***This item requires NFPA 1977 certification. It is recommended that the certification be required at time of contract award. Higher level quality required; ISO 9001 certification by the manufacturer and any subcontractors is a prerequisite for NFPA 1977 certification. Equivalency for ISO 9001 is not acceptable.

Compliance to NFPA 1977 can be verified by visiting the Underwriters Laboratory or Safety Equipment Institutes websites. For companies with UL certification, visit: http://www.UL.com and match the UL certification number for a given company and product to the UL certification number on the actual product’s label. For items certified by SEI, by visiting Safety Equipment Institute at http://www.seinet.org and confirming NSN listed by company.
Any changes to the item or place of performance will require recertification prior to acceptance of product.
FIRST ARTICLE IS MANDATORY
FAT sampling for the shirts and pants is as follows. THREE (3) samples of EACH of the NSNs listed below, will be inspected for manufacturing, visual and dimensional requirements in accordance with end item specifications (5100-92M and 5100-91J)
Inspection will take place at:

In accordance with DLA and U.S. Forest Service Standard Operating Procedure for Quality Assurance of Wildland Fire Equipment and Supplies dated 15 July 2014, the TDC Engineering contact will have ten (10) working days from receipt of complete FAT package to conduct first article testing and report findings in writing via DD Form 1222 to the Product Specialist and Contracting Officer unless extenuating circumstances require additional time in which case the TDC would coordinate with the Product Specialist and Contracting Officer
After inspection and approval MTDC will send one of each NSN/item back to the contractor and retain the other 2.
Lot inspections will be performed by DCMA QAR in accordance with end item specifications:
5100-92M and 5100-91J
Certificates of compliance (COC) for all materials are required for FAT and Lot Inspection. COCs for Basic material and Thread shall be supported by test reports.
Contractor shall provide copies of the third party certification to NFPA 1977 as part of the FA submission.
Shade standard samples are available to the successful offeror and can be requested directly through MTDC point of contact noted above.
