About this file
This is a Request for Information (RFI) issued by the Defense Logistics Agency (DLA) Strategic Materials Directorate seeking vendor capability information for the separation and purification of approximately 12,600 kg of rare earth oxides (REOs). The feedstock is a fine powder mixture containing Y2O3 (1.9%), Sm2O3 (33.2%), Eu2O3 (46.1%), Gd2O3 (11.4%), Tb4O7 (0.6%), Dy2O3 (1%), Ho2O3 (0.2%), Er2O3 (0.2%), and Yb2O3 (1.9%). The government may deliver material to one of three locations: Hammond Depot (Hammond, IN), Hawthorne Depot (Hawthorne, NV), or Scotia Depot (Scotia, NY). This RFI is for planning purposes only and does not constitute a binding obligation or request for quotes; responses will not be compensated, returned, or guarantee future contract opportunities.
Vendors must submit capability statements by February 11, 2026, at 12:00 PM EST to Wanda Willis at wanda.willis@dla.mil with subject line "RFI – Rare Earth Separations and Purifications." Responses are limited to 20 pages (single-sided, 12-point font maximum, 1-inch margins) in Microsoft Word or Adobe PDF format. Required information includes company general data (CAGE code, UEI number, socioeconomic status, prime and non-prime contract experience); detailed process information (separation/purification methods, capacity, recovery percentages at 99.5%, 99.9%, and 99.99% purity levels, timeline to completion, analytical capabilities, controls for uranium and thorium concentration); industry and market information (CONUS and OCONUS capacity and competitive landscape); delivery information (typical lead times, annual capacity, packaging requirements, safety concerns); and market price trends and future technology changes. No entitlements to payment exist, proprietary information must be clearly marked, and all submissions become government property.
