four (4) one-year option periods. Acceptance of the option provision contained herein for the subject items is mandatory. See Clause 52.217-
5. Offers that do not include acceptance of the option provision or do not contain offers on the options will not be considered.
NOTE: The delivery schedule, quantities, and sizes will be set forth on the contract at time of award (see Section F for the estimated schedule). The quantity at time of award will be determined by using the current demand. The production lead time will be 120 days after date of order and then in 30 day increments.
The Government reserves the right to perform size changes under the resultant contract, should the Government determine a need.
The Government reserves the right to perform conversions under the resultant contract, should the Government determine a need.
Two (2) pair PDMs are required for the Trunks, APFU, in SIZE MEDIUM AND SIZE MUST BE INDICATED ON THE LABEL. PDMS will be evaluated for visual, manufacturing and dimensional requirements.
NOTE: The PDM's must have the "ARMY" logo printed on the item in accordance with the purchase description. Written procedures on the screen printing preparation and process are also required.
CAUTION- Dye migration problems occurred in the past because of a chemical reaction between the Plastisol ink and the polyester material. The issues were not immediately apparent; migration occurred anywhere after a few hours to a few weeks resulting in a blotchy and/or inconsistent appearance. In the past an enhanced dye blocker produced by the firm International Coatings was successful at preventing dye migration.
NOTE: For this solicitation, alternate materials will NOT be allowed due to the dye migration issue. In order to insure that the contractor is able to manufacture the item, the specified materials outlined in the Purchase Description GL/PD-13-06D 2 February 2016 must be used.
Please see 52.215-9020, Instructions for Submitting Product Demonstration Models. CAUTION: The PDM’s may only be furnished with the offeror’s proposal at the time and date of the initial closing of the solicitation. Subsequent submissions will not be permitted, even if deficiencies exist in the submitted PDM’s. Therefore, the offeror must furnish its best effort with their proposal. Correction of the PDMs will not be accepted by the Government.
Offerors shall submit TWO (2) PR (pair) PDMs, SIZE MEDIUM. Two (2) PR (pair) of PDMs must be submitted for every intended place of performance, including all proposed subcontractors. It is preferred that the materials used to manufacture the PDM(s) be in accordance with any specifications defined in Section C of this solicitation. However, if the offeror uses alternate materials to manufacture the PDM(s) a letter must be supplied with them stating (i) which materials depart from the end item specification and (ii) that, although the materials used in producing the PDM(s) differ from those specified, the materials required by the specification will be utilized under any resultant contract.
