About this file

This is a specification document for a gasoline-powered vibratory reversible plate compactor issued by the Maine Department of Transportation (Maine DOT) for the purchase of three units. The solicitation seeks equipment designed for compacting aggregate material with rugged construction capable of performing reliably under severe operating conditions. The compactor must weigh between 600 and 650 pounds with a maximum width of 30 inches and an adjustable handle height between 30 and 48 inches. Key operational requirements include a minimum centrifugal force of 7,000 pounds, vibration frequency of at least 4,000 vpm, forward and reverse travel speeds of minimum 70 feet per minute, variable hydraulic controls, and the ability to operate on grades up to 30 percent. The equipment must be powered by an air-cooled, single-cylinder, 4-stroke gasoline engine (Honda preferred) with a minimum of 8 horsepower, automatic low oil shut-off, and dual-element air cleaner. Bidders are required to submit specification sheets and clearly note any exceptions to the specifications on a separate paper; failure to document exceptions will be interpreted as vendor compliance with all listed specifications.

All bid pricing must include shipping and delivery to Maine DOT Fleet Service in Augusta, Maine. The manufacturer's standard warranty applies with terms and conditions to be stated in the bid proposal, with warranty coverage beginning on the in-service date. Vendors must supply two complete parts manuals, two complete service manuals, and two operator's manuals (in CD format acceptable). Evaluation will be based on price, warranty, manufacturer performance data, delivery schedule, parts availability, and other factors deemed appropriate. Vendors may be requested to provide training within eight weeks of delivery. All inquiries regarding the solicitation must be submitted through the Question and Answer link on the Solicitation Details View page, with responses posted for all vendors to access. The document was revised in November 2011.
