For Germanium Wafer Storage and Rotation

1.0 DESCRIPTION

The Defense Logistics Agency (DLA) Strategic Materials Contracting Directorate is seeking information to (1) continue the storage of unfinished 100 mm and 150 mm Germanium (Ge) wafers and (2) potentially rotate (reprocess) a portion of the 100 mm wafers into new 150 mm wafers required by National Security Strategy (NSS) programs. The 100 mm Ge wafers shall be replaced with either new 100 mm unfinished Ge wafers or new 150 mm unfinished Ge wafers.

DLA Strategic Materials will provide the existing unfinished 100 mm and 150 mm Ge wafer inventory to a vendor as Government Furnished Material (GFM).

The rotation action for the wafers does not require additional legislative authority. Pursuant to 50 U.S.C. 98d and 50 U.S.C. 98e (see the Strategic and Critical Materials Stock Piling Act, 50 U.S.C. 98 et seq.) the National Defense Stockpile (NDS) is authorized to provide for the appropriate rotation of strategic materials to prevent the deterioration or technological obsolescence of such material. In the event of such a rotation, an equivalent quantity of substantially the same material or better shall replace the material in the NDS.

1.3 BACKGROUND

2.0 DLA Strategic Materials - National Defense Stockpile (NDS) previously held 101,939 unfinished 4” (100mm) wafers. The Government upgraded some of the 4-inch wafers to 6-inch wafers and now holds 68,671 unfinished 4-inch (100mm) and 6-inch (150mm) wafers in reserve for release in times of national emergencies as required under the Strategic and Critical Materials Stock Piling Act, 50 U.S.C. 98 et seq. The Government still requires storage of unfinished wafers at Contractor-owned and Contractor-managed facilities with the option to upgrade the current inventory to better support future needs.
