SP4702-25-R-0008 amendment 0001 is issued to accomplish the following:

The purpose of amendment 0001 is to answer questions from the vendor submitted prior to the question deadline of 08 AUG 2025 at 3:00 PM EST.

Q. Page 7 – 1. SAM Registration NOTE: SAM Registration date must match proposal submission date. Does this mean we need to resubmit our registration on the same day the proposal is submitted? If so, the submission will be in pending status as it takes several days to be activated.

A. No, you do not need to resubmit your registration. Please submit a print screen of your SAM registration that verifies it is still active the same day as your overall proposal submission.

Q. Page 13 – 5.1.2. What is meant by a “conditioned” ingot?

A. Minimal surface roughness – no sharp jags or anything.

Q. Page 13 – 5.1.3. Can you please provide an example of an imperfection that would be deemed injurious?

A. If I ran my finger over the ingot and got cut – a sharp point or a jagged edge.

Q. Page 15 – 7.3. Do you have a recommendation for a third party lab?

A. Government contracting professionals do not permit the program personnel to recommend subcontractors/ businesses to the offeror. However, the program personnel will consider the lab’s previous experience in the analysis of tantalum and tantalum pentoxide, the lab’s previous experience with the offeror, the lab’s reputation in industry, and the lab’s accreditations.

Q. Page 17 – 8.5. Is a COA from the third party acceptable as a stand-alone document?

A. The COA is a stand-alone document from the third-party lab, however the contracted entity should add a cover letter, with the contracted entity’s letterhead, on the COA.

Q. Page 17 – 8.7. Can you please provide clarification around section e) error ranges?

A. Error ranges are determined by the laboratory analyst at the time the analysis is performed. The lab analyst typically determines method, procedures, and conditions under which they perform the analysis and the instrument they use for the analysis. The error ranges will come from the third-party lab.

Q. In general, is there a length tolerance?

A. Proposal-wise: No limit B. Ingot: No length tolerance, although, it is my understanding that the ingots will be 12”d x 76”l and will be cut into two pieces, 12”d x 38”l. As long as each individual piece does not exceed 48” in length, and both pieces are loaded onto the same pallet for stacking, I’m fine with that.

Q. Page 18 – 9.1.3. Can you please clarify what is meant by “disposition” in this context?

A. In this context, disposition refers to disposing of any material. Contractor must adhere to all OSHA regulations when managing, handling , transporting, and if necessary, disposing of material

Q. Page 18 – 9.1.6. This references the Depot Orientation Guide and Policy Statement. However, when I try to find these on the website, it says “Page Not Found”.

A. The website broken link is now fixed, and Orientation guide is now linked correctly.

Q. Page 20 – 11.6(c). What is the Merge Number?

A. Section 11.6(c) removed

Q. 11.7 (Page 20). GAM as a smelter is conformant to the RMI-RMAP, but not being an SEC issuer we have no obligation to file form SD. We can provide our CMRT. Would that be acceptable?

A. Yes, We will consider CMRT acceptable.
