SPECIAL NOTICE

NOTICE OF INTENT TO SOLE SOURCE AWARD FOR TUNGSTEN RHENIUM INGOTS

The Defense Logistics Agency Strategic Materials has a requirement to purchase an inventory of 5,000 kilograms of tungsten-rhenium ingots. The inventory will be delivered to the DLA Strategic Materials Hammond, IN Depot.

DLA Strategic Materials Directorate of Contracting located in Fort Belvoir, VA intends to solicit and award a firm fixed price contract on a sole source basis to Global Tungsten and Powder (GTP) of Towanda, Pennsylvania, for a delivery of one year after the date of award. This action will be conducted in accordance with FAR Part 15, Contracting by Negotiation. The North American Industry Classification System (NAICS) code for this effort is 331410, Nonferrous Metal (except Aluminum) Smelting and Refining, with a small business size standard of 1,000 employees.

The Government intends to solicit only with GTP and to award this requirement under the authority of FAR 6.302-1(a)(2). The anticipated award date is no later than September 30, 2017. The prospective contractor must be registered in the System for Award Management (SAM) database in order to be eligible for award.

This notice of intent is not a request for competitive proposals. There is no solicitation document. No Request for Proposals will be issued. However, all information received within fifteen (15) calendar days from the publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within the discretion of the Government.
