About this file

This document is a Vendor Question Responses file for Solicitation SP8000-26-R-0009 for Bismuth Metal, issued by the Defense Logistics Agency (DLA). The document addresses several key vendor inquiries regarding the procurement, including origin requirements, material processing, and delivery specifications. The DLA intends to purchase approximately 35 metric tons of bismuth metal for the full year 2026, with the awarded quantity able to be delivered through 2028 within a 24-month performance period starting at the end of the contract period.

Specific technical requirements include that individual bismuth slabs/ingots must be under 7" in width, 16" in length, and 2" in thickness. There are no specific origin requirements for bismuth beyond standard US legal restrictions on sanctioned countries. The vendor must submit a proposed delivery schedule to the government within 30 business days of contract award, detailing individual delivery dates and total net weight to fulfill the total awarded quantity. Additionally, once material is designated for the National Defense Stockpile (NDS) and arrives in the Continental United States (CONUS), no material can leave CONUS.

SP8000-26-R-0009 VENDOR QUESTION RESPONSES

• Is there any requirement for specific origin of bismuth to be offered for this request?

• As there is no mention of specific origin listed in the SOW, there is no specific origin of

Bismuth required for this request, except those required by US law such as restrictions on sanctioned countries.

• Are we allowed to have bismuth recast into requested ingot/slab form outside of CONUS before official lot numbers are assigned and official analysis has taken place? After recasting, bismuth would remain in CONUS.

• Once material has been designated as material for the NDS and has arrived CONUS, no material is able to leave CONUS. If there is additional processing that happens prior to the material being designated as government material and that intended government material having arrived CONUS, that is okay.

• Would you please confirm the sizing of the bar that is being requested for RFP - SP8000-26-

R-0009 Bismuth Metal?

• Individual slabs/ingots must be under 7” in width, 16” in length, and 2” in thickness

• The DLA plans to purchase ~35 MT for the full year of 2026. Is my understanding correct that the DLA can choose to take this material at any point through 2028, given the 24 month performance period starting form the end of the contract period?

• DLA intends to purchase ~35 MT for the full year of 2026 with the full intended quantity to be awarded. The awarded quantity is able to be delivered through 2028 within a 24-month performance period starting at the end of the contract period. As stated in SOW section 12, a proposed delivery schedule must be provided to the Government within 30 business days of contract award and include proposed individual delivery dates and total net weight of each proposed delivery so that the full delivery schedule fulfills the awarded quantity.
