About this file
This is a Request for Proposal (RFP) issued by the Department of the Air Force's 102d Intelligence Wing (102d Civil Engineer Squadron) at Otis Air National Guard Base in Buzzards Bay, Massachusetts, for base-wide roadway and auxiliary parking restriping services. The project seeks to restore retroreflective markings and safety controls across approximately 1.8 miles (9,504 linear feet) of single-lane, two-way roadways and one auxiliary parking area containing three spaces. The scope includes painting an estimated 38,016 linear feet of 4-inch reflective markings comprising double solid yellow centerlines and solid white edge lines on roadways, plus restriping of the designated parking area. All contractors are required to perform mandatory on-site field verification of dimensions and quantities prior to bid submission and to coordinate any discrepancies with the Contracting Officer's Representative. Work is restricted to Tuesday through Friday, 0700 to 1730 hours, and contractors must comply with all Department of Defense pavement standards, OSHA requirements, and federal building codes including UFGS 32 17 23.16, UFC 3-260-04, MUTCD Part 3, and IBC Chapter 11. No specific response date or award date is provided in the RFP document.
The solicitation is structured as a single bid item with no options and requires a firm-fixed cost proposal consolidating all material costs (paint gallons and reflective glass beads), labor hours, equipment rentals, and administrative overhead. Contractors must utilize high-solids waterborne or solvent-based paint with AASHTO M247 Type I moisture-resistant reflective glass beads at a minimum rate of 6 lbs/gallon for roadway markings. All personnel require U.S. citizenship or valid federal employment authorization and must complete background checks through the Base Security Forces Squadron; vehicles must enter through the designated Security Gate on Connery Avenue and are subject to inspection. Given that Otis ANGB is located atop the Sagamore Lens, a federally protected sole-source aquifer, contractors must maintain spill response kits and dispose of all waste materials at licensed off-base facilities. Proposals must include a technical approach describing surface preparation, paint application, traffic control measures, a quality control plan, and comprehensive compliance documentation. The Point of Contact is Nathanael Costa at nathanael.costa@us.af.mil or 508-968-4723.

REQUEST FOR PROPOSAL
PROJECT TITLE: Base-Wide Roadway and Auxiliary Parking Restriping (SPBN262007) ISSUING AGENCY: 102d Civil Engineer Squadron LOCATION: Otis ANGB, Buzzards Bay, MA 02542 PERFORMANCE LOCATION: Gibbons gate, East Inner Road, Granville Road
1. Project Overview & Objective
The 102d Civil Engineer Squadron (102 CES) at Otis Air National Guard Base (ANGB), Joint Base Cape Cod (JBCC), is seeking proposals from qualified, licensed contractors to perform professional roadway and auxiliary parking restriping services. The objective of this project is to restore retroreflective markings, lane organization, and safety controls across approximately 1.8 miles of single-lane, two-way roadways and one small adjacent auxiliary parking area containing 3 spaces.
To ensure uniformity, longevity, and high visibility under night and inclement weather conditions, all markings must utilize materials in accordance with Department of Defense (DoD) pavement standards.
2. Scope of Work (SOW)
The Contractor shall provide all labor, tools, material, specialized striping machinery, transport vehicles, and traffic safety control systems required to prepare, stripe, and restore markings along the designated road networks and the designated auxiliary parking area.
2.1. Roadway Linear Footage Estimates
The project covers approximately 1.8 miles (estimated at 9,504 linear feet of physical roadway). Since this is a single-lane, two-way layout, the Contractor is required to paint the following estimated line configurations:
• Centerline (Double Solid Yellow): Two parallel 4-inch yellow lines separating opposing traffic lanes. Estimated linear footage of paint: 2 times 9,504 LF = 19,008
LF.
• Edge Lines (Solid White): One 4-inch solid white line along the left and right shoulders. Estimated linear footage of paint: 2 times 9,504 LF = 19,008 LF.
• Total Estimated Roadway Linear Footage: Approximately 38,016 LF of 4-inch reflective markings.
2.2. Auxiliary Parking Area Restriping
The Contractor shall restripe a small, localized auxiliary parking area adjacent to the Entry Control Point (ECP). This area consists of three (3) parking spaces
2.3. Mandatory Contractor Field Verification
IMPORTANT NOTE TO BIDDERS: All linear footages, physical roadway distances, parking stall counts, and dimensions provided in this RFP are approximations based on historical base GIS maps. The Contractor is strictly required to perform an on-site walkthrough and field-verify all actual physical dimensions, layout configurations, lane widths, and paint quantities prior to submitting a bid proposal or purchasing materials. Discrepancies discovered during field verification must be coordinated with the Contracting Officer's Representative (COR) before bidding.
2.4. Core Performance Specifications
• Surface Preparation: The Contractor must mechanically sweep, power-wash, or air-blast all road and parking surfaces immediately prior to painting to eliminate dirt, sand, salt, organic growth, and loose existing coatings.
• Paint Chemistry: All pavement markings shall utilize high-solids, fast-curing waterborne or solvent-based paint formulations matching the structural demands of the local climate.
• Retroreflectivity (Glass Beads): Embed AASHTO M247 Type I moisture-resistant reflective glass beads into the wet roadway paint binder at a minimum rate of 6 lbs/gallon to ensure optimal night-time retroreflectivity. (Glass beads are not required for the auxiliary parking space lines unless requested by the COR).
• Staging and Cleanup: The Contractor shall establish a consolidated staging area coordinated with the COR. Upon completion, all empty paint containers, hazardous materials, and debris must be hauled off-base to a licensed commercial disposal or recycling facility.
3. Bid Schedule & CLIN Structure
This solicitation is structured as a Single Bid Item with No Options.
4. Technical and Building Code Compliance
All design, layout, and application techniques must strictly comply with the most up-to-date versions of federal codes, military specifications, and professional guidelines. The following codes are incorporated by reference:
