SUBJECT: Draft Request for Proposal (DRFP), Solicitation No. 80GRC022R0016, for the

Space Flight Systems Development and Operations Contract III (SpaceDOC III) Contract

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Glenn Research Center’s Space Flight Systems Development and Operations Contract III (SpaceDOC III) Contract solicitation. The principal purpose of this requirement is to deliver technology development hardware and software, space flight hardware and software, ground support equipment, spares, operational support and research data. As such, the contractor shall be responsible for the definition, design, development, analysis, fabrication, assembly, test, verification, delivery, and/or operation of space flight systems, associated support systems and equipment, and related ground development activities, that include research and technology developments and demonstrations. This contract scope can support all NASA GRC work content as described above and all NASA mission directorates as well as other agreements NASA has with other government agencies and non-government organizations.

Potential Offerors are encouraged to comment on all aspects of the draft solicitation, including the acquisition schedule, proposal instructions, evaluation approaches, and any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work. The Government is requesting feedback specifically regarding the following items:

• Impacts regarding the incorporation of H.6 NFS clause 1852.209-71 Limitation of Future Contracting

• The length of the Phase-In period

• The DRFP CLIN structure

• The page limitations listed at L.22

• Any unique terms and conditions including, but not limited to, those listed in Section H –

Special Contract Requirements

• The cost-effective NASA GRC workforce criteria found in paragraphs MP6 of Sections

L and M.

This competitive acquisition will result in a Cost-Plus-Fixed Fee (CPFF) Core requirement and an IDIQ requirement with the ability to issue CPFF and Firm-Fixed Price (FFP) delivery orders.

The contract will have a core period of performance of a 36-month Base Period, a 24-month

Option Period 1, a 24-month Option Period 2, and a 6-month Optional Extension. The effective ordering period of the IDIQ portion of this contract coincides with the core period of performance. The North American Industry Classification System (NAICS) code for this acquisition is 541715 - for businesses operating in the engineering research and development sector (except for nanotechnology and biotechnology) and the small business size standard is 1,000 employees.

The successful Offeror must pass an Equal Employment Opportunity (EEO) clearance before contract award (See FAR 22.805).

The current planned release date for the Final Request for Proposal (RFP) is on or about March 9, 2023, with proposals being due on or about April 26, 2023.

The anticipated contract award date is August 30, 2023, with a December 19, 2023 contract effective date following completion of phase-in activities. The contract will be performed onsite at NASA GRC and offsite at the Contractor’s facilities.

The following additional information is provided to assist in understanding this acquisition:

1. A three (3) month Phase-in period will be conducted as a FFP CLIN.

2. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government Furnished Property (GFP) for offsite use at the Contractor’s facility as described in the DRFP.

3. The NASA Glenn Research Center (GRC) Industry Day is anticipated to be held on February 8, 2023. All information pertaining to the Industry Day can be found in Attachment J.2-G – Instructions for Industry Day Registration.

4. NASA has determined that this acquisition may give rise to a potential Organizational

Conflict of Interest (OCI). Offerors should refer to NFS clause 1852.209-71 Limitation of Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting. Offerors will be required to submit OCI Plans and Assessments with their proposals. The successful Offeror’s OCI Plan will serve as a contract compliance document per NASA Federal Acquisition Regulation (FAR) Supplement (NFS)

1852.237-73 Release of Sensitive Information. More information on OCI submissions can be found in RFP section L.33 Notice of Potential Organizational Conflicts of Interest.

5. Proposals for this solicitation are required to be submitted through NASA’s Enterprise

File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform.

Potential Offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the instructions regarding proposal submission at https://www.hq.nasa.gov/office/procurement/other/EFSS-Box- Offeror-Proposal-Submission-Instructions.pdf. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.

6. Offerors will have the ability to propose milestone payments for CLIN 0001 Phase-In.

In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable Document Format (PDF). Cost/Price templates will remain in original Microsoft Excel formats for ease of use.

Documents related to this acquisition, including this letter, the solicitation, attachments, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

This DRFP is not a solicitation and NASA is not requesting proposals. This DRFP does not commit NASA GRC to pay any proposal preparation costs, nor does it obligate NASA GRC to procure or contract for this requirement. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the Offeror for performing any of the work called for in this solicitation.

Any comments regarding the DRFP should be submitted electronically in writing, to Erica Chambers at erica.m.chambers@nasa.gov and Paige Foreman at paige.e.foreman@nasa.gov, by 5:00 PM ET on February 13, 2023. If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response. The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final Request for Proposal (RFP). Some DRFP questions and comments may receive a posted response to SAM.gov if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation. The Government may also respond via SAM.gov to comments and/or questions received following the issuance of the Final RFP.
