SHIRT, FLAME RESISTANT, ARAMID: Shall be in accordance with Forest Service Specification 5100-91J dated February 24, 2011, and drawing/pattern MTDC-1067.

Color - Bright yellow

Cloth shall be in accordance with Forest Service Specification 5100-87E, dated February 24, 2011

First article samples are required in accordance with 5100-91J.

Additional Information for 5100-91J:

Delete References to FED-STD-123 and replace with MIL-STD-129

Delete exception "3.2.3 Thread. Delete reference to A-A-55217, size 35-40 throughout and replace with A-A-55217 size 50-60." Replace with the following exception: "3.2.3 Thread. Reinstate reference to A-A-55217 size 35-40 thread, to allow the use of size 50-60 thread where size 35-40 thread is specified; where size 50-60 thread is specified, there is no change (size 35-40 thread is not allowed)."

Delete current 3.2.7.1 paragraph and replace with the following: "3.2.7.1 Combination label. The combination identification/care label shall be placed on the inside of the front left facing, 1 to 1 1/2 inches above the bottom hem, and sewn on all four sides with a single row of stitching 1/16 to 1/8 inch from the edge. Stitching shall not be through the printing. The label shall be written as follows:"

Table II, Topstitch side/back, shoulder & armhole (if safety stitched); under Stitches Per Inch delete "8-10" and replace with "10-13".

Delete current 5.2.1 paragraph and replace with the following: "5.2.1 Packing. Thirty (30) shirts of one size, packaged in accordance with 5.1.1 shall be packed into a Type CF, Class Weather Resistant, Style RSC, Variety SW, Grade 350 (55 ECT) of ASTM D 5118; size shall be 24 x 16 x 16 (-3/4, +1) inches, the closure shall be in accordance with method IV of the appendix. The box shall comply with the Uniform Freight Classification and the National Motor Freight Classification."

SPECIAL MARKING: The National Fire Equipment System (NFES) number appearing below the National Stock Number (NSN) of this Item Purchase Description shall be marked on the shipping container below the NSN. The NFES number shall be preceded by "NFES".

Additional Information for MTDC-1067 - Patterns, Shirt, Flame-Resistant, Aramid, M-2011:

For the location of the loop, use the placement location dictated on the "under sleeve" pattern piece only. Disregard the ending location on the "top sleeve" pattern piece (sheet 3 and sheet 7) and attach a 7-1/2" piece of loop on all shirt sleeve hems regardless of shirt size.

Delete reference to 3-1/2" spacing between buttons on Sheet 1 of 7 of the drawing and replace with 4" spacing between each button starting with the second button from the top. The result will be 4" between each button.

DELETE CURRENT "BARCODE LABEL/TAG" REQUIREMENTS AND SUBSTITUTE THE FOLLOWING:

LABEL TAG: EACH ITEM SHALL BE INDIVIDUALLY BAR-CODED WITH A PAPER TAG FOR PERSONAL CLOTHING ITEMS. THE PAPER USED FOR THE TAGS SHALL BE STANDARD BLEACHED SULFATE HAVING A BASIS WEIGHT OF 100 POUNDS WITH A SMOOTH FINISH TO ACCEPT THERMAL TRANSFER AND DIRECT PRINTING. THE TAGS SHALL HAVE A HOLE AND SHALL BE ATTACHED TO EACH ITEM BY A FASTENER, CLEARLY LEGIBLE AND READABLE BY SCANNER. THE BAR CODING ELEMENT SHALL BE A 13 DIGIT NATIONAL STOCK NUMBER (NSN). THERE SHALL BE A 12 DIGIT UNIVERSAL PRODUCT CODE (UPC) ASSIGNED FOR ALL NSNS BY THE GOVERNMENT. THE INITIAL "UPC" MUST APPEAR BENEATH THE CODE. THE BAR CODES FOR NSN AND UPC SHALL BE A MEDIUM TO HIGH DENSITY AND SHALL BE LOCATED SO THAT THEY ARE COMPLETELY VISIBLE ON THE ITEM WHEN IT IS FOLDED AND PACKAGED AS SPECIFIED. THE LABEL'S LOCATION SHALL CAUSE NO DAMAGE TO THE ITEM.

This item shall be third party certified as being in compliance with National Fire Protection Association (NFPA) Standard 1977, Protective Clothing and Equipment for Wildland Fire Fighting. Proof of this certification shall be presented at the time of First Article submission.

A prerequisite for NFPA 1977 certification includes ISO 9001 certification.

An approved Certification Organization shall certify that the item meets the requirements of NFPA 1977. The contractor shall provide all required materials, garments, and information to the Certification Organization to permit such certification. The cost of certification is the contractor’s responsibility.

Any change to place of performance, design or materials may require recertification. Any changes after an item has been NFPA certified shall be presented to DLA Troop Support and the NFPA certification agency for evaluation.

Packaging examination. The fully packaged end item shall be examined for the defects listed below. The lot size shall be expressed in units of shipping containers. The sample unit shall be one shipping container fully packaged. The Inspection level shall be S-2 and the AQL, expressed in terms of defects per hundred units, shall be 2.5.

THE NOMENCLATURE AND MANUFACTURER'S NAME (WHEN THE NAME IDENTIFIES THE MATERIAL) SHALL BE OMITTED FROM ALL EXTERIOR SHIPPING CONTAINERS OF DLA TROOP SUPPORT C&T ITEMS, REGARDLESS OF MODE OF SHIPMENT.

IF THE MANUFACTURER'S NAME DOES NOT IDENTIFY THE MATERIAL AS BEING CLOTHING, IT MAY REMAIN. NSNS SHALL BE SHOWN ON ALL SHIPPING CONTAINERS OF C&T ITEMS, THE PACKING LIST SHALL BE PLACED INSIDE THE LAST CONTAINER TO BE LOADED FOR EACH SHIPMENT. SECTION D

Case lot is 30 shirts of one size only per box.

As a minimum item shall be packed in a snug fitting fiberboard shipping container conforming to ASTM-D-5118, Type CF, Style RSC, Grade 275, variety SW, Class domestic, with a double wall liner. Any commercial closure method cited in ASTM-D-1974 is acceptable except stapling. Packaging shall be as per ASTM-D-3951, MIL-STD-129 with change notice 4, MIL-STD-147. Lot numbering shall be in accordance with MIL-STD-129 AND DSCP-4155.3.

AQL'S:

Visual Major – S-4, 2.5 Minor – S-4, 10.0 Dimensional - S-2, 4.00 Palletization - S-1, 6.5 Prep - S-2, 2.5

ACCEPTABILITY OF LOTS WILL BE DETERMINED BY THE USE

OF "SAMPLING PROCEDURES AND TABLES FOR INSPECTION BY ATTRIBUTES", ANSI/ASQC Z1.4 and Quality conformance inspections in accordance with end item specification (5100-91J).

Contractor is required to provide copies of third party certification to NFPA 1977.

Certificates of compliance (COC) are required for first article and lot inspection in accordance with end item specification (5100-91J). COCs for Basic material and thread shall be supported by test reports.
