NAICS Code: 513120 - News Paper and Periodicals

Background: DLA Strategic Materials manages disposition of the National Defense Stockpile (NDS) of strategic and critical materials. This includes assessing supply chain vulnerabilities, determining risk and developing mitigation strategies which include acquiring new and the disposal of obsolete NDS materials to ensure viability of the nation’s defense and essential civilian industries in times of national emergency. DLA historically maintains continuous surveillance of commercial materials supply chains and associated markets through review and analysis of periodicals, online research tools and industry publications. The data from these sources is used to inform the Strategic Materials division on world events and critical material trade information that may impact the ability of the Strategic Materials division to perform their duties. The Project Blue Group Limited (“Project Blue”) provides Market Service reports for different critical and strategic materials that would provide DLA Strategic Materials with access to datasets that would ensure the DLA Strategic Materials is able to fulfill its mission. The data is able to be used for the congressionally mandated Biennial Requirements Report that the Strategic Materials division drafts for Congressional Review.

Project Blue is the sole responsible source and no other supplies or services will satisfy agency requirements. Other vendors may be able to provide the requested product and its data to DLA Strategic Materials, but the vendor would be required to subcontract with Project Blue Limited as Project Blue is the owner and sole provider of the product and data that is being requested.

Project Blue has previously been awarded sole-source contracts with the U.S. government.

Scope: DLA-SM requires the following eighteen (18) comprehensive, market summary reports from Project Blue, which consist of the market analysis and asset profiles: Aluminium, Antimony, Boron, Chromium, Gallium, Germanium, Indium, Magnesium, Molybdenum, Niobium, Rhenium, Scandium, Silicon, Tantalum, Tin, Titanium, Tungsten, and Vanadium.

DLA-SM seeks delivery within fifteen (15) days of the contract execution date.

Objectives: DLA Strategic Materials intends to purchase strategic material market summary reports published by The Project Blue Group Limited (“Project Blue”) under the moniker “Market Service Reports”. The strategic material market summary reports consist of the market analysis and asset profile for each named material. These reports are considered commercial-off-the-shelf items.
