About this file
This document is a comprehensive Responses to Questions and Comments file for a Defense Logistics Agency (DLA) solicitation (SP7000-26-R-1001) for leasing Multifunctional Devices (MFDs) in the Republic of Korea. The solicitation seeks up to three Multiple Award IDIQ contracts with a maximum program total of $26.2 Million, covering a 60-month lease period starting May 1, 2026. The procurement will support approximately 2,523 A3 MFDs across various locations in South Korea, with devices required to meet specific technical specifications including volume band requirements, network security standards (NIAP compliance), and Trade Agreements Act (TAA) regulations.
Key procurement details include a Lowest Price Technically Acceptable (LPTA) evaluation methodology, monthly billing, and strict technical requirements such as mandatory NIAP certification, disabled color printing options, and specific pages-per-minute (PPM) speed specifications. The solicitation is open until December 2, 2025, with Round 1 Questions due by November 4, 2025. Vendors must provide OEM parts, comply with TAA requirements, and be prepared to support base access procedures and potential network security connections across different military installations in South Korea.

| PWS | 5 | IV. Delivery Of Ordered Devices | Could you provice information on the **Number of Units per Location**? | The chart is for number of devices per contracting action, not by location. The number of devices requested for a particular location within korea will vary by task order, which will likely contain orders for multiple locations. | ||
| PWS | 5 | IV. Delivery Of Ordered Devices | What are the **Base Access Procedures** for insallations located **within a Restricted area on the base**? | Base access requirements may vary between bases. It is the responsibility of the vendor to contact the installation to obtain base access instructions. DLA can provide contact information upon request. | ||
| PWS | 14 | XIV. Testing | What are the **Acceptance Test** criterias upon equipment delivery? (e.g., whether sample output tests pass) | DLA tests devices to meet DOD RMF and STIG compliance. Additional testing is required for devices ordered for Navy customers. | ||
| PWS | 7 | VI. Maintenance | What are the conditions for **equipment replacements or upgrades** during the lease period? | See SECTION VI.A.9 | ||
| PWS | 1 | I. C | Is the evaluation based on **Lowest Price Technically Acceptable (LPTA)** or **Best Value Trade-Off**? | In accordance with the RFP and RFP’s FAR 52.212-2 – Addendum, awards will be made on a lowest priced technically acceptable (LPTA) basis to the three (3) offerors that are determined to be lowest priced and technically acceptable. | SP7000_26_R_1001__10_28_2025 | 2 | 3. Estimated Period of Performance | The solicitation lists the estimated start date as May 1, 2025. Given that this date has passed, could you please provide the updated anticipated start date for the contract's 60-month period of performance? | An amendment will reflect the updated estimated date to May 1, 2026. | ||
| SP7000_26_R_1001__10_28_2025 | 2 | 4. Delivery | We seek clarification on the geographic scope of service. Does "various locations located throughout the Republic of Korea" imply the full extent of the peninsula, ranging from areas near Camp Casey (further north) down to sites like Pier #8 (near Jinhae/southern areas), requiring service across a wide geographic range in South Korea? | It includes all of South Korea. | ||

There are no training duration limits set for the completion of the topics. | ||
| PWS | 3 | III. Volume Band Specifiations | VB1 – historically the PPM is 25 PPM. For some reason this IDIQ was changed to 30 PPM which |
essentially rules out at least one OEMs product, which was designed based on the 25 PPM historical and industry accept print speed. Please change this to 25 PPM to match all historical
| DLA opportunities. | We will reduce the 30 PPM for VB1 to 25 PPM. | |||
| PWS | 5 | IV. A. 3. | Please consider allowing color devices with color printing disabled for mono clins. The language |
could be changed to, “if color equipment with disabled color printing is delivered on mono clins, the government and customer is not liable for any color printing that occurs”. This would protect the government while allowing the option to utilize one line of devices. One line of devices means less SKUs to maintain, better operational eiciency, more availability to adhere to fast timelines for when customers decide to upgrade to color, and more availability for standby machines or hard swaps, as needed. Allowing color disabled devices on for mono locations will save the tax payers money. This process has also been used for 5+ years, globally, without incident, very successfully. Because of the VB5 60 ppm requirement, a color device must be used for at least one OEM, who does not have a B&W device with those speeds. For that reason, this change to the
| PWS would completely eliminate an entire OEM. | This will not be changed. | |||||
| PWS | 3 | III. Volume Band Specifiations | There is no VB5 60 ppm mono only device for an OEM. If a color disabled color device cannot be | |||
| used for this VB, please consider adjusting the VB5 to 55 ppm for competition. | This will not be changed. | |||||
| SP7000_26_R_1001__10_28_2025_ | 2 of 45 | 3. Estimated Period of Performance | the estimated period of performance is stated as May 1, 2025 through April 30, 2030. Could you please confirm whether this period is correct or provide the accurate contract period if different? | An amendment will reflect the updated estimated date to May 1, 2026. | ||
| SP7000_26_R_1001__10_28_2025_ | 1 of 45 | 2. Requirement Description | the total estimated number of MFDs is 2,523 units. However, upon reviewing Attachment #2 (CLIN Structure), the total number of MFDs appears to exceed 4,700 units. Could you please confirm the correct estimated quantity for this solicitation? | The attachment has been fixed to show the correct estimated number. | ||
| Attachment_1___Performance_Work_Statement__PWS___09_17_2025_ | 1 of 23 | II. Devices and Configurations | the contract is subject to the Trade Agreements Act (TAA). To ensure compliance, we believe it would be appropriate to include a Certificate of Origin for the MFD units as part of the required proposal submission documents. Please confirm if this documentation is required or acceptable. | That documentation is acceptable but not required. If a vendor states they will comply with the TAA requirement and it is later determined that they provided non-TAA devices, that contract would immediately be terminated. | ||
| Attachment_1___Performance_Work_Statement__PWS___11_07_2025 | 13 | XIII. Network Security | Is NIAP comliant a mandatory requirement? | Yes. | ||
| Attachment_1___Performance_Work_Statement__PWS___11_07_2025 | 13 | XIII. Network Security | Compliance with NIAP and JISEC. Is it possible that obtaining a JISEC certification by itself is not acceptable? | It is not. The National Information Assurance Partnership (NIAP) is a United States government initiative to meet the security testing needs of both information technology consumers and producers that is operated by the National Security Agency (NSA), and was originally a joint effort between NSA and the National Institute of Standards and Technology (NIST). All devices must be evaluated by a NIAP certified test lab. FUJIFILM can use the results from a JISEC certification. Please refer to NIAP Policy Letter 12 for acceptance requirements :https://www.niap-ccevs.org/Policy/policy-ltr-12-update5.pdf (https://www.niap-ccevs.org/policies) Please also refer to the NIAP FAQ’s (what is the process, how to sponsor, etc) any questions you would have internally for this process to NIAP via: https://www.niap-ccevs.org/faqs |
