About this file

This document is an informational notice from the Department of Homeland Security (DHS) and Transportation Security Administration (TSA) regarding REAL ID compliance requirements effective May 7, 2025. The notice applies to federal agencies, including those managing federal facilities and airport security checkpoints, and establishes mandatory identification standards for contractors and personnel requiring access to these facilities. The document outlines that only state-issued driver's licenses and identification cards compliant with REAL ID security standards—identifiable by a star marking on the upper portion of the card—will be accepted as valid identification. Enhanced Driver's Licenses (EDLs) issued by Washington, Michigan, Minnesota, New York, and Vermont are recognized as acceptable alternatives, even without the star marking. The notice specifically states that any individual seeking access to a Massachusetts National Guard facility without valid REAL ID documentation will be denied entry, establishing a strict access control protocol for the Otis Air National Guard Base referenced in the related contract opportunity.

The document references the REAL ID Act (H.R. 418 of 2005) and implementing federal regulations that establish minimum security standards for identification documents used for official purposes. Beginning May 7, 2025, all individuals age 18 and older planning to fly domestically or access certain federal facilities must present compliant identification. The notice emphasizes that DHS and TSA are committed to enforcing these requirements and that the Act's prohibitions apply only to official purposes as defined in federal law, with other uses of driver's licenses remaining unaffected. Additional information and visual examples of compliant REAL IDs are available through the DHS website at https://www.dhs.gov/real-id/real-id-faqs, ensuring contractors and personnel have access to comprehensive guidance for compliance purposes.

ATTENTION CONTRACTORS:

Effective 7 May, 2025: Federal agencies, including DHS and TSA, may only accept state-issued driver’s licenses and identification cards as identification for purposes of accessing federal facilities - including TSA airport security checkpoints - if the license or card was issued by a REAL ID compliant state in accordance with the REAL ID security standards (meaning the license or card must include the REAL ID compliant star marking).

REAL ID-compliant cards will have of one of the following markings on the upper top portion of the card. If the card does not have one of these markings, it is not REAL ID-compliant and won’t be accepted as proof of identity in order to board commercial aircraft.

Examples of Real ID’s are included at the conclusion of this document

Enhanced Driver’s Licenses (EDL) issued by Washington, Michigan, Minnesota, New York, and Vermont are considered acceptable alternatives to REAL ID-compliant cards and will also be accepted for official REAL ID purposes. Most EDLs do not contain the star marking and this is acceptable.

Any individual seeking access to a MA National Guard facility without a Real ID will be denied access.

The REAL ID Act, passed by Congress in 2005, H.R. 418 - Real ID Act of 2005 enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses and identification cards.” The Act and implementing regulations establish minimum security standards for license issuance and production and prohibit federal agencies from accepting for certain official purposes noncompliant driver’s licenses and identification cards.

Secure driver's licenses and identification documents are a vital component of our national security framework. DHS/TSA is committed to enforcing the REAL ID Act, therefore, beginning May 7, 2025, anyone 18 years and older that plans to fly domestically or visit certain Federal facilities will need a REAL ID.

The Act’s prohibitions do not affect other uses of driver’s licenses or identification cards unrelated to official purposes as defined in the Act.
