About this file
Summary: Space Power and Reactor Capabilities (SPARC) IDIQ Statement of Work
This is a Statement of Work (SOW) for NASA's Space Power and Reactor Capabilities (SPARC) contract, structured as a Multiple-Award Indefinite Delivery/Indefinite Quantity (MAIDIQ) vehicle. The primary purpose is to support technology maturation, testing, and flight design for the Lunar Reactor-1 (LR-1) Program, with the first phase completing a hardware-driven Preliminary Design Review (PDR). Additional Task Orders may support other space nuclear systems as appropriate. The competitive acquisition will award multiple IDIQ contracts under which NASA intends to compete individual Task Orders (TOs).
The scope encompasses design, development, analysis, fabrication, assembly, verification, validation, testing, evaluation, certification, delivery, operations, and sustaining maintenance of space nuclear systems, subsystems, hardware, materials, and software, including associated support systems, equipment, and facilities. Contractors must provide all necessary resources and may request Government-furnished resources through Government Task Agreements (GTAs). Key lifecycle activities include TO solicitation support, proposal submission, project planning and execution, technical and programmatic reporting, configuration and data management, contract administration, knowledge transfer, and closeout. The SOW establishes top-level requirements for cost reporting, Earned Value Management System (EVMS) compliance when required, Organizational Conflict of Interest (OCI) mitigation, IT security compliance with FISMA and NIST standards, property management, safety and mission assurance programs (AS9100 certification required), systems engineering and integration, configuration management with formal audits, Nuclear Launch Authorization coordination, reviews per NASA procedures, and adherence to NASA engineering standards. Work may be performed at Contractor facilities, NASA Glenn Research Center, other NASA Centers, federal facilities, or other approved locations. Contractors must comply with all applicable U.S. laws, regulations, and policies including export control requirements under the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR), and restrictions under the Iran, North Korea, and Syria Nonproliferation Act (INKSNA).
