About this file
This file is an Amendment 1 Questions and Answers document for Defense Logistics Agency Solicitation SP8000-26-R-0006 for Nickel Niobium. The solicitation requires vendors to submit quotes via email by 5:00pm EDT on December 15, 2025, with a technical response limited to 10 pages outlining their approach to meeting Statement of Work requirements. Vendors must also provide a certificate of analysis, draft safety data sheet, sampling plan, and draft testing plan.
Key clarifications in the Q&A include confirmation that the contract will be a single award with all annual volumes produced by one vendor, acceptance of niobium powder < 50 mm, and sourcing guidelines. Regarding material sourcing, the solicitation requires nickel niobium to be melted or produced in the United States, but allows potential consideration of Brazilian material if no DFARS-compliant material is available. Submissions must be in Microsoft Word, Excel, or PDF, with specific formatting requirements, and the technical approach will be evaluated on an acceptable/unacceptable basis by the requiring activity.

SOLICITATION SP8000-26-R-0006 AMENDMENT 1
VENDOR QUESTIONS & ANSWERS
1. Q: Do you require all yearly volumes to be produced by the same vendor?
A: The resulting contract will be a single award so yes, all annual volumes must be produced by a single vendor. Additionally, for quality assurance and inspection/witnessing, one vendor is preferred.
2. Q: Would a finer powder also be sufficient as opposed to the “lump or flake” – the material we produce would be < 50 mm as specified but will be finer.
A: Yes, please include sizing in your proposal.
3. Q: Niobium is generally produced by mines in Brazil; is a foreign source for the feedstock okay?
A: Per the solicitation, award will be made in accordance with DFARS clause 252.225-7008, which requires that the nickel niobium provided under this contract be “melted or produced in the United States or its outlying areas”; however, in the event that no DFARS-compliant material is available, the government may consider an offer of Brazilian material and award the contract to an offeror of foreign material.
