9) Evaluation Procedures A. Basis for Award
1) The Government reserves the right to eliminate from consideration for award all offers that do not meet the minimum requirements of the solicitation, at any time prior to award of the contract; to negotiate with offerors in the competitive range;
and to award the contract(s) to the offeror(s) submitting the Lowest Price Technically Acceptable (LPTA) proposal. The determination of the competitive range will include all proposals which are considered to have a reasonable chance of being selected for award. A proposal is considered acceptable if it (i) it addresses itself to all the essential requirement of the RFP, (ii) shows the Offeror understands all essential requirements of the RFP, and has demonstrated a full capability to perform the prospective requirements, (iii) meets the technical requirements, and (iv) the proposal is complete to the extent that an award could be made on its present terms.
2) The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications). The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.
3) The Lowest Priced Technically Acceptable (LPTA) source selection procedure is appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal(s) with the lowest evaluated price.
4) Reverse Auctions will be considered with this requirement.
5) An overall technical rating must be at least “ACCEPTABLE” in order to be eligible for award. An “UNACCEPTABLE” rating in any factor results in the overall technical proposal being rated “UNACCEPTABLE”. A final overall technical rating of “UNACCEPTABLE” makes the proposal ineligible for award.
B. Evaluation factors for Award
1) Factor 1: Technical Approach
2) Factor 2: Past Performance
3) Price
FACTOR 1: TECHNICAL APPROACH
The Technical Team of the Evaluation Team (ET) will evaluate the Offeror’s proposal to ensure the Contractor possess the experience, expertise, facility capability, and approach necessary to deliver the supplies and perform the work successfully. The proposal shall describe how the contractor will deliver material which meets the technical requirements defined in the Statement of Work (SOW). The proposal must contain an example of a Certificate of Analysis (COA).
The COA must be recently, within the last three years.
Based on this evaluation, the Factor will be rated using the Acceptable/Unacceptable Ratings.
FACTOR 2: PAST PERFORMANCE
The ET will evaluate the Offeror’s past performance. In doing this, the Government will review responses to the Past Performance Questionnaire (Attachment C). The Government may consider information in the Offeror’s proposal and information obtained from other sources, including past and present customers and their employees, subcontractors, and any other sources that may have useful information. This assessment is based on the Offeror’s record of relevant and recent past performance (within the last 3 years) information that pertains to the products and/or services under a similar contract as outlined in the solicitation requirements. See Table A-2.
Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
PRICE
The ET will perform the evaluation of the offered prices. A fair and reasonable price will be determined first by adequate price competition. Should adequate price competition not be available to determine a fair and reasonable price then data other than certified cost or pricing data will be used. This information will come first from sources other than the offeror, such as the IGCE or other Government sources. If necessary, information from the offeror for the same or similar items will be required. Price will also be evaluated for completeness in that it: (1) reflects a thorough understanding of the Statement of Work (SOW); (2) is submitted in accordance with the contract line item numbers (CLINs) on a firm-fixed price with economic price adjustment basis; and (3) provides a total price on a firm-fixed price with economic price adjustment basis. Price will be evaluated to determine the total evaluated price to support the selection of the lowest priced, technically acceptable offeror.
ELIGIBILITY FOR AWARD
To be considered acceptable and eligible for award, an Offeror must address separately all the factors set forth in accordance with the instructions of the solicitation. A major item and/or gross omission which preclude meeting solicitation objectives which cannot be corrected prior to or during discussions without major revision or complete resubmission of the proposal will cause a proposal to be found technically unacceptable.
C. Basis of Evaluation and Submittal Requirements for Technical Acceptability and Recent Past Performance and Relevant Material Experience.
(a) Solicitation Submittal Requirements- The proposal/offer must document;
(1) Successful capability to deliver material which meets the technical requirements defined in the Statement of Work (SOW).
(b) Recent and Relevant Past Performance –
(1) Past Performance Questionnaire, evaluations and all other Recent and Relevant Past Performance information reviewed by the Government (e.g., PPIRS, past performance documents, and information obtained for any other source) reflect a trend of satisfactory performance.
(2) Experience providing similar product/services under a similar contract in the last three (3) years. At a minimum, the documentation must include the contract number, award date, delivery date(s), and quantity.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/ subsidiary/ affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the offeror.
